The situation of low-educated mothers on the labor market after the parental leave

This thesis focuses on the low employment of low-educated mothers after maternity leave, which accumulate disadvantages in the form of motherhood and lack of education. I assume that low-educated mothers face special challenges that other groups of mothers do not. These issues cause barriers to returning to the labor market and are the cause of high unemployment of these mothers. In this work I conducted qualitative research - interviews with mothers and street-level bureaucrats. I found that the main problem is that mothers work in the secondary labor market, which are often found working in shifts. Shift work does not allow them to balance work life with institutional childcare. These mothers have low human capital, resulting in difficult negotiations with employers - so often unable to enforce their claims and rights and become unemployed. In this thesis I have identified external and internal causes of unemployment among low-educated mothers and their impacts. I also found out that the labour office is providing quality services differently because of insufficient resources.
Sandwich generation: women between work and caregiving

The paper deals with the phenomenon of sandwich generation. Specifically, it focuses on women, since they themselves often take on a commitment of care and therefore are more likely to become members of the sandwich generation, i.e. people who take care of still non- autonomous generation of offspring, and simultaneously of generation of aging parents. They are also trying to be autonomous entities and therefore have to combine family care with work responsibilities. The aim of this paper is to get to know the problems of these women, how they manage to cope with these commitments and what are their problems. This paper also deals with social policy in relation to the sandwich generation. The aim is to map the existing policy measures that affect these women and to find out what measures or services would be appropriate to establish in the future.
Evaluation system of prevention and assistance to persons at risk of losing their homes in the Czech Republic

This thesis covers the main problems related to loss of housing in the context of the institutional setting in the Czech Republic. The aim of this thesis is explaining the institutional setup of the system of prevention and help people / households that are at risk of losing housing and evaluate the system in terms of the possibility of prevention of social exclusion.The introductory part describes the characteristics of the key concepts in housing policy in relation to social housing and various approaches to social housing in selected countries (Sweden, Germany, Great Britain). The thesis focuses on the institutional analysis of the existing legal framework and possible solutions to the current housing shortage (welfare, social work, social services). In the research part of this thesis a case study of Louny municipality has been chosen as a model sample of resolving the current shortage of housing. Results of the analysis had been confronted and evaluated by perspective of people solving housing problems and relevant social workers working with poor people. In the end of the thesis, a SWOT analysis is delivered identifying strengths, weaknesses, opportunities and threats of the system.
Risky groups in the labour market and active labour market policy in the Czech and Slovak Republics

This bachelor's thesis deals with comparison of active employment policy in the Czech Republic and Slovakia. I have chosen these countries because despite their similar socio- demographic conditions and common historical, economic and cultural background, we can observe many differences in unemployment between them since the introduction of a market economy. While the Czech Republic ranks among European countries with average unemployment rate, Slovakia has one of the highest unemployment rate in EU. In the first part I focus on unemployment in general, employment policy and its elements, meanings and targets of active employment policy. Further, using comparison of the average unemployment rate in both countries, I describe unemployment situation in the Czech Republic and Slovakia. A whole chapter is focused on specifications of five basic risk groups on the labor market as a criterion of measure analysis of active employment policy. Family policy in the Czech Republic at the county level

The diploma thesis "Family policy in the Czech Republic at the county level" deals with the question of the active approach of Mother Centres as a representative of the civil sector, countries and country councils as a representatives of public administration on the question of family and family policy at the country level. Country family policy is a part of the regional family policy, which is currently one of the objectives listed in the National Action Plan to support families with children 2006 - 2009. In spite of this fact, in the legislation, there are no obligations for countries and cities which would support the policy in different counties. Therefore in 2008, a document for the support of regional family policy was written by Ministry of Labour and Social Affairs which suggests some activities for its support. But this document has the character of mere recommendations. The main goal of the Czech family policy is built on the voluntary principle. This work follows and highlights the level of activity of individual countries, which differs due to the mentioned principle, and the inspiration from Germany on how to ensure an improvement of the country family policy in connection with the voluntary principle is presented.
Evaluation of social reform impact on non-insurable social benefits

The diploma work "Evaluation of the impact of welfare reform in the area of non-insurance social welfare" is about one of the parts of Social Security in the Czech Republic about area of benefits whose claim is not conditional on participation in insurance. The focus is on the legislative creation and organizational structure ensuring this instrument of the social policy. Because of it the basic of the diploma work is the creation of the political processes, mainly their implementation and evaluation. There are characterized the development and current status of state social assistance, material poverty and benefits for people with disabilities. An analyze of legislative changes that this area has undergone in the context of social reform which started in 2011 is the part of the diploma work. There is the characterization of the process of implementation reforms into practice and it is made their evaluation in the connection with the organization, technical support and legitimacy benefits systems. Obstacles and barriers in informal care development in longterm care for elderly in the region of Pardubice

The target goal of this work is to identify the obstacles and barriers in informal care development in the context of long-term care for the elderly in the Pardubice region. These can be divided into two categories, firstly, the problems which informal long-term care for the elderly raise, secondly, the enhancement of the instruments belonging to social and health policy, which should moderate these difficulties. First of all, this work focuses on the fundamental issues of long-term care and its division into formal and informal aspects. Furthermore, it outlines the demands of informal care and arrangements implemented and intended for the support of this care type. Numerous difficulties arose on the basis of obtained the information from comprehensive interviews with the respective participants, those being problems of physical, psychological and financial character, lack of free time and partnership and family relationship issues. The conditions of university - educated mothers of little children re-entering the labour market in the Czech republic.

Diploma thesis "The conditions of university - educated mothers of little children re- entering the labour market in the Czech republic" deals with reasons of long term interruption of qualified womens' career. The most frequently, they stay at home taking care of children three years, inspite of the fact, that they are motivated by their human capital and their need of self fulfillment to get back to their job as soon as possible. The thesis is based on the assumption that there is a substantial tension between work and family life of university - educated women. The thesis identifies which factors influence the period these women stay away the labour market. Besides a human capital, there is a frame of the family and institutional policy, a kind of household division of labour and culture context. The thesis focuses on tertiary - educated mothers' preference on their professional and household engagement. It also focuses on structural conditions in the labour market, institutional policy and the role of employer in reconciliation of work and family life. The thesis brings a contribution for its focus on university - educated women with their specific characteristics, and for its focus on employers' family - friendly activities.
Candidate selection methods and its targeting within Active Employment Policy

1 Abstract Bachelor's thesis "Candidate selection methods and its targeting within Active Employment Policy" focuses on applicant selection methods and criteria, usage of early assessment methods, factors influencing effects and goals of the Active Employment Policy (AEP) and evaluation of the methods and criteria, which are being used at labour offices in Prague. Theoretical section focuses on explaining several crucial terms, which are directly related to selection methods and the AEP focus. At first, a concept of AEP is introduced, followed by a section explaining individual tools. Succeeding part describes factors effecting AEP goals and factors effecting the outcome of individual measures, which are consequential to AEP programs targeting. Last section is dedicated to the methods of early assessment of high-risk groups. Analytical section contains interview analyses, which were conducted with employees of labour offices in Prague. The results are divided into five chapters according to the survey question focus area. The outcome of the survey signifies that a personal approach to each applicant is being preferred. Another crucial factor is applicant's motivation.
