The bachelor thesis concerns the crisis management of the territorial self-governing unit Hluboká nad Vltavou. The aim of this thesis is to make a general and concrete evaluation of the current state of crisis management and to suggest possible procedures leading to improvement in the area of crisis management of self-governing unit. The topic was chosen because it is a crisis management currently potentially lack of experienced and professionally trained staff. The theoretical part introduces the reader to the administration and its functions, including basic concepts related to the issue and their characteristics. The practical part of the thesis analyzes the procedure of crisis management in the time of solving the crisis situation; The conclusion of the thesis is an evaluation of whether the procedures that comply with legal regulations have been chosen.

The topic of the bachelor thesis was chosen mainly because the crisis management system is very often faced with a lack of professionally trained and experienced staff. In the last few years, there has also been a significant shift away from planning crisis management, especially at central level. Whether the flood situation has been addressed and complianced with the legislation. The final thesis is divided into theoretical and practical part. The theoretical part is divided into four basic subchapters. The first one aims to acquaint the reader with the methodology. The second part analyzes the role of management and crisis management of its components, the process and role of emergency planning and related legislation. The last subchapter deals with crisis management, its bodies, related legislation and crisis planning. The practical part of the thesis consists of a flood, situation of the self-governing unit. The results of the work should serve to practical life.

Power outage from the perspective of the crisis staff ORP Czech Krumlov

Electric energy is part of our lives. We use electric energy everyday in our lives at home or work. The use ranges from home lighting to using computers or traffic lights. Electric energy became the indispensable part of our days. Electric energy is included in the fields of critical infrastructure which is essential to maintain safety and running the country. Power cut of critical infrastructure jeopardize the common being of inhabitants and also the safety of this region. Critical infrastructure is based in the Czech law of crisis management nb. 240/2000Cl and also in government regulation nb. 432/2010Cl about criteria of dealing crisis infrastructure. It is necessary to be prepared for every aspect of power cuts in the critical infrastructure field thoroughly as power cut can endanger human society and state. Because of the serious threat human society and state is essential to the individual areas of critical infrastructure failures to adequately prepare.Readiness to electrical power outage is a main theme of this thesis. The thesis focus on region of Cesky Krumlov located in South Bohemia, Czech Republic. Theoretical part of thesis named Power outage from the perspective of the crisis staff ORP Cesky Krumlov deals the aspects of electric energy and critical infrastructure. Reader learns about production, transport and distribution of electrical energy. Reader can also find information about power outages black outs. The thesis explains the meaning of word Infrastructure and also clarifies critical infrastructure and following protection of critical infrastructure. The thesis includes more information about critical infrastructure i.e. which documents deals with the problem of critical infrastructure, when and why the protection of critical infrastructure started and who was pioneer of the field problem. The thesis also describes the field of blackouts and gives the examples of the biggest blackouts which have every occurred in the world. The thesis reveals the cause of mentioned blackouts if the cause was human error, technical problem or overload of transmission system. The thesis shows the impact of blackouts on suffering population time they spent without electricity and how many people was affected with blackout, to complete the picture of blackouts. The last chapter is about crises staff. Reader learns about meaning of crisis staff and why and in which situations is the crisis staff in session. The thesis names and describes the crisis staffs at every level and describes the structure of crisis staff on every level government crises staff, county crisis staff and region crisis staff. The researcher part of this thesis is focused on region of Cesky Krumlov. The region is divided in municipalities and its belonging townships.The thesis gives picture about region population and its average age. The thesis also gives information about main water reservoirs and watercourses in region. The thesis mentions the leading farm economies which can be jeopardize during electric power outage. The thesis defines and analyses secondary crisis situations, which can occur during long lasting electrical power outage. The conclusion focus on the thesis research question "Is crises staff of region CeskýKrumlov prepared for the crises of electrical power outage?" The answer for the research question was ascertain by methods of risk analysing-the Checklist analysis and SWOT analysis. The research question was answered, based on these two analyses. One method was used to check the readiness for electrical power outage and following protection of region population of crisis staff of region CeskýKrumlov. The second method marks off strong and weak parts, opportunities and threats from the electrical power cut point of view. Following percentage calculation shows, what is the biggest danger for region of Cesky Krumlov in the moment of electrical power outage.

Design the work model of the Crisis staff of the South Bohemian Region

The aim of this thesis is to examine the current activities of the Crisis Staff of the South Bohemian Region and find weaknesses that could be improved. The integral part of the work is the position of the Crisis Staff of the South Bohemian Region in the system of crisis management in the Czech Republic and a description of its development in time. There were used analyzes to identify sub-optimally operated activities - excessive processing of documentary materials, to ensure trouble-free operation of used information technologies, minimizing the number of used information systems, the distribution of individual workers in the area and optimization of their number. Activities were examined with emphasis on their contribution to the final work of the Crisis Staff of the South Bohemian Region. There is a layout of information flows and documents and there are listed activities that need to be executed with each document. The thesis proposes measures leading to more efficient use of workers and machinery in the above-mentioned areas - document management, mostly in electronic form (except for the key documents) and the consequent security of document repository (physical and data). Conversion of connection plans to electronic form, using the system of the Contacts for Regional Office for South Bohemia, facilitates activity in searching contacts of interest persons and entities and management of their contact details. To improve the member activity of the Crisis Staff of the South Bohemian Region it is designed to minimize the number of used information systems, implement rules of risk communication and accomplish groups' relocation to isolated areas.

