The Current State of Research in State and Higher Education System Relationship
Arora, Arsh ; Plaček, Michal (advisor) ; Vlk, Aleš (referee)
The purpose of the study is to fill the existing gap in the field of systemic higher education governance which is a lack of systematic and structured literature review of peer-reviewed articles. The objective is to analyze the relationship between the state and the higher education system. In other words, what are the different types of systemic governance models, and what are the instruments used by the government to control the higher education sector? The method of Systematic Literature Review is used to review over forty research articles on systemic higher education governance. PRISMA protocol was adopted to conduct a Systematic Literature Review. Findings show that higher education governance is moving towards marketization. However, the trend is neither universal nor straightforward. The role of the state in the higher education system is dominant and will remain so because even marketization in countries is steered tightly by the state. Second, no model of higher education governance is implemented in its entirety, resulting in hybrid models of higher education governance. Third, even though the state is steering higher education systems in the same direction, public policy instruments adopted by the government in different countries varies. Mergers the are most used policy instruments in...

Charles University, Faculty of Social Sciences, Institute of Sociological Studies. Department of Public and Social Policy. Supervisor Prof. PhDr. Martin Potůček, CSc., M.Sc. Abstract This dissertation project presents an analysis of the higher education system in Senegal. Indeed, the past three decades of higher education have been marked by a growing instability of the system manifested mainly in access and quality issues. Despite the different programs and policies elaborated and implemented, these problems only persist. As such, I attempt to answer the main questions: What are the most essential factors for the unsuccessful implementation of significant Higher Education policies in Senegal? In which ways could strategic governance be improved to remedy the current pitfalls of the system? By extension, I propose as a potential solution the rethinking of the governance approach to higher education by studying the barriers and opportunities of strategic governance in higher education in Senegal. This study is based on both qualitative and quantitative data analysis aiming to understand the considered problems through...

Vašková, Alexandra ; Veselý, Arnošt (advisor) ; Vlk, Aleš (referee)
Diploma thesis "Analyses of public higher education funding in Czech Republic- implementation of changes" deals with setting the rules and principles of higher education institutions funding in Czech Republic and analyzes the situation in funding after year 2006. The thesis outlines its view on the universities budget and its function by clarifying the function of public budgets and it clarifies the constitution of higher education as a mixed good with externalities. Funding of higher institutions is a tool in the hands of the state, which helps to influence the higher education politics. For better understanding the current situation, the thesis is using the description of evolution in higher education funding after year 1989. Another important aspect is the international context, therefore , the thesis peeks into the setting up the system of higher education funding in chosen states and implements detected knowledge into the wider context. Using case study research design the thesis makes clear the evolution in funding after year 2006 and formulates the implication for public policy.

The Issue of the Diversification of Tertiary Education
Koziolová, Jana ; Vlk, Aleš (advisor) ; Basl, Josef (referee)
The main aim of this thesis is to describe the issue of diversification of the Tertiary Education in the Czech Republic and to highlight the difference of the tertiary education of the Czech Republic and the tertiary education in developed countries. Therefore this thesis has sought to compare the system of tertiary education of the Czech Republic with the systems of tertiary education of developed European countries, those whose rates in the competitiveness report were very high, Denmark and the Netherlands. This work is based on the characteristics of systems of tertiary education of all three countries which were analysed to learn the extent to which the systems of their tertiary education are diversified. The goal of this thesis is to answer the main research question which is: To which extend is the diversification of tertiary education of the Czech Republic comparable with the diversification of the tertiary education of developed countries, those that rate in the competitiveness reports high. The results of the comparison of the case studies of the countries show that the system of the tertiary education of the Czech Republic is not sufficiently diversified, due to the lack of the professional study programs, which currently represent in the European Western countries an important sector of...
Collaboration of higher education institutions with business sector i the Czech Republic
Škopová, Denisa ; Vlk, Aleš (advisor) ; Veselý, Arnošt (referee)
The thesis deals with collaboration between higher education institutions and entrepreneurial sector. Based on the experience from abroad it analyses the situation in the Czech Republic. In the beginning, the collaboration is outlined by a short history, theoretical concepts and description of its main forms used in Western Europe. The theoretical part also deals with advantages, obstacles and risks of collaboration. Building on the theoretical part the two conducted analyses describe the situation in the Czech Republic. The first one, the analysis of collaboration, points out the fact that higher education institutions do not generate favourable environment to collaboration with businesses. In spite of it collaboration occurs quite often. Institutions are motivated by various advantages of which financial incentives are of the greatest importance. A majority of higher education institutions representatives surprisingly believe that the collaboration entails no risks and no setbacks. The analysis also denies two prejudices related to collaboration. Firstly, not only technical higher education institutions collaborate with businesses, and secondly, collaboration does not predominantly take place in an informal form. Nonetheless, the fact that collaboration is usually established by individual...
Duration of university studies in the Czech Republic and the effect of fees for excessive study duration
Fliegl, Tomáš ; Veselý, Arnošt (advisor) ; Vlk, Aleš (referee)
Topic of the thesis is the duration of studies at universities in the Czech Republic and the effect of fees for excessive study duration on the duration of studies. It focuses on undergraduate programs at public universities, for which the fees are applicable. Author exploits data from the national student register and data on the amount of fees from most Czech universities to build a regression model. Awareness of students on the fees policy was determined by questionnaire for participants of a widely used admission test (National Comparative Test Scio). It has been found, that at the average, 41% of students extended nominal length of study program before completing it, with highest share observed in humanities. About 10% of students extended the nominal length of study by more than one year. Fees apply to one-fifth of the students, half of them because their unsuccessful studies had been attributed to their actual length of study. The results show that time to degree is only insignificantly related to the potential amount of the fee; only in the case of students of one public university we have found mild relationship and CZK 1,000 fee increase should shorten time to degree by 6 days. Influence on the length of unsuccessful studies is more pronounced and represents 10 to 90 days per CZK 1,000. Low effect...
Role of Urbach Energy in Photovoltaics
Vlk, Aleš ; Abelová, Lucie ; Hájková, Zdeňka ; Remeš, Zdeněk ; Holovský, Jakub ; Ledinský, Martin
Organic-inorganic halide perovskites provide new opportunities for improvement of optoelectronic device performance, especially the efficiency of solar cells. To evaluate the quality of a new material many parameters has to be taken into account. Here, we discuss one of the often overlooked semiconductor’s parameters, Urbach energy, which is an easily accessible measure of material disorder. Moreover, we present its importance on the example of organic-inorganic halide perovskites.
