Development of the selected municipality and its perspectives

The topic of the bachelor's thesis is "Development of the selected municipality and its perspectives". The bachelor's thesis deals with the issue of the development of a rural village and its goal is to evaluate the possibilities of future development of the village of Žichovice, district Klatovy. This work examines the area of municipalities and strategic planning in public administration. In the first part, the general characteristics of municipalities inclu-ding a description of the population, types of municipalities, their bodies and powers are analyzed. It also deals with cooperation between municipalities and their strategic planning. In the next part, strategic planning and its relationship to the development of the municipality are discussed, identifying the actors of the develo-pment of the municipality who participate in this process. The last topic discussed in the theoretical part is municipal financing, property, budget and subsidies. In the practical part, the satisfaction of citizens with living conditions and the evaluation of important aspects of the municipality is ascertained through a questionnaire survey and data analysis. At the same time, key factors affecting the environment in the village are identified, such as proximity to nature, peaceful life and transport accessibility. In the last part, recommendations are proposed for the further development of the village with regard to the identified needs and challenges.
Actors of primary care in Slovakia

The thesis is mainly devoted to primary care in Slovakia. Through the analysis of semi- structured interviews with important actors of health policy, but also ordinary doctors, analyzes the attitudes of these actors, identifies the patterns that emerged from their statements, subjects them to mutual confrontation, finds agreements and alliances, and draws conclusions. The thesis is working with advocacy coalition framework and is using stakeholder analysis.
Legislative Process in the European Union: European Citizens' Initiative

This thesis is embedded in the theoretical approach of multilevel governance and presumption of the rational behaviour of actors. Using the method of process tracing it aims to uncover the legislative process in the European Union. It is a single case study and as a case was chosen the negotiation of the regulation of the citizens' initiative. Various actors were involved in the negotiations, this thesis focuses on the main one - European Commission, European Parliament, the Council, interest organisations and national parliaments. The thesis presumed, that all actors will try to push through their interests based on their rational choice. This presumption was verified, although the success rate of the players varied a lot. As the most successful should be considered the European Parliament, who defended the interests of the individuals and the Council, which apparently represented the interests of the governments of the member states (especially in the issues of lowering the bureaucratic burden). The interest organisations showed their positions clearly, however the Commission did not take their positions much into account while preparing the draft regulation. Religion in the United Nations Security Council

This thesis deals with the occurrence of terms with religious significance in the meeting records of the United Nations Security Council. Religion manifests itself in the private and public spheres, in which it also intervenes in political and international affairs. As it is also present in various forms in the United Nations, the thesis aims to find out whether religion is also manifest in the Security Council and, if so, in what forms and contexts. It also tries to find an answer to the question if there was a temporary increase in the number of mentions of religion after 2001. In addition to the literature, the thesis is based on the analysis of Security Council meetings, that took place in the period 1996- 2006. A dataset was created consisting of ¼ of the meetings for the given period, which means 550 records out of a total of 1 998. Through the analysis of these documents, the thesis focuses not only on the number of religious expressions and their form, but also on the possible causes that may affect their presence. Primarily, it is the thematic focus of the UNSC meeting, which is treated as the main factor in the occurrence of references to religion. Self-awareness and its Development through Public Policy as a Factor in Choice of Upper Secondary School Programme

In recent years, the topic of people's employability on the labour market has become increasingly important in the context of its dynamic transformation due to globalisation and technological progress. The way to prepare young people in education and the adult population for these changes is the subject of career guidance worldwide. Surprisingly, this topic is currently not very resonating among the actors in the Czech Republic and is not considered as a priority of educational policy, even though it is a major focus of European educational strategies. The objective of this dissertation is to gain insight into the beliefs held by the actors in the Czech educational system regarding the topics addressed by career guidance. The dissertation uses data from the 2019 Delphi survey among the actors in education and applies a phenomenographic approach for its secondary analysis. Based on The Advocacy Coalition Framework, this thesis also aims to discover if it is possible to identify certain opinion groups among these actors. The result of this research offers a map of actors' perceptions on this issue. The Problem of Child Mental Health Services Inaccessibility in the Czech Republic

