The Reactional Capability's Ensuring of the Fire Brigade of the South Bohemian Region's Operational and Information Center during It's Endangering by Selected Types of Emergencies
DUBSKÁ, Šárka
This bachelor thesis is about situations of jeopardy of operational and information center of the Fire Brigade of the South Bohemia Region that can occur during the extraordinary events (incidents) such as floods and leak of dangerous gas. For better explanation there is small brief about characteristics of main type of dangerous gas and substance and characteristics of dispatching centre. Chosen problem is solid by the research about ability to maintain readiness of the operational and information center of the Fire Brigade of the South Bohemian Region. Two main hypotheses were verified by the research. The first hypothesis was disproven and the second was proven correct. H1: Altitude and location in the building is important in case of protection of the operational and information centre of the Fire Brigade of the South Bohemia Region. H2: Air condition with carbon filters is sufficient in the case of leak of dangerous substances. Verification of hypothesis made its part in fulfilling of goals in this thesis. The goal was to propose options for ability to maintain readiness of the operational and information center of the Fire-Brigade of the South Bohemia Region. The conclusion of the research that has been made is simple - the best way is to form a backup workplace - proper equipped. The benefit for theory is that some examples of extraordinary events - incidents - were explored and described. The functioning of the dispatching centre during those theoretical events was Explorer and described too. The benefit for practice could be found in propositions for securing of dispatching centre from the threat of poisonous gas leak and from flooding. The research that was made could be starting point that can trigger next research about other threats that can occur and jeopardize the dispatching centre workplace.

The teoretical part continues with describtion of points of interest used in emergency call system of the emergency number 112 and 150, and is ended by emergency call issues. There is described how to communicate from dispatcher´s or celer point of view, which complications can set in or which rules should be observed. The aim of practical part of thesis was to answer formulated research question no. 1 "How are Budweis inhabitants informed about point sof interest?" and no. 2 "How are Budweis inhabitants informed about rules of communication during emergency call?". There were formulated hypothesis: Hypotesis no. 1: "Does knowledge of Budweis inhabitants of point of interest reach 80 %?", hypothesis no. 2: "Does knowledge of Budweis inhabitants of point of interest depend on gender?", hypothesis no. 3: "Does knowledge of Budweis inhabitants of point of interest depend on age?", hypothesis no. 4: "Does knowledge of Budweis inhabitants of point of interest depend on education?", hypothesis no. 5: "Does knowledge of Budweis inhabitants of point of interest depend on activity in driving motor vehicle?", hypothesis no. 6: "Does knowledge of Budweis inhabitants of rules of communication during emergency call reach 80 %?", hypothesis no. 7: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on gender?", hypothesis no. 8: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on age?", hypothesis no. 9: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on education?" and hypothesis no. 10: "Does knowledge of Budweis inhabitants of rules of communication during emergency call depend on activity in driving motor vehicle?", There was used survey, for answering researched questions and hypothesis, among Budweis inhabitants. The survey contained 4 parts. The first part contained 5 questions, which characterized respondents. Second part, called "PART A general questions about communication with operativ and informational centre", contained 6 questions and was used for unify the problem. The last part, made of two, called "PART B knowledge of point sof interest", contained 10 questions, and "PART C knowledge of rules of communication during emergency call", contained 8 questions, were the more important for the survey and were used for assessed results of the survey. The survey was carried out in elctronic form of questionnair in February and March in 2018 among Budweis inhabitants. The questionnaire was opened by 1881 respondents, but finnished and sent was only by 372 respondent. For the research was used 307 questionnairs. All the results were evaluated in software program Microsoft Excel. For improving results, was used statistical method 2 - test of good conformity. The results show that the knowledge of points of interest is insufficient, the limit of 80 % was not exceeded. But the results show that the knowledge of ruled of emergency call communication is sufficient, the limit of 80 % was exceeded. The whole survey did not prove dependence on gender, age, education or activity in driving motor vehicle. The results of bachelor thesis will be used for instruction of dispetchers of emergency number 112 and 150.

