Rating the efficiency of planning the evacuation measures in the emergency plan of South Region

The goal of this thesis is to evaluate the effectiveness of planned evacuation measures in the Emergency Plan of the South Bohemian Region and propose potential recommendations to increase their effectiveness. For the purposes of fulfilling the specified target, a research question was formulated: What is the current status of the planned measures within the Evacuation Plan as an integral part of the Emergency Plan for the South Bohemian Region? The work is divided into two parts, theoretical and practical. The theoretical section is written based on the research of laws, primarily regarding Act no. 239/2000 Coll. on the integrated rescue system and on the Ministry of Interior Decree no. 380/2002 Coll. on preparation and implementation of the tasks for protection of the population. Other sources were technical literature and Internet resources dealing with the issue of evacuation. In the first chapter, the term of evacuation is defined, and also population groups for which the evacuation is preferably planned. The next chapter deals with the division of evacuation from different viewpoints: the extent of the measures, the selection of persons, the duration, and methods of implementation). Furthermore, the security of evacuation (law and order, transport, medical, security of accommodation, catering and distribution of supplies, and media security), and the authorities responsible for ensuring evacuation and its overall progress are dealt with. The last chapter deals with evacuation planning. It includes subsections that make up a comprehensive overview of the different types of evacuation plans. The second section deals with the author´s own research. The methodology of the research has been described, in which individual processes and activities were set to obtain the necessary information. The first part of the research consists of comparing the South Bohemian Region Emergency Plan with the Ministry of Interior Decree no. 328/2001 Coll. and of some details of integrated rescue system security, while the greatest emphasis is placed on Annex no. 1 of this decree, where the system of handling the emergency plan of the region is set. Further, the effectiveness of the planned evacuation measures have been analysed through the review of an evacuation plan, as part of plans of specific activities of the South Bohemian Emergency Plan. To assess the effectiveness, two criteria were chosen: security of evacuation and evacuation planning for selected population groups. The selected criteria for assessment are reported in figure 1. The first criterion focuses on the analysis of the assessment of individual areas of evacuation security within the definitiv of the Ministry of Interior Decree no. 380/2002 Coll. on preparation and execution of tasks of population protection (order security, traffic, medical, emergency survival and media). Individual chapters include a description of the current state of the issue, partial conclusion and suggestions for improving security weaknesses. The second criterion consists of the assessment of the planned measures for selected groups of the population for whom priority evacuation is planned preferentially (children under 15, persons in social institutions and patients in health-care facilities). For assessment of the effectiveness of individual criteria, results based on Security Research VG 20132015122 "Protection of inhabitants depending on the differentiation of the population" were significant. Some conclusions were supported precisely by the results of the research mentioned above. The aim of the thesis is to evaluate the effectiveness of planned evacuation measures in the Emergency Plan of the South Bohemian Region and propose potential recommendations to increase their effectiveness. The weaknesses are reported in Table 1. The proposed measures are reported in Table 2.
