Development and operation of terorist groups with regard to the situation after 2001

Terrorism is a very complex and ever developing phenomenon, which can be construed as systematic use of organised violence against uninvolved persons for the purpose of achieving political, criminal or other goals. The struggle against it is very complicated, but necessary. Currently, many people especially connect this term with the Islamic religion. Islamic radicals justify the performed terrorist attacks by an extreme perception of the holy book of Quran and proclaim themselves as holy fighters for freedom. However, recent years have shown that terrorism has spread throughout the world and now with the mass migration represents one of the largest threats for today's society. Terrorism develops as fast as our society and prides itself with the ever growing popularity with sponsors of various kinds with different interests, who with their considerable not only financial support allow the terrorist groups to commit more and more sophisticated and destructive attacks. From the perspective of the CR it can be said that our state can fortunately be considered relatively safe, unlike other member countries of the EU. However, it is necessary to take into account the participation of the CR in the international antiterrorist operations, which without question make the CR a potential target of a possible terrorist attack. However, the participation in these missions is necessary. The currently largest terrorist group Islamic State included the Czech Republic in its list of the "crusade coalition" at the end of 2015, where all enemies of this "pseudo-state". The theoretical part of the thesis on the topic of the Development and action of terrorist groups with regard to the situation after 2001 especially deals with the issues of Islamic terrorist groups. In the introduction of the thesis, the fundamental terms of the issues in question, such as terrorism, Islam, jihad, Islamism, Islamic fundamentalism. The second part of the theoretical part of the thesis deals with terrorist organisations. Due to the current safety situation, the main attention was attached to the development and activity of major terrorist groups, that is Hezbollah, Hamas, and of course Al-Qaeda and the Islamic State. These selected terrorist organisations are elucidated in the theses as much as possible, including their leaders. Subsequently, further selected terrorist organisations are linked to these terrorist groups, namely Al-Gama'a al-Islamiyya, Palestine Islamic Jihad, and Taliban. In the initial chapter of the research part of the thesis, a research question is stated, which has been determined as follows: "What is the threat of a terrorist attack in the territory of the Czech Republic?", which directly follows the goal of the thesis, which was stipulated as: "Assessment of the threat of a terrorist attack in the territory of the Czech Republic depending on the development of the terrorist groups." Furthermore, the research methodology is stated. In the following chapter of the research part with the title "Results", the reader first familiarises himself with the largest terrorist attacks so far, which have taken place in the USA, on 11 September 2001 and were a turning point in the history of terrorism. The last pages of this part of the thesis contemplate the attacks of Islamic radicals and the situation in the West after 11 September 2001. The middle part of this chapter familiarises the reader with the threats of terrorism for the CR with an accent on Islamic terrorism. Attention is also paid to the Muslim community living in the CR and EU as a potential risk factor of a possible attack. The last part of this chapter of the thesis states semi-structured interviews, which were conducted with leading experts in the issues of terrorism. In the final chapter with the title "Discussion", an analysis of the examined areas is performed. In the conclusion of the thesis, the research question and the thesis objective are answered.
Possible Misuse of Hazardous Chemical Industrial Toxic Substances

Bachelor thesis, „Possible misuse of hazardous chemical industrial toxic substances“, deals in the first part with legislation, which dictates conditions for handling with hazardous toxic substances. In the next part work covers with terrorism and chemical substances abusement in context with terrorism. Security of selected buildings and transport is also solved. The main aim of this work is to make a list of hazardous toxic industrial chemicals which are made in the industry of Czech republic and therefore can be abused easily. At the end of the work is the set of effective limitation of the potential abuse of dangerous toxic industrial substances provided and the guide how to behave in case of terrostist attack in the subway is designed.

Theme of my bachelor´s thesis is protection of citizens against terrorism. I drew from domestic and foreign literary sources over the past ten years. In my bachelor´s thesis I deal with history protection of citizens against terrorism and I write about legislative, which limits terrorism The other parts are about conception of protection of citizens, protection of citizens against terrorism and I write about joint rescue service, which is implement of protection of citizens. In the end And in the end I got in some scenarios of terrorist attack I worked my own project of pocket manual in practise part. Its name is Protection citizens against terrorism.

Theme of my bachelor´s thesis is threats of current terrorism. I drew from domestic and foreign literary sources over the past ten years. My thesis is about basic information about terrorism. history of terrorism and I deal with forms of terrorism. It is classic terrorism and terrorism in present period, it means biological, chemical, nuclear and radiological terrorism. I didn`t forget write about the other threats in terrorism. Urgently, I think, is write about legislative, which limits terrorism. And in the end I got in some case studies. I worked my own project of pocket manual in practise part. Its name is Information for people about terrorism.
Securitization of the threat of civil aviation abuse

International security became highly discussed subject in the early stage of globalization. It has stayed a current issue ever since. With about 2.5 billion people per year choosing air traffic, the security in aviation has become equally discussed. The aim of this paper is to examine the securitization process, its objects and the way of institutionalization presented by security regulations that came after London Heathrow events, where we saw, what kind of threat could civil aviation represent. Firstly, the Copenhagen school's theoretical concept of securitization is being defined, than it will be used as a framework for the UK bomb plot of 2006.