Means of communication between the place of the intervention of the integrated rescue system and operation and information center of the integrated rescue system.
TYEMNYÁKOVÁ, Lucie
The basic pillar of the mediator between the people in need and the IRS are operational centres of basic IRS bodies. These centres not only receive emergency calls but also activate and control the IRS components in rescue and relief work. This bachelor thesis is about securing the communication between the point of intervention of the IRS and the operating and information centre of the IRS. In the introduction to the theoretical part, there is a brief description of the integrated rescue system and its basic legislation. There are also presented operational and information centres IRS, including their duties and characterization telephone PSAP 112. Another chapter deals with the connection between the OPIC IRS and the IRS on the ground. The last but not least chapter is devoted to radio stations, analog and digital radio network and a comparison among them. The last chapter briefly describes further means used for communication between the OPIC IRS and the IRS on the ground, and that is the mobile phone. The aim is to point out the ways of communication between the point of intervention of the IRS and the IRS OPIS regions and to propose any possible improvement. A method of controlled interview has been used to conduct the survey and to obtain information from the operational centers of FRB regions. The content of the questionnaire included questions focused on operational management in 2014 and questions aimed at obtaining information related to communications with the IRS on the ground. Graphs have been drawn up based on above mentioned questions. These questions needed to be evaluated also by the people involved in it, which is why the practical part has been complemented by short, structured interviews with members of IRS. There were six interviewees, two of whom are members of the Fire and Rescue Service CR, another two of the EMS and the last two of the P CR. The members of IRS from South Bohemia were chosen deliberately, the others on the recommendations of the squad leader at the fire station in Jindřichův Hradec. Based on information gathered from OPIC IRS was found that the most commonly used means of communication with the IRS on the ground are digital radios. The research also found out that there frequently occur a lot of faults. The biggest problem is noise and interference, which often leads to incomprehensibility. The survey also showed that OPIC IRS would appreciate a better overview of the exceptional event. Members of IRS agreed that the primary problem is the incorrect or incomplete transmission of information from OPIC IRS. Noise, interference and inconsistent information systems are another problem. Even though the communication between OPIC IRS and the IRS on the ground is better than it used to be, there are still shortcomings. OPIC IRS should put more emphasis on obtaining information from the notifier to make it more accurate. Based on the information, I have recommended introducing audio visual transmission from the place of the event. Audio visual transmission is beneficial for rapid assessment of the situation and has an irreplaceable role especially in retrograde analysis procedures. For this work was based research question: Is the method and content of communication between the place of the intervention of the IRS and OPIC IRS in accordance with the laws and internal regulations. In the present are the methods and content of communication between the place of the intervention of the IRS and OPIC IRS in accordance with the laws and internal regulations. I have also recommend creating the order of digital radio network PEGAS where the conditions for the use of the radio communication system Pegasus have been defined.
The Interoperability in the Integrated Rescue System.
LEBEDOVÁ, Klára
The main objective of this thesis titled The Interoperability in the Integrated Rescue System was to explain the concept of interoperability and to draw attention to its necessity in the environment of communication and interaction among the basic components of the Integrated Rescue System in their joint interventions. The research was conducted in two parts. The first part was devoted to the study of professional literature, in particular the legislation relating to the Integrated Rescue System and its individual components. In the second part, the knowledge obtained was tested in practice. The initial part of the thesis is devoted to explaining the various concepts of interoperability and the Integrated Rescue System. It lists the system components, their main tasks and the ways of securing the aspects of interoperability. Furthermore, the thesis is dedicated to the levels of intervention management, communication and coordination of the components at the level of operating centres and the cooperation of the components during non-intervention periods. The initial part is concluded with the information about the upcoming project of a unified information system of the Integrated Rescue System (the IS IRS Project), which should bring significant improvements and higher quality of the cooperation among the basic components not only when receiving emergency calls but also during joint interventions. The theoretical results were applied in the Central and South Bohemia Region. Comparisons were made between the individual components and their securing in these aspects of interoperability. These comparisons revealed different levels between the components in some areas. In spite of this, the results show that the interoperability in the Integrated Rescue System is secured; the Czech Republic has a relatively well-functioning system in terms of response to emergencies. However, due to an increase in the number of incidents that have threatened us in the past few years, whether they are natural disasters or various accidents, the Integrated Rescue System is an area that deserves considerable attention. The results of the thesis could be used to further improvements in the cooperation of the basic components.
Development of The operational and information centres of Fire Rescue department, including in South Regional within suggestion of the organizational and technological solutions.
NOVOTNÝ, Martin
The thesis deals with the issue of regional integration of operations and information centres as a part of the Czech Republic Fire and Rescue Service (FRS). The regional fire-fighting rescue teams approached this issue independently, case-by-case, for both technical and human resources needs. The thesis is divided into several parts describing the regional integration activity at operations and information centres within the Czech Republic Fire and Rescue Service. It describes the basis of the regional integration of operations and information centres, legal regulations related to the regional integration activity at operations and information centres and explains some options for the integration operations and information centres. The thesis aims to scrutinize developing a methodology which can assist FRS in the integration of the existing operation and information centres. Such methodology might also serve as a framework for the integration of the police operation centres or emergency services throughout the Czech Republic.

Cooperation of Integrated rescue system units in road traffic accidents of means of passenger transit
KROUPA, Martin
The diploma thesis deals with problems of collaboration of the Integrated Rescue System at coordination of its units intervention in larger traffic accidents, to be specific in coach traffic accidents with a bigger number of the injured and the dead. In the thesis two significant traffic accidents and cooperation training of the units of the Integrated Rescue System are compared at intervals of last five years. Following the analysis it is possible to monitor not only the increasing level of technical and material equipment of single units, but also the increasing level of coordination of their activities. The main aim of the thesis is evaluation of the current level of collaboration of the units of the Integrated Rescue System in a larger traffic accident, eventually a proposal of possible adjustment or modification of currently already used type activities of the units of the Integrated Rescue System.
