The campaign of political parties for regional elections in 2016

This thesis is dedicated to political campaigns in Central Bohemian Region and Liberec Region during regional elections what took place 7th and 8th of October 2016. Both of these regions were chosen as a sample which represents both nationwide parties but also local parties. The author processed vast amount of data, what was lately analyzed and compared. For the research was used content analysis, which enables to code clearly the entering data. Among the examined data were the election formations' election programs, candidate lists (respectively, the amount of local candidates within those candidate lists), election formations' propagation on the social medium Facebook, and a usage of a printed media during the campaign (respectively, how successful was the campaign communication and how different election formations used advertising). This diploma thesis is primarily based on second-order elections. Based on relevant literature were identified several contact points within the campaigns characteristic for this kind of elections. Thanks to a number of research questions, this diploma thesis answers the main aim, which is, if those election formations approached those elections as the second-order elections.
Analysis of the impacts of political relations on local budget: Case study of municipality Kamenický Šenov

The main goal of this diploma thesis is the analysis of political influences on a municipal budget in municipality Kamenický Šenov. Thanks to solving problems of municipal budgets, it is possible to analyze relationship of political decisions and municipal budget. Most of political science's dissertations focus on elections, voting systems or mayor's election, but the question of influence of political relationship on municipal budget is not in public interest. This topic is very important, but unfortunately neglected. This diploma thesis is divided into four chapters. The first three chapters theoretically embed this work. The first chapter introduces the horizontal typology of the municipal systems, public administration, fiscal federalism, incomes and expenses of municipalities and formation of the municipal budget in France and Sweden. The third chapter is dedicated to the Czech Republic and it proceeds from the structure of the first chapter. The fourth chapter of this work is arranged as the unique case study of municipality Kamenický Šenov. Local Coalitions: the Relevance of Ideological Distance

The thesis analyses the influence of ideological distance to the formation of executive coalitions at the municipal level. The thesis attempts to determine which factors are reflected in the formation of executive coalitions, how the decision-making processes are functioning at the municipal level and what kind of actors we can determine in this processes. There is also a question if there is a difference between ideological distance of political actors at national and municipal level. Another part of the thesis deals with the possible cleavages between the long- term political subjects in the municipal council and the subjects, which are new in the municipal council. In the empirical part of the thesis there is a comparative case study on the sample of five municipalities from the municipal district of Pilsen-South - five largest municipalities in the district with the population over 3500 were examined: Přeštice, Dobřany, Blovice, Nepomuk and Stod. Voter Perception of the Electoral System for Local Elections

1 Abstract This paper tries to demonstrate an incorrect perception of the Czech municipal electoral system by voters. In order achieve this aim I identified the following research questions. Firstly, what is the perception of preferential voting by voters in the Czech local electoral system? Secondly, do voters use a strategic voting in the municipal elections? Thirdly, is there some influence on voters' decisions depending on the form of a candidate subject? These questions were answered on the basis of my own research, which took place in a chosen municipality. I showed that voters perceive preferential voting by the wrong way, which primarily comes from their low awareness of the electoral system. Furthermore, it was found that the different perception of the candidates affects a voter behavior. Unfortunately, whether voters use a strategically choice in municipal elections, I could not prove it.
Direct Democracy in public discussion in Czech Republic. Political actors, their proposals and political practice

The Diploma thesis will deal the main actors who support elements of direct democracy in Czech political system. Concurrently I want critically approach to their thesis and valorize its relevance, viability and potential impact for Czech society. First of all I will present each of elements of direct democracy, which are town meeting, initiative, referendum and recall. I refuse that a direct election of president or other political actor is an element of direct democracy. I classify a direct election of political actor like a synonym of representative democracy in this Diploma thesis. I will also present examples of countries like Switzerland or California, which has huge experience with using of direct democracy. Focus of my interest will be also on Scottish independence referendum and Slovak referendum about family and marriage. Diploma thesis Municipal Secessions after 1989 in District of Česká Lípa deals with a wave of disintegration of municipalities which took place immediately after a restoration of democracy in the Czech Republic. The thesis discusses the following subjects: the development of municipal administration in the Czech lands, the current position and function of municipality, basic aspects of democratization on a local level, territorial fragmentation, local development, the concept of secession, and legislative conditions for the foundation of new municipalities in the Czech Republic and administrative development in the district of Česká Lípa on which is this paper focused. The Factors of Voluntary Municipal Amalgamations: the Case of the Czech Republic in European Comparison

The diploma thesis analyzes the issues of voluntary consolidation of municipal structures in the European countries. The period between the 1990 and 2013 was chosen as the time frame for the thesis because of the possibility to incorporate the countries of the former Soviet bloc to comparison. The text is divided into two main parts, where different perspectives are used. The first part is mainly theoretical using the top-down, state-focused perspective. The European countries are distributed into different categories according to the type and degree of voluntariness in the consolidation process. The cases of the countries are individually analyzed to illustrate the tools and factors that influenced success or failure of the municipal merger processes. The second part of the text, using the bottom-up perspective, is focused on the individual cases of the municipal amalgamation in the Czech Republic. It describes every case alone and analyzes assumptions and factors affecting decisions of small municipalities to merge. The combination of the two perspectives allows creating a basic set of strategies and instructions which, under certain circumstances, may convince small municipalities to merge.
Regional Parties in the Political System of the Czech Republic

Czech party system can be described as relatively young compared to other, especially western European party systems. However in these days we can identify a number of regional parties inside it. This work answers the question how we can accurately identify which political entities belong to the group of regional parties in the context of the Czech Republic and which not. Likewise, it brings analysis of the position of these kinds of formations in the Czech political system. The theoretical part deals with the definition of "regional party". It brings several different theoretical approaches, which deal with the definition of that term, and then examines the application of the definition of regional parties to the case of the Czech Republic. In the analytical part, which is a case study, there is defined circuit of Czech regional parties. After that it is presented comprehensive analysis of these subjects on base of official documents of these parties, such as their articles of association, political program etc., as well as statistical data kept in the databases of central government authorities of the Czech Republic and interviews with members of selected regional formations. Šumava National Park and Interests of its Municipalities: The Case of Postmaterial Cleavages?

The diploma thesis Šumava National Park and Interests of its Municipalities: The Case of Postmaterial Cleavages? analyses, if the postmaterial cleavage is present in the case of Šumava National Park and how is it projected on the national level. Since the very beginning, there have been argues about the notion of the national park, where two different set of ideas collide. On the one hand, there are local municipalities which depend on incomes from tourism, on the other hand, the environmentalists seek for growing extent of areas without any human intervention. The theoretical background is based on concept of cleavages by S. Rokkan and S.M. Lipset. Special attention is paid to the postmaterial dimension of the cleavage, which was evolved by R. Inglehart. The analytical part consists of case study, which examines the attitudes of the stakeholders. The examination is based on semi-structured interviews with mayors, official documents and media coverage of the topic. According to the findings, there is a cleavage, which is visible on all levels of political system, including political parties and presidents.
