Methodology of making municipal by-laws

The thesis focuses on the issue of generally binding municipal decree formation. I reckon that they are very contributive. Municipality is not obligated to issue decree; the regulation of municipal activities through decrees depends only on its own consideration. However, it is very necessary to follow principles for generally binding decree (hereinafter GBD) formation set by law and Constitutional Court judicature in case GBD to be legitimate and to meet its purpose. The goal of this thesis is the creation of a meaningful manual for generally binding municipal decree formation, especially how to proceed with GBD formation, what issues can be modified by GBD, GBD functions, and things that should be avoided while forming and approving decree. GBD is a very important legal instrument for regulating municipal administrative matters, residents' conduct, possibly GBD could set the duties that influence the village activities. The thesis is divided into four parts. The first part deals with basic concepts of the thesis: administration, public administration, self-administration, regional self-administration, municipality and its authorities, the right to form acts in regional self-administration and its legal regulations. Kateřina Sedláčková Consultant: PharmDr. Petr Zimčík Ph.D. Title of Thesis: Synthesis of substituted quinoxaline-2,3-dicarbonitriles as precursors of potentially photodynamic compounds In my thesis, I dealt with synthesis of quinoxaline-2,3-dicarbonitrils as precursors for synthesis tetra(2,3-quinoxaline)porphyrazins. These porphyrazines are generally prepared by tetramerization of aromatic dicarbonitriles and show good photodynamic properties. My work was to investigate the most suitable procedures for the synthesis of 6,7-bis(tert-butylsulfanyl)-quinoxaline-2,3-dicarbonitril. In the first method of preparation, I intended to use the suitable reactivity of 5,6- dibromo-2H-benzimidazol-2-spirocyclohexane. It was prepared from 4,5- dibromophenylen-1,2-diamin by reaction with cyclohexanon following by oxidation by manganese dioxide. Unfortunately, the introduction of alkylsulfanyl group was shown to proceed by reaction mechanism than we supposed. These PS have advantageous photophysical properties and they have promising properties for future for preparation of PS with targeted distribution after connection to the appropriate carrier. My work was to investigate the most suitable procedures for the synthesis of target compounds. I prepared 4,5-bis(tert-butylsulfanyl)phthalonitrile from 2-methylpropane-2-thiol and 4,5-dichlorophthalonitril by nucleophilic substitution. I use this phthalonitril together with 2,3-dicyanoquinoxaline-6-carboxylic acid for synthesis of symmetrical and asymmetrical phthalocyanines. I prepared unsymmetrical zinc phthalocyanine containing one carboxy group. I tried the method of cyclization with zinc acetate in quinoline, but the reaction proved to be ineffective. Therefore, I have gone into the synthesis of phthalocyanine over its magnesium analogue. Úkolem projektu je provést analýzu starých a nových zátěží v oblasti nakládání s odpady a na základě této analýzy navrhnout standardní postupy (metodiky), které umožní na základě stanovených hodnotících kritérií určovat konkrétní způsoby nakládání s odpady, vzniklými v rámci starých, resp. nových zátěží.
