It launched a new era of terrorism at the same time. In this era government and international organizations have to count all the variants of unconventional combat. Security measures was change throughout the world and states headed by the U.S. hegemon accept the struggle against terrorism as a priority. Key words: Terrorism, politics, fear, safety, implement
