What is Binding in a Judicial Decision? (Czech-English Comparison) The aim of my thesis is to answer the question what is binding in judicial decision in Czech-English comparison. It thus deals with the issue of bind- ingness of the judicial decision and also, which part of the decision constiň tutes its binding element in the Czech law and in the law of England and Wales. The initial impulse was given by the fact that in judicial decisions of Czech highest courts there relatively often appear terms which originally come from common law systems. Therefore I try to compare the role which judicial decisions play in the civil law and common law in general and then more in detail in the Czech law and the law of England and Wales. The thesis is composed of eight chapters. Introductory Chapter states reasons for the choice of topic, aims and the method of research. Chapter Two examines the role of judicial decisions in civil law and consists of two subchapters. Subchapter One deals with the history of the role of judicial de- cisions. Subchapter Two then considers the significance and the normative force of judicial decisions at the present time. Stringing out one-member limited liability companies

The subject matter of the thesis is the stringing out one-member limited liability companies and its prohibition by Czech Law. The thesis is composed of six chapters. Chapter One is introductory and defines basic terminology used in the thesis: stringing out, one-member limited liability company, prohibition of stringing out one-member limited liability and its purpose. Chapter Two examines the development of relevant Czech and European legislation. Chapter Three investigate the interpretation of relevant provisions in the Commercial Code in relation to First and Twelfth Directive. Chapter Four concentrates on legal consequences of the breach of prohibition. Chapter Five discusses whether the prohibition is useful or not in Czech Law. The thesis comes to the conclusion that the existence of the prohibition of stringing out one-member limited liability companies is rather justified in Czech Law. Therefore, the thesis argues for the maintenance of the provision in Commercial Code at least until European Community suggests to the contrary.

Options to ensure information security by defining a standard behavior of employees

Continually the number of transactions carried out electronically via the internet has grown, as well as the number of users of IT (information technology). In the same way are accruing transactions that may be at risk in terms of information security as well as an increasing number of security incidents threatening financial gain or thefts of sensitive information. Attackers carried out attacks in order to make financial gains using more sophisticated methods, sophisticated not only using information technology but also using social engineering techniques. This growing trend is known about by governments and measures are being taken to help increase the information security of the state. This is evidenced by the fact that the European Parliament recently approved the following Directive Directive of the European parliament and of the council concerning measures to ensure a high common level of network and information security across the Union and the ensuing law on cyber security (Act No. 181/2014 Coll.) adopted by the Parliament of the Czech Republic in the summer of 2014. This act orders organizations which are maintaining critical infrastructure to implement a system to evaluate cybersecurity events (user behavior). So far no unified approach to implement such systems has been defined. Author defines standardized methodology for implementation of systems which evaluate user behavior with focus on optimization of data which these systems have to process to ensure their efficient functionality.

Audit and Assessment of IS in banks

Abstract (english) Objectives The main objective of this work is to design methods and proceadures enhancing effectiveness and efficiency of IT audit in banks with the accent given to their use by the supervisory authorities. Another objective of the work (and an essential starting point at the same time) is a summary and assesment of methods and proceadures developed and implemented into the CNB practice with regard to banking supervision in the area of information systems. Objectives Achievement From the methodological point of view the esential starting point of the work was represented by above mentioned objectives that were used for elaboration of a set of questions. Questions enabled to set up the hypotheses. (Another more particular hypotheses were defined in order to design the particular solutions in chapter 5.) Futhermore, the critical factors (problems) were defined in the process of the questions analyses. Subsequently, the solutions were specified. The solutions confirmed the hypotheses which reflected the achievement of the objectives. Description, categorisation, analyses, screening, modelling, comparative analyses and sample testing were used to achieve the objectives. In particular, the solutions that were elaborated, making use of methods described above, enhance effectiveness and efficiency of IT audit in banks. Moreover, the CNB's proceadures and methods were introduced and assesed within the work. Scientific Contribution The work brings an evidence of correlation between the quality of IT audit in banks and their economical performance. With this regard the work contributes with original conclusions, benchmarks and proceadures that may be used by banks, supervisory authorities and IT auditors. These conclusions are achieved by description, categorisation, analyses, modelling and screening research highlighting the role of the rentability, the productivity, the risks, the inovations and the economical value of information. Furthermore, the IT audit and IT supervision in banks are specified. They are also compared and contrast to the other audit cathegories. The work presents important peaces of evidence regarding the role of IT audit in this context. This is made by description, cathegorisation and analyses. Another contribution represents proceadures and methods developed and implemented (to the large extend by author) in the field od IT banking supervision in the Czech Republic. This delivers valuable outputs for foreign supervision authorities, banks and auditors. The work lead to original solutions of critical factors. These solutions are to use by IT audit and IT supervision (and also in audit work generally). The solutions make use of ceartain atributes of Capability Maturity Model (CMM) and were elaborated in the proces of decsription, cathegorisation, screening research, comparative analyses, hypotheses seting and testing. The solutions enhances acuracy and objectiveness of assesment done by IT auditors. The solutions lead to better comparativeness of audit outputs on both national and international level, give better preconditions for risk assesment and capital adequacy evaluation within BASEL II and enhance the information value of audit ouptuts. The structure (content) of the work reflects the above mentioned articles that give a brief description of the main four parts (chapters) of the work.