ANALYSIS OF POLICE CRISIS STAFFS FOR RESOLVING CRISES

This thesis is divided into theoretical and practical part. The thesis examines the level and preparedness of crisis staffs members of territorial departmens of the Policie Directorate of South Bohemian region, including the Crisis Management Crisis Staff of the Regional Police directorate of South Bohemia. The theoretical part describes the crisis staffs of the territorial departmentsof the Police Directorate of the South Bohemian Region and the Regional Crisis Staff of South Bohemian police directorate, their composition, mission, tasks and position within the Police of the Czech Republic. In the practical part the consultations with each Commissioner of the local departments crisis management of the Police Directorate of the South Bohemian Region and with the head of Crisis Management of the Police Directorate of the South Bohemian Region were made. Consultations are focused on crisis management and theoretical, material and practical preparedness of the crisis teams. Furthemore, in the practical part results of the questionnaires, which dealt with the composition of police officers in the staffs and their theoretical knowledge of crisis management were processed and evaluated. The most important findings of the research are summarized in the conclusion. There are also evaluated hyphotheses and objectives defined at the beginning of the work and proposed possible solutions the problems in question.

Protection of citizens during emergencies, natural disasters or other critical situations with concentration on South Bohemian towns.

From the beginning of times people have encountered emergency situations which endanger their lives, health, properties and also the environment. Communities often try to prevent the impact of these situations or at the very least minimize the consequences. Depending on the particular society{\crq}s economic development, various precautionary measures have been implemented. My dissertation work addresses the current laws relating to crisis management in the Czech Republic. Fundamental principles are also explained. Main goals of my work were as following: 1. To compare South Bohemian towns and their respective legislation 2. To administer a questionnaire among a sample population 1. My selection consisted of five towns in the South Bohemian region. These were: Pisek, Jindrichuv Hradec, Sobeslav, Trebon and Cesky Krumlov. Prior to me visiting these towns, I made arrangements with its local representatives, specifically with those responsible for crisis management. I was able to inquire about their processes and conduct interviews. I have concentrated on the following areas: Process of informing population and emergency management Education of citizens, publication and distribution of educational materials School lectures/meetings Crisis management form Structure of emergency management authorities 2. My research focused on the population readiness and responsibilities during crisis and the means by which population is informed of a crisis. Questionnaire was distributed to the employees of local government offices of all five towns, and also to a random sample of citizen in two out of the five towns. I collected 132 questionnaires. My dissertation includes 8 tables and 2 graphs prepared based on the gathered data. Conclusion: Local governments and their employees dedicate significant amount of time and attention to crisis management. They follow the norms and regulations. Existing differences may be discussed and in the future it could facilitate integration of the system and improve the cooperation. Population is well informed of basic safety-principles.

The equipment and documents of the rescue team in a municipality with a larger field if its activities

This work is deating with relevant questions about crisis centre equipment with both documentation and material. The greatest break point of this topic was the year of 2003, when district authorities were abolished and new municipalities responsible for crisis business came to existence. These municipalities organize crisis headquarters for the solution of emergency situations. These crisis centres must be equiped with materials and documentations properly. Nowadays in South Bohemia these crisis centres are well equiped, which was found aut by the research in South Bohemia Region. The documentations both essential and instructive are very well elaborated and there are not any missing materials. As for the missing equipment in smaller municipalities a Fire Brigade provides the material.

The activity of crisis management bodies in Týn nad Vltavou at the preparation and realization of the evacuation of Týn nad Vltavou inhabitants due to the radiation accident {--} MU 3 at the Nuclear Power Station Temelín

In the introduction part I described the characteristics of Týn nad Vltavou and its main threat for the inhabitants, which is the Nuclear Power Station Temelín (NPS Temelín) situated nearby. In the next part I described the integrated rescue system, its units, position and tasks, further the main bodies of crisis management with the emphasis on the crisis management bodies in Týn nad Vltavou and the crisis planning. In detail there is the description of Security Council and above all Crisis Staff activities at the preparation and solution of crisis situation. Further the thesis deals with the accident preparedness, categorisation of workplaces, where radiation activities are carried out, and also special radiation events, their division and measures which are taken at their announcement. This part is followed by the explanation with the description of inner and outer emergency plan of NPS Temelín. I also mention protection measures which are taken in connection with the radiation accident at NPS Temelín. The part also contains their division, description and the way of implementation. Evacuation of inhabitants, the way of its realization, activities and tasks of crisis management bodies are described in detail. The objective of the thesis was to analyse the tasks and to check up the present readiness of crisis management bodies in Týn nad Vltavou at the preparation and realization of evacuation due to the radiation accident in NPS Temelín. Through the medium of sociological research among the inhabitants of Týn nad Vltavou, which was carried out by the form of inquiry sheet, the knowledge of inhabitants on the problems of evacuation at radiation accident in NPS Temelín was proved. The results gained by the research are the part of the thesis and are shown in graphics.

Road transport of dangerous substances represents a risk of emergency situations in which the transported substances can get out of control. The transport of dangerous chemicals has always been actual problem. It has been regulated by international directives, which determine the rules for handling of dangerous chemicals. Emergency situations related to a cleanup of dangerous chemical spill require an action of the Integrated Emergency System. This joint action is regulated by legislation and special regulations. This thesis is aimed to the legislation concerning the transport of chemical substances. It provides information on the vehicle designation used for transport of dangerous chemicals, and the identification and features of these compounds. The thesis also characterizes current situation in the district of the town Třeboň. It also describes the Integrated Emergency System, its structure and activities in case of emergency event caused by dangerous chemicals. As an example, the thesis explains procedures for individual bodies of the Integrated Emergency System during the joint action after an accident of the vehicle transporting hydrofluoric acid.
