A resilient democracy? The German political parties' stance on disinformation in the context of the federal elections between 2017 and 2021

The submitted diploma thesis examines the activities of German political parties in combating disinformation leading up to the elections to the German Bundestag from 2017 to 2021. In light of past experiences, where foreign interference in democratic decision-making proceses has been repeatedly observed abroad, questions regarding the security of elections have also arisen in Germany. Therefore, the goal of this diploma thesis is to map the attitudes, measures and discussions of German political parties on the topic of disinformation and fake news in relation to Bundestag elections, utilizing a single-case study approach. Considering concerns about whether the adopted legislation might restrict freedom of speech, the concept of resilient democracy is also taken into account in the thesis. As stated in the introduction of the thesis, in ordinary communication, the terms disinformation and fake news are often conflated or overlapped, with the main assumption being that both terms refer to deliberately spread falsehoods with hostile intensions. Nevertheless, a more detailed definition of these and other related terms is provided in the first chapter. Dissolution of political parties as a tool for defending democracy: a comparison of the Czech and German debates

This master thesis focusses on the issues of sanctioning antidemocratic political parties in the Czech Republic and in the Federal Republic of Germany, as well as the discussion of the expert public in reaction to practice of the Supreme Administrative Court or Federal Constitutional Court. It is a comparative paper, therefore all issues are analysed from the Czech as well as the German point of view and the comparative chapter summarizing main coherences and differences always follows. The thesis is divided into six parts, which aim to map the matters related to banning political parties. Firstly, the theses is focused on the regulation of political parties in the Czech Republic and in the in the Federal Republic of Germany to provide theoretical backgrounds for better understanding of the topic. Consequently, both the introduction into problematic of the concept of defending democracy and the analysis of its demonstration in the constitutional law of the Czech Republic and of the Federal Republic of Germany follow. Moreover, substantive law aspects as well as procedural law aspects of dissolution of political parties are introduced ending up with comparison of both. Analysis of the measures against right-wing extremism of state and non-govermental oragnizations in the Czech Republic

This thesis is dedicated to the defense of the country against right-wing extremism. The first part describes the theoretical background, which is Karl Loewenstein's Militant democracy and its critics at the same time. Also it gives a definition of extremism, which is known to be a problematic concept. The development of Czech right-wing extremist scene is described briefly. The first part of the analytical section explores Czech legislation on the ground of Militant democracy criterions. The main point of this thesis is the analysis of concrete measures against right-wing extremism based on an expert survey. These measures come from both government and non-governmental organizations. This way the analysis reflects both dimensions theoretical basis - Militant democracy and its critics, that emphasize the efficient function of the nongovernmental sector. The measures are evaluated by their efficiency and furthermore analyzed by their pros and cons. The main goal of this thesis is to evaluate the measures and select the most effective ones.
