Assessment of Economic Activities Development of the Czech Republic's Regions on the Example of a chosen Region

This bachelor thesis deals with evaluation of economy progress of two selected regions in the Czech Republic. I consider on Jihočeský region and Prague region, which are different from each other. In the first part I will make position of regions concrete within the public administration, their province and authorities of the region. I will mention the legislation, which is linked with economy of Czech regions and position of the capital city Prague and characterize the budget and extrabudgetary funds, revenues, expenditures and assets of the region. In the second part I will address a specific approved budgets for the year 2011 in two selected regions and their budgetary projections. Finally I will analyze the progress of revenues and expenditures for the two regions from 2007 to 2011 and mention their structure. The aim of this thesis is to determine what is the structure of the regions revenues and expenditures and which conditions the region has to fulfill its activities.

The analysis of financial development of the region Vysočina from 2001 to 2007

Theoretical part of this diploma thesis is devoted to the reform of public administration, to region as an autonomous unit, its competences, authorities but also to the process of ekonomy and the universal analysis of regional revenues and expenditures. I deal with the region Vysočina in the practical part, I define revenues and expenditures in particular years and then I practise their comparison and analysis, where I try tu find out what impact the changes in budgetary allocation of taxes had got on the whole devolopment of revenues in the region Vysočina. The final part of thesis focuses on results of financial management in period 2001 -- 2007 a I try to outline the future prediction of development of the financial management in the region Vysočina.

Analýza veřejných příjmů a veřejných výdajů na úrovni kraje

Práce stručně pojednává o vývoji veřejné správy v České republice, jsou zde nastíněny důvody a průběh reformy veřejné správy a v této souvislosti pojednává i o vzniku krajů. Po prezentování základních demograficko-ekonomických statistik se dále zabývá hospodařením krajů, zejména v letech 1999-2004. Důraz je kladen na čerpaní dotací v uvedeném období co do jejich výše a formy, t.j. dotace investiční, neinvestiční, návratné, nenávratné, členění v rozpočtové skladbě podle druhového i odpovědnostního hlediska s cílem pousouzení jejich využití v uvedeném období, stranou nezůstává ani nárok krajů na daňové příjmy. Při zkoumání výše uvedeného docházím k závěru, že vinou účelovosti naprosté většiny dotací nemají kraje dostatek prostoru pro formování vlastních výdajových politik a je třeba zvýšit váhu příjmů daňových.
