Institutional financing principles

The system of funding research institutions from public resources in the Czech Republic has undergone a complicated development since 1990 and, particularly during the last decade, arrived at a very unsatisfactory state. The decision process about which organisations should receive institutional support for R&D, and at which level, lacks strategic information. It relies on mere mechanical recording of outputs, with the rules changing every year, and ad hoc measures must then compensate for serious flaws. One of the main goals of the Individual National Project “Effective Evaluation and Financing System for Research, Development and Innovation” is to propose mechanisms for effective public funding of research institutions based on a new evaluation system and emphasizing excellence, motivation and medium-term stability.

Recent development of the DML-CZ and its current state

The project DML-CZ: The Czech Digital Mathematics Library has been implemented since 2005 and in 2010 switched over to routine operation. This report describes progress, growth and usage of the DML-CZ, the experience from cooperation with content providers in the designed editorial workflow, some newly implemented features, adjustments of the workflow following from both the ongoing practical experience and the requirements of the advancing EuDML project, the general public acceptance and attendance and the suggested economic model for sustainable development.

Experience in setting up a workflow from scanned images of mathematical papers into a fully fledged mathematical library is described on the example of the project Czech Digital Mathematics Library DML-CZ. An overview of the whole process is given, with description of all main production steps. DML-CZ has recently been launched to public with more than 100,000 digitized pages.

The proceedings contain five invited lectures presented at the Spring School organized by the Institute of Mathematics AS CR in collaboration with the Czech University of Agriculture at Prague. The series of the spring schools has been organized in four years period since 1978 with the aim to bring together a broad audience including experienced mathematicians as well as students and to offer them extensive surveys of recent developments in the named fields delivered by distinguished specialists. All published papers were subject to the standard referee procedure.

The conference was the sixth in the series of international meetings organized under the same name alternatively in Finland, Germany and Czech Republic since 1988. This conference was devoted to the seventieth birthday of Prof. Alois Kufner, the founder of the Czech school on the theory of function spaces.

Sobolev inequality with variable exponent

Recently, an increasing attention has been payed to partial differential equations and variational integrals involving coefficients of nonstandard growth. A natural tool to handle some of the related problems may be theory of spaces of functions integrable with variable exponent. The paper discusses the Sobolev inequality in this context and shows that it holds if the exponentfunction is Lipschitz-continuous.
