Štěpánek, Marek ; Čabanová, Bohumila (advisor) ; NÁHRADNÍ, OPONENT (referee)
The social security and the pension system (as a part of the social security) has a more than hundred years tradition in the territory of the Czech Republic. The first obligatory social insurance laws were approved in 1888-1889. Important progressive and modern law regulating the public pension scheme was drafted in 1924 and also in 1948. However, between the 1950's and 1980's gradually deformations were implemented to the system. At the beginning of the 90's of the past century together with the decision on economic reform it has been decided also on the reform of the social system. As far as the field of pensions is concerned, reform measures were taken continuously since 1990. The most important change was the passage of the Act on Pension Insurance in mid-90's which introduced such crucial measures (especially from the long-term viewpoint) as gradual raising of the retirement age for eligibility for the old-age pension together with narrowing the gap between these retirement ages for men and women and reflection of general development of wages in the pension calculation. The current legal regulation is not an impediment to the labour force mobility. The basic state pension insurance system is based on defined benefits and PAYG financing. State Approach to Volunteers
Štěpánková, Jitka ; Frič, Pavol (advisor) ; NÁHRADNÍ, OPONENT (referee)
The diploma thesis "State Approach to Volunteers" deals with the evolution of the state's relationship to voluntary activities in Czech society, with an emphasis on the period since 1989. The starting point is the setting of volunteerism into the context of postindutrial society, which urges us to revise our values orientation, the possibilities of the labour market, our access to life-long education and our level of social cohesion. The essay pays attention to the analysis of the state's approach to the phenomena of volunteerism (in the role of a supporter) and to the resulting position of volunteers in Czech society, stressing the steps that were made to support volunteerism by the state. It analyses the statistical data that deals with the characteristics of organisation, and the projects that have been supported in connection with the Act on Voluntary Service 198/2002. Further, it presents a comparison of the problematic fields of Czech legislation on volunteering with the Polish and Hungarian legislation on volunteering. Finally, it suggests steps and arrangements that could be used in the further support of voluntary activities in the Czech environment.

Danišová, Marie ; Cejp, Martin (advisor) ; NÁHRADNÍ, OPONENT (referee)
Diploma thesis "Financing of therapeutic communities for drug addicted in the Czech Republic" deals with the financing of therapeutic communities which are the most successful in production abstainer in the system of care for drug addicted in the Czech Republic. The analysis of documents shows that the process of financing isn't perfect. By eliminating the problems of the process of financing we can achieve that the therapists will not have to deal with these problems and thus able to devote more time therapeutic program and its clients which may lead to more abstainer. The aim of this work is a critical reflection process of financing of therapeutic communities, identifying of problems associated with this financing and to propose solutions to public policy. The most burning issue in this process of the allocation of dotation is late financing of therapeutic communities which I consider as my research problem. The thesis is confirmed this assumption and it became clear that problems in this process are unnecessary and the overwhelming majority of this problems could be easily removed. Some problems are serious nature and for change the political will is needed which currently isn't much.