The level of readiness of police branches (especially police negotiators) for the threat of terrorist attack on the airport in Planá nearby České Budějovice. This thesis is focused on the preparedness of the security forces, especially police negotiators for the possible threat of terrorist attack on the newly constructed international airport in Planá nearby České Budějovice. There are defined the basic concepts and features regarding the terrorism, security forces and crisis negotiations. The goal of my thesis is to find out the level of preparedness of security forces for a possible terrorist attack on the airport in Planá nearby České Budějovice. A part of my work are interviews with twenty policemen, members of the special police team-emergency squad of the Regional Police Directorate of the South-Bohemian Region, six of which are members of the crisis negotiation team.
The units integrated rescue system activity during suspected a possible terrorist attack using biological arms and toxins

The possible use of biological weapons has become a reality. In the face of the character and the organizational transformation of the phenomenon of terrorism and the incidents related to terrorist attacks today, the interest of specialists, politicians, general public and of course also mass media in the threat of bioterrorism and the posibility of misuse of mass destruction weapons is getting stronger. A biological attack means an intentional use of vital microorganisms or their toxic products to cause a disease and death in people, animals and plants. This is a very broad issue, that is why this work is focused especially on a short summary of main aspects of the problem, with emphasis on readiness of the integrated rescue system for extraordinary incident, eventually on a crisis situation, that could come as a consequence of the use of biological weapons. The methods of a biological attack and its main characteristics. The general public must be better informed about the possibilities of ultraterrorist attacks and must be prepared for the possible reaction in case of these attacks. Growing awareness would probably significantly contribute to the elimination of losses in the case of use of these biological weapons by terrorists. It is necessary to focus on the citizens´ preparation regarding existing threats of terrorist attacks, inform them how to identify symptoms of attacks with weapons of mass destruction and how to adequately protect ourselves against them. A rank of proceedings exists for the protection of citizens, such as sufficient amount of protective masks, means for decontamination, a complete programme for mass vaccination, a broader and deeper planning of processes for extraordinary situations, as well as information about emmergency escape shelters etc..
The dirty bomb and the emergency after its usage against civilian population

My thesis deals with the issue of crisis management with focus on a terrorist attack using a dirty bomb. The objective of the thesis is to explain the term {\clqq}dirty bomb``, to assess possible health and life threatening consequences of such an attack and possible economic impacts on society. I also examined the preparedness of the crisis management in the Czech Republic if there is such an attack. A theoretical simulation of a dirty bomb explosion with subsequent analysis of its effects was carried out. It was performed after a thorough research of legal rules refering to crisis management, the Integrated Rescue System (IRS) activities in an emergency incident, studies of IAEA (International Atomic Energy Agency) and bulletins treating the issue of a terrorist attack using radioactive substances. In the thesis the current types of actions of the IRS as a response to a confirmed usage of a radiological weapon are analysed. I also draw attention to some components of the IRS which may prove to be weak links of the chain if there is a real intervention of the IRS. One of the main questions analyzed in this thesis was preparedness of the Police of the Czech Republic to deal effectively with emergencies such as terrorist attack using a dirty bomb. I put forward my point of view as the author of this thesis and a policeman as well. I consider the issue of preparedness of the Police of the Czech Republic for emergencies such as terrorist attack using a dirty bomb to be vital.
Biological Weapons and Readiness of Integrated Rescue System for Biological Attack

As the topic for my Bachelor Thesis I have chosen the Biological Weapons and Readiness of Integrated Rescue System for Biological Attack. The bioterrorism has recently become one of the most critical worldwide problems. The terrorist organizations that would misuse the biological weapons as a tool of pressure and blackmail to enforce their own interests would choose mainly civilian population as the target of their attack. The Integrated Rescue System plays an important role in protecting the population against this threat. The purpose of this Thesis is to point out the issue of biological weapons, to outline possibilities of production of these hazardous materials, to inform about how these biological means can be spread among the population and mainly to draw attention to the most significant representatives of the biological weapons. I will also describe the Integrated Rescue System and its individual components taking part in solving extraordinary situations incorporating occurrence of B-agens. In order to ensure readiness of the basic components of the Integrated Rescue System for biological terrorism, there has been a questionnaire compiled and handed over to the respective members of the Fire Brigade, Police of the Czech Republic and medical emergency services to fill it in. The Thesis is verifying the hypothesis whether the Integrated Rescue System components are sufficiently ready for a biological attack. Based on confrontation of the information obtained from literature, legislation, electronic sources and outcome of the questionnaire survey, there was an answer to the defined hypothesis formulated in the conclusion, stating that the Integrated Rescue System components are not currently prepared sufficiently for a biological attack.
Radiologic weapons and the possibilities their misuse in terorist attack in České Budějovice

This Work deals with the Czech Republic rescue system. It discribes the Integrated Rescue System of the Czech Republic, its components and its practicible proceeding in the place of the emergency event. In this Work there are summarized and described the practicible proceeding of the Integrated Rescue System during the concrete emergency event, the terrorist attack by using the radiological weapon. Next the Work deals with the possibilities of completion this sort of the terrorist attack in the advanced states , in the Czech Republic, next the possibilities of using the radioactive material to construct the radiological weapon and succesive using of this weapon by the terrorist section in the urban surroundings. This Work also compares the rescue systems of the advanced states with the systems of the Czech Republic and the protection and the defence of these states against the possible terrorist attack. The Work describes the protection and the defence of the chosen states and the integration of their rescue forces into the proceeding during the accured emergency or other events. Next the work compares these states` protective means equipment intended for civilian population and if the sufficiency of this equipment is available. The aim of this Work is , based on these findings, to prove the fact that the Czech Republic rescue system is comparable with the systems of the advanced states and that this system is able to manage the protection of its population in the professional way.
