Cooperation of Regional Veterinary Authority and Integrated Rescue System about the resolution of an extraordinary incident related with the distirbution of highly pathogenic influenza in poultry breeding.

The thesis deals with a detailed analysis of the job responsibilities of the Regional Veterinary Administration and the Integrated Rescue System in solving an extraordinary incident in relation to the certificate of a highly pathogenic influenza in the poultry-raising. In topics, the thesis is divided into three basic segments, which may mutually overlap. The first segment deals with the dangerous contagion by influenza of the poultry, the associated risk and prevention. The next segment deals with the distribution of competencies of the individual units involved or acting during this extraordinary event. The third segment unifies the procedure of units of the Integrated Rescue System and other involved bodies based on emergency plans and manuals. Such compiled information and data then serves for the analysis of the whole system, which is established to solve an extraordinary event of occurrence of the hazardous infection. To conduct an analysis successfully a model example of intervention into the occurrence of the avian influenza in the poultry raising. Subsequently, the thesis evaluates the cooperation of the Regional Veterinary Administration and the Integrated Rescue System and deals with the risk factors of this cooperation including the risk factors when using the Integrated Rescue System as a whole. It presumes that the summarized facts and conclusions of this thesis will be utilized to eliminate the risk factors upon the intervention of the Integrated Rescue System units upon the occurrence of the avian influenza in the poultry raising. The bachelor´s degree type of study does not include this subject on a more extensive and more professional level. For this reason, the thesis is conceived based on a principle of collection of facts and information from the individual units of IRS and their successive classification. This makes the thesis more understandable and easier to follow in the issue it deals with.
