Knowledge of Procedures in Extraordinary Circumstances among the Members of Primary Units of Integrated Rescue System in the Moravian-Silesian Region

The diploma thesis deals with knowledge of procedures in extraordinary circumstances among the members of primary units of the Integrated Rescue System in the Moravian - Silesian region. It is specifically focused on knowledge of procedures to be done when finding an unknown object with a suspicion of a presence of biological agens, toxins and so-called dirty bomb. To find out answers and results I chose the method of quantitative research I asked for completing questionnaires. I prepared questions using a special catalog of characteristic activities and I handed the questionnaires over to respondents who work as members of the primary units of the Integrated Rescue System. I used Microsoft Excel to process the acquired data and expressed the results as a percentage success rate of the respondents. Using the "2" statistical method, I investigated if there is a link between a level of knowledge and particular units. I also compared percentage success rate of chosen questions of my respondents with Mgr.Kotyza's respondents. The respondents´ knowledge level reached 27 %. The hypothesis # 1 was accepted: " As to biological agens, so-called dirty bomb and toxins, the knowledge of the members of primary units of the Integrated Rescue System does not reach 80 % of correct answers". The hypothesis # 2: "As to biological agens, so called dirty bomb and toxins, the knowledge of the members of primary units of the Integrated Rescue System does not depend on a type of a particular unit" was rejected based on statistical data when found out that there was a link between specific knowledge and a type of particular units in 71 percent of cases. Comparing Mgr.Kotyza's results, the respondents from the South Bohemia achieved better results than in the Moravian Silesian region. I suppose that the low knowledge level was caused by a lack of training in this field and few opportunities where members can get acquainted with such matters like the biological agens, toxins and so-called dirty bomb.

Biohazard and readiness of rescue teams The thesis deals with biohazard and with the readiness of rescue forces. This issue has been discussed little even though some groups more and more draw the attention to imminent danger and panic connected with it, mainly due to terrorism. Another part deals with making alert, provision of medical care at the side of the incident and subsequent triage with the specimen of a registration card that facilitates orientation of the patient?s condition. There are also discussed tasks and activities of basic forces of the Integrated Rescue System (IRS), where there must be print action analysis of an object found with a suspicion of the presence of B-agens. Activities of the NBC (nuclear, biological, chemical) teams are mentioned here only marginally. These teams are involved in dealing with contamination and focused on further actions. The next chapter deals with various types of protective instruments that are able to protect us against B-agens. Further on, mechanisms and methods of decontamination are described together with other measures against spread of contamination. Another part of the thesis deals with biological weapons or B-agens that cause various diseases and illnesses. They are divided according to categories and pathogens. These infectious diseases are here described according to their severity. The objective of this work was to describe the most significant combat biological agens that could be abused by terrorist organizations and the procedures of the IRS forces in joint actions. By means of hypotheses I tried to find out whether the basic forces of the IRS have sufficient information and material security. I compiled a questionnaire with 21 questions, where there was always only one right answer to each question. I handed out the questionnaires at ambulance stations, fire rescue brigade stations and Police of the Czech Republic stations in South Bohemian Region.
Parts of joint rescue system at intervention on the emergency incident with occurence of biological agens

Abstract I have chosen the topic of my bachelor thesis about parts of joint rescue system at intervention on an emergency incident with occurence of biological agens because terorism has become an essential phenomenon of today. It has an international character and occurs practically everywhere. The forms and methods of terorism are kept changing and nobody is protected against it suficciently. It usually brings huge human and material loss and fight against terorism is very difficult. Unfortunately, there also exist countries with govermentś encouragement of terorism. Biological terorism uses as an instrument of violence biological agens. While terorist using of B-agens we can consider the direct use of toxic chemicals or the attack on a facility where these chemicals are stored or produced. We can consider many ways of application while specific using of toxic chemicals which are described in my bachelor thesis. I ´ve also aimed at problems of B-agens. The aim of my thesis is activity of JRS as a whole in case of emergency with occurence of the above mentioned B-agens. I tried to find out not only the technical readiness but also the professional one of the single parts of JRS. I also aimed at legislation for activity of JRS in case of emergency. In my opinion, the parts of JRS are up to the professional level in the Czech Republic. Especially fire brigade has available professional trained stuff for the branch of B-agens and there are detailed elaborated processes of the single parts of JRS in case of emergency. Material utilities of the fire brigade in case of emergency with occurence of B-agens are on the professional level too. The Rescue Medical Service has also available very good trained stuff, so called BIOHAZARD teams today. The Ministery of Health organizes special trainings of BIOHAZARD teams with participation of foreign B-agens specialists. My theses deals with activity of single parts of JRS in case of emergency with occurence of B-agens.
The activity of joint rescue service of South Bohemia region during solving potential emergency event developed as a consequence of the suspicion of occurrence of "high dangerous contagion" of passenger of air move in conditions of South Bohemia Airport České Budějovice, a.s.

This thesis was prepared as a set of current knowledge and solution of the issues of biological safety in relation to occurrence of dangerous biological agents mainly in individuals. The possibility of occurrence of ``highly dangerous infection{\crqq} disease is real in the CR and the health care system together with the integrated emergency system services have to be prepared, actually at the moment when a suspicion of its occurrence is pronounced by a competent person. The questions processed here relate to an assessment of the level of cooperation between the integrated emergency system services and further involved entities of South Bohemian region on dealing with this type of emergency situation that might occur in an air transport passenger. The thesis also deals with the issue of current provision of protective means needed for biological protection of the intervening services staff. Topicality of this issue in South Bohemian Region is among others given by the reconstruction of the South Bohemian Airport in České Budějovice, which is being prepared for international operation. And the development of travelling of people who use air transport to distant and exotic parts of the world where they might get infected and return back to the CR still in the incubation period using the quick air transport, is one of the reasons why this danger must not be underestimated. Personal interviews with representatives of the integrated emergency system services of the South Bohemia Region and related literary and information sources were used for obtaining data and information for the thesis. A tabling method was also used for organization of the data and the data were consequently subject to systemic and causal analysis. An outline of specific protective means available to the individual entities was formed within the analysis of current protective means specified for biological protection of intervening staff, and the outline was assessed in line with applicable European standards. Thanks to efficient cooperation between the integrated emergency system services and the involved entities and thanks to performed exercises readiness for dealing with situations that might occur in consequence of suspicion of dangerous infection occurrence is very good in the South Bohemia Region. The system of solving such situations as well as availability of protective means is at a good level in the South Bohemia Region, however some disproportions were found and the thesis provides proposals for possible measures of solving them.
