System to manage quality of educational work in Japan as an inspiration for the Czech Republic
Kitaba, Katsura ; Straková, Jana (advisor) ; Kohoutek, Jan (referee)
Abstract...

Success, dropout and problem delimination in the Czech higher education policy
Stiburek, Šimon ; Mouralová, Magdalena (advisor) ; Kohoutek, Jan (referee)
This thesis analyses student success and dropout (attrition, wastage, non-completion …) and their reflection in the Czech higher education policy. Strategic documents of the Ministry of Education, Youth and Sports declared student dropout to be a problem already in 2000 and 2005. However, only limited and vague measures were proposed, and even those have not been fully implemented while the dropout rates have continued to increase every year. The thesis applies the perspective of "problem delimitation" in the public policy process, discovering that many actors determining the policy formulation do not share the belief that dropout is a problem and that it should be dealt with by public policy means. It seems that no actor has been so far able to present the issue as a well-structured, and therefore solvable, problem. Besides, a lack of consensus on relevant underlying values and goals, a deficiency of suitable means aligned with other essential values - in particular the effort to increase the quality in higher education - is observed. When confronting the stakeholders' expectations of mechanisms and causes behind dropout with the academic theories, recent research as well as students' stories, it appears that the insight of policy makers into the topic is often incomplete and unfitting and that...
Nutrition as Childhood Obesity Prevention on Grammar Schools
Dománková, Hana ; Tušková, Eva (advisor) ; Kohoutek, Jan (referee)
This bachelor thesis is a case study of how the childhood obesity prevention with nutrition process is applied on grammar schools and what are the problems in this process, while the childhood obesity is viewed as a public health problem in this thesis. It is based on theoretical basis from public policy - implementation process and importance of street-level bureaucrats and overweight and obesity determinants where the nutrition plays the key role. To fulfil the goals of the thesis, there was used the institutional analysis of current legislative and institutional frame and interviews with street-level bureaucrats of educational policy. The results show that on institutional level, the childhood obesity problem is taken seriously and there are many suggestions of how to work on its' solution, however, the implementation of these solutions is on considerably worse level. The schools greatly underestimate their possible influence on nutrition habits of their students and they delegate all the responsibility of this part of education on family or only the school canteen itself.

Herinková, Jana ; Kohoutek, Jan (advisor) ; Tumová, Anna (referee)
The main aims of the thesis is to explore the situation and awareness of youth on labour market, to evaluate existing political instruments and to suggest a recommendation for the most effective intrument to makte the situation better. I follow these aims by executing a secondary data analysis, an expert interviews with workers of IPS in Central Bohemia, Regional labour office in Příbram and VÚPSV, furthermore I follow these aims by my own survey within 5 chosen high schools in Central Bohemia. The thesis focuses on exploration of the issue from perspective of future graduates on labour market, as well as the perspective of IPS workers (as the main stakeholder), who actively works with unemployed youth or future graduates on daily basis. According to the research I concluded, that the most effective instrument for the chosen group is consultation, which is provided mainly by the IPS workers. There are various types of consultation in the region and therefore various levels of future graduates awareness. The consultation should by unified in every Central Bohemia region. To make this possible, it is needed to create good working conditions to the IPS workers. After the reform of labour offices the conditions are not very satisfiing due to personal changes, resposibility changes and technological...
Prevention of bullying in elementary schools
Herák, Robert ; Tumová, Anna (advisor) ; Kohoutek, Jan (referee)
In my diploma thesis I analysed the success of the implementation of the policy on the prevention and solution of bullying at primary schools in the Czech Republic. I was based on the theory of implementation and street level bureaucracy. The hypothesis for the success of the implementation of this policy is the acceptance of schools, teachers, and the Director of the schools. To analyze the success of the implementation of the policy on the prevention and solution of bullying, I took advantage of the available professional literature, I've analyzed the current documents, which shall submit to the Ministry of Education (for example Methodological guideline for the prevention and solution of bullying), I have used the knowledge from the survey, focus groups and regular meetings of Directors, which realizes the company SCIO. I graduated five structured interviews with Directors of elementary schools. In the next section, I focused on the quantitative research, survey for the Director of elementary schools. I focused on the Director of elementary schools, because they are the key actors for the implementation of educational policies and have enough information about the everyday school practice.
