Regions and environmental protection

Thesis titled `Regions and environmental protection` is divided into three parts. The first part is devoted to planting regions in the necessary historical context. The second part describes the constitutional anchoring region, and their constitutive elements defining the concept of independent and delegated powers. In the last section, I focus on linking the county institute, and environmental protection. The conclusion is devoted to the role of the county in a separate and delegated powers in selected components of the environment. Counties in the environmental protection acts as a necessary link between the state and municipalities, since they deal with things that goes beyond the possibilities of their own communities, but also below the national importance.
Recording rights and other data in the Land Register (Cadastre)

This diploma thesis deals with the recording rights and other data in the Land Register. This thesis looks at the history and the principles of the Cadastre. Every way of entering in the Land Register is analyzed in the thesis, the text points out changes made due to re-codification of private law. The attention is paid to the entry of legal relations and recording procedure.
Legal regulation of protection against pollution from mobile sources

Thesis: "Legal regulation of protection against environmental pollution by mobile sources" The thesis is divided into two comprehensive thematic units. The first part deals with legal protection against air pollution and includes a brief outline of the factual issues. The first section of the part is devoted to the substantive definition of the problem and to the description of the basic physics aspects and ecological aspects of the subject-matter. The emphasis is on phenomena closely related to the impact of mobile sources on the environment. The next section deals with legal regulation of the pollution. The section is then divided into parts, one focusing on international legislation, with the emphasis on major international agreements and also on the ground-breaking conferences in the field of air pollution. There is also a short historical outline of the development of international arrangements. The following section concentrates on EU legislation and its historical development. The core of the paper is the section dedicated to Czech legislation, which is further divided into several parts. Legal protection of the ozone layer

107 Summary The Ozone layer of the Earth located in the stratosphere in an altitude of 20 to 50 kilometres is the important part of the gases surrounding the planet Earth. Its purpose is to absorb UV radiation that otherwise very negatively affects life on the Earth. During the twentieth century, this ability was weakened by the emission of substances proven much later to be very dangerous in this way. Until 1987, by various chemical reactions, in particular of chlorine atoms, the ozone hole has been formed over the South Pole of the Earth, not fully healed yet. In 1985, risk to human life led using the precautionary principle to the adoption of the Vienna Convention and subsequently of its implementing protocol including specific obligations especially the control measures of the production and consumption of ozone depleting substances and of the trade with them in 1987. The protocol was later modified by amendments and adjustments. This diploma thesis describes these acts with respect to their evolution and actual state of knowledge. Information on the environment

Although these days, we can perceive the right for environmental information as something automated and quite natural in a democratic society, we must realize that it was far from it in the past. Hand in hand with the principle of secretiveness of state administration, the public had virtually no possibility to obtain information concerning not only the state of the environment but also general information concerning almost anything. It is not surprising after all because before 1989, neither the general right for information nor the right for environmental information were protected by law, less alone by the constitution. Nevertheless, the democratic changes which took place after the Velvet Revolution produced changes also in the field of the right for information and this right was, both generally - as a right for information, and specifically - as a right for environmental information, included in the legal regulation of the greatest legal force, the Charter of Fundamental Rights and Freedoms, which became a part of the constitutional order of the Czech Republic on the basis of the resolution of the Czech National Council presidium No. 2/1993 Coll. The aim of this thesis is to describe the complete view of protection of the ozone layer. Therefore, it contains information about international, european and national legislation in this area. In addition, international legal aspects of climate change are mentioned. Finally, both ozone regime and climate change regime are compared. The author pays attention to the advantages and disadvantages of legal instruments and tries to find ways how to use ozone legal instruments in climate protection.
Public participation in the environmental impact assessment proceedings (EIA)

The topic of the thesis is Public participation in the environmental impact assessment proceedings (EIA). The thesis is divided into three chapters further divided into subchapters. The first chapter deals with the EIA proceedings in general including the history and legal sources of EIA. Moreover the Aarhus convention (as a principal source confirming the public participation in decision making proceedings in environmental matters) is described in detail. The following chapter examines the term of "development consent" and related term "subsequent procedure" as a fundamental conditions to ensure public participation in the appropriate extent as is set down by the directive 2011/92/EU. The third chapter is focused on the main issues related with the Czech legislation regarding the form and methods of public participation in the EIA proceedings and subsequent procedures as well as an access of a public concerned to a review procedure before a court.
Legal regime of water related land

The introduced graduation theses deals with the issue of legal regime of land associated with water. In the four major fields, which are water courses, land relations in area protection of water, land relations in areas endangered with high flood and land relations connected to waterworks, the theses analyses legal regulations of land relations with the emphasis on limitations of ownership, which conclude from these relations. In the center of attention of the theses are the laws in the water act, laws which are inferior to the legal force of the water act and laws in the new civil code.

This thesis is focused on the limitation of an ownership right to ground, especially to easements, as a one of the ways of the limitation of ownership rights to plots. The thesis describes the historical evolution of easements in the Czech republic, narrates and assesses the contemporary legal regulation, describes the future legal regulation of easements by The New Civil Codes and compares it with the contemporary legal regulation.
The amendment of the Building Act and environmental protection

The thesis analyzes impacts of the Great Amendment to the Building Act, especially to the area of town and country planning. The thesis is composed of three chapters. Chapter One concentrates on main goals of the Amendment and on reasons that leaded lawmakers to adopt such a large amendment. Chapter Two describes changes that have been made in the area of environmental impact assessment, development policy and planning documentation. Chapter Three deals with changes which have been made in the area of public participation in building and town and country plan proceedings. In conclusion, the thesis evaluates impacts of changes that have been done into the Building Act by respective Amendment.
