The position of social workers at the Labor Office - Material Emergency Department

The thesis is divided into two parts, the theoretical part which focuses on the Job Centre, the definition of basic concepts, services and activities of the Job Centre and its structure, material need benefits and the social workers concentrating on the material need agenda. The second part deals with the research and describes the research strategy and other relevant aspects of the research. The crucial point of the thesis is to describe the position of the social worker in the Department of Material Needs when working with clients. The main objective is to describe 'What is the experience of social workers with their position in the Department of Material Need when working with clients?'. The thesis takes into account the work of a social worker in the Department of Material Needs and what they have to deal with in the position. The thesis also focuses on how the social worker carries out the material hardship benefits agenda. As for the research method, we used qualitative research with the IPA (Interpretative Phenomenological Analysis) method, a qualitative approach and Exploratory Coding. This diploma thesis entitled Transformation of Substitute Foster Care in the Czech Republic. The View of the Street-level Bureaucrats is devoted to socio-legal protection of children. As well as placement of the youngest children in the institutional care. It deals with significant changes of previous amendments in 2006 and 2012 and describes the current amendment No. 363/2021, which entered into force on January 1st 2022. This amendment enact the limit of three years for placement in an institutional facility. In the research, therefore, the attention was paid to children in the age group 0 - 3 years. The issue directly affects street-level bureaucrats as they work directly with families and children. These workers submit motions to the court, keep file record and also maintain an emergency. They are part of the state administration and are affected by some of the conflicts that are present in their daily routines. For example the inflexibility of the system or the mistrust and lack of motivation of some of their clients. The research was based on theory of Street-level bureacrats by Michael Lipsky. Subjective experience of power by workers in selected Low-threshold facilities for Children and Youth

This thesis explores the subjective experience of power of workers in low threshold facilities for children and youth. It presents definitions of power, approaches to power in social work, the use of power in relation to the client, and discusses the concepts of control and help, powerlessness, empowerment and authority. It also mentions the definition, objectives and methods of low threshold facilities for children and youth. The aim of the paper was to answer the main research question "What is the experience of workers in low threshold facilities for children and youth with power?" The answer to this was obtained through semi-structured interviews with four workers in low threshold facilities for children and youth. An interpretative phenomenological analysis method was used to analyse the interviews. The analysis revealed that workers' experiences of power were predominantly felt in the form of influence and decision-making, both in their relationship with the client and in their work team. Furthermore, they experienced it in situations where they gave sanctions and set rules. They also perceived their experience of power in terms of themselves as authority figures. They also experienced a certain type of power in the form of powerlessness, help and empowerment.

8 Abstract The Diploma thesis focuses on the construction of the reactions of social workers of OSPOD (Authority of Social and Legal Protection of Children) to the dilemma to intervene or not to intervene in situations when they deal with cases related to the possible removal of a child from the family and the related initiation of a court petition. In the theoretical part, the concept of dilemma is explained, including its setting in the framework of everyday dilemmas. Next, I discuss the setting in which the construction of reactions to the dilemma of whether or not to intervene occurs, which is the OSPOD (Authority of Social and Legal Protection of Children), and lastly, I present the structure of the construction of discourse using Gee's categories. The aim of the research was to answer the primary research question - " How do social workers of selected OSPOD construct reactions to the dilemma to intervene or not to intervene when filing a court petition to remove a child from the family?". The findings showed what specifically plays a role in these dilemma situations for social workers in their thinking about the dilemma.