This diploma thesis deals with the issue of inaccessibility of child mental health services in the Czech Republic. Despite the growth of public interest in child mental health the child mental health services face significant structural problems, such as a lack of medical staff, low quality and inaccessibility. On top of that, these problems are getting constantly worse and potentially endanger the entire system of child mental health services with immense negative impact on society. Despite these trends, there is no coherent and systematic policy precisely dealing with the problems in child mental health care in the Czech Republic. The aim of the thesis is to describe particular problems of child mental health services in depth and then explain what caused fact the agenda has not been set yet. Kingdon's Multiple Streams Framework (MSF), together with the concept of public policy actors were applied. The Civil Service Act: Monitoring the Process of Making of the Act No. 234/2014 Coll., of the Civil Service

I devote major attention to the Act no. 234/2014 Coll., of the Civil Service, which was accepted despite the veto of the President on 1st October 2014. I briefly characterize the law and in the practical part I analyze and interpret the process of making of this law through a theoretical concept "Multiple Streams Approach". Within the theory I focus on the context of agenda setting to the issue and simultaneously I take into account the role of Policy Entrepreneurs in the legislative process of the Civil Service Act. After reading the reader will have an overview of the process of making the Civil Service Act. The reader will be also familiar with the shortcomings of this Act, for which it was criticized. The theoretical part is used for introducing to the issue. In the theoretical part I outline the historical development of the civil service in Czech Republic and I also briefly characterize the Civil Service Act. Subsequently the reader gets the knowledge about the content of "Multiple Streams Approach" in this part. The practical part of diploma work is enriched by attitudes and opinions of two political actors, who directly attended of discussing the law in Chamber of Deputies. It will be possible to compare the data received from expert survey with the results of the analysis process of making law.
State-administrated secondary schooling leaving examinations (Maturita): stated objectives from the actors perspective

The bachelor's thesis deals with the area of education policy as a subset of public policy. It focuses on the issues associated with the Czech secondary school graduation examination (maturitní zkouška), presenting especially the current thinking in the area of graduation examination from the viewpoint of education policy actors. This thesis utilises the Advocacy Coalition Framework approach to identify belief consensuses within the graduation examination discourse across a segment of selected expert participants. For this purpose, the Q-methodology is applied as it is fundamentally able to reveal consensuses and thus identify the relevant coalitions. The chapter containing the outputs of Q factor analysis constitutes a crucial part of the thesis, clearly revealing two independent schools of thought in this area. Exploratory interviews were conducted during field research and their outputs significantly contributed to the description of the established factors and advocacy coalitions.
Reflection of the Syrian Civil War in selected Czech Media

This thesis deals with the depiction of four important periods of the Syrian civil war in the selected Czech on-line media. Using the quantitative content analysis, it examines the news content in terms of topics and representation of conflict actors, as well as the representation of foreign media and news agencies a use of social networks. Goal of qualitative frame analysis is to examine coverage of the Syrian Arab Army siege of Zabadani and Madaya as well as the siege of Fuah and Kafraya by Syrian opposition forces. In addition to the frames used, the analysis found significant disparity in media coverage, despite a similar and interconnected fate of both besieged enclaves. Quantitative analysis revealed significant representation of western sources, predominance of the great power actors and rather negative image of the Syrian government as well as the Syrian opposition.
Political Discourse of Coalitions in the Social Housing Policy in the Czech Republic

This diploma thesis examine a social housing in the Czech Republic. This is very actual topic of nowadays. Until now, no legislative norm has been adopted to deal with the difficult housing distress of the population. While comparing with other European and non-European countries, Czech housing legislation is about to lose its breath. For example in terms of affordability of housing, quality of housing, housing security etc. The reason of this diploma thesis is to analyze the network connections between subsystem of social housing through public political theory Advocacy Coalition Framework The very first software tool in the Czech Republic which apply the theory in practise was tool called Discourse Network Analyzer. The core part of the research of the diploma thesis is therefore a discourse analysis, which focuses on examining the political beliefs of the subsystems and identifying the advocacy coalitions of the subsystem. Followed up with interpretations of the data obtained indicated political beliefs in historical, social and economic circumstances. The main findings of the diploma thesis include confirmation of three advocacy coalitions in the subsystem of social housing.