Stručně informuje o vývoji značkovacích jazyků a zaměřuje se na současný trend popisu dokumentů zpřístupěných službou World Wide Web - na jazyk XHTML (Extensible Hypertext Markup Language). Cílem práce je porovnání tří specifikací XHTML a nastínějí jejich základních vlastností a odlišností.

Use of Biometrics in the Czech Republic

Tato práce se zabývá, v nynější době, velmi aktuální a atraktivní vědou ? biometrií. V celém informačním systému podniku je, oprávněně, kladen největší důraz na bezpečnost. Jako nejúčinnější nástroj se v současné době jeví použití biometrik. Prvním cílem této práce je zdůraznění výhod, ale také nevýhod využití biometrik. Využití biometrik se ukazuje jako velmi efektivní nástroj v zabezpečení. Neúčinnější je ovšem využití biometrik v kombinaci s jinými bezpečnostními prvky. Podstatná část mé práce analyzuje jednotlivé biometrické technologie. Zaobírá se nejen technologiemi fyziologickými, ale také behaviorálními. Technologie jsou navzájem porovnávány a hodnoceny. Tato analýza směřuje k hlavnímu cíly mé diplomové práce. Tímto cílem je navržení co nejúčinnějšího využití biometrik v praxi. Doporučení je rozděleno do tří kategorií podle stupně požadovaného zabezpečení. Toto doporučení je poté srovnáno s reálným rozvržením biometrických systémů v praxi. Poslední dvě kapitoly jsou věnovány nejznámějšímu využití biometrie v praxi, tedy pasům v České republice. Zde je rozebrán nejen pohled architektury projektu CDBP, ale především zabezpečení dat uložených v pasu. Poslední kapitola je věnována pohledu do budoucnosti a spojení biometrie s kryptografií.

Člověk jako klíčový prvek bezpečnosti IS

Práce se zabývá pozicí lidí v bezpečnosti informačních systémů. První část se zaměřuje na běžné uživatele a přináší rozbor toho, jaké nejčastější nebezpečí jim hrozí. Velká část je věnována představení nejčastějších typů hackerských útoků jako phishingu, sociotechnice a nebo malwaru. Čtenáři jsou pak prezentovány možné opatření, které je možné udělat, aby se dopady hackerských útoků snížily. Druhá část práce pak přináší manažerský pohled na bezpečnost lidských zdrojů. V práci jsou ukázány styčné plochy a možnosti řízení této oblasti z pohledu ITIL Security Managementu, ČSN ISO/IEC 13335 a ČSN ISO/IEC 27001. Výsledkem je pak souhrn doporučení, které může management společnosti v oblasti bezpečnosti lidských zdrojů přijmout. Opatření jsou koncipována tak, aby je bylo možné přijmout bez ohledu na to, jaká norma a nebo standard se používá k řízení bezpečnosti v podniku.

Kritéria hodnocení plnotextových vyhledávacích strojů

Druhým cílem bakalá?ské práce je aplikace t?ěchto kritérií na nejv?ětší č?eské fulltextové vyhledáva?e tj. Seznam, Centrum, Jyxo. Fulltextové vyhledáva?če jsou pomocí kritérií vzájemn?ě porovnány a zárove?ň konfrontovány s celosv?ětovým vyhledávačem Google.

Evaluation of Web Sites of selected czech informatic departments for accessibility

Tato práce se zabývá problematikou přístupnosti webových stránek. Cílem je vyhodnocení webů informatických kateder v ČR z hlediska jejich přístupnosti Za tímto účelem je vytvořena komplexní metodika a otestována při vyhodnocování tří těchto webů. První kapitola práce obsahuje úvod do problematiky přístupnosti. Je zde vysvětleno, co tento pojem znamená, pro koho má význam a jaké výhody přístupnost přináší majitelům webových stránek. Kapitola je zakončena popisem zákonné úpravy přístupnosti webových stránek ve Spojených státech, v Evropské unii a v České republice. Druhá kapitola obsahuje základní informace o čtyřech sadách doporučení pro tvorbu přístupných webových stránek, včetně stručného znění těchto metodik. Ve třetí kapitole je uveden vlastní postup při vyhodnocování webových stránek. Čtvrtá kapitola obsahuje popis hodnocených stránek jednotlivé analýzy a výsledky testování, případně s doporučenými opravami.
