The aim of this thesis is to describe the present legislative of pre-school care, concentrated on those institutions which aren't kindergartens, nevertheless, they provide periodical all-day care for pre-school children. This work shows the troubles which arise during establishing and operating of these institutions, and tries to find out whether the revealed problems can be solved by a government bill of children's group. The gained information exposes the problematic area of non-state unprofitable pre-school care out of education law, which hasn't been yet regulated by any concrete legal regulation. This problem is solved by the government bill of children's group. Conversations with establishers of pre-school care institutions showed a second problem related to the high and unclear hygienic requirement for the care of self-employment. This area is adjusted by arising legislative only for the unprofitable sphere and suggesting a possibility of using this legislative there, also for taking care of self-employment.

Legislative support, support the child care area in MC without the participation of the parents. In the Czech Republic currently operates a total of 427 MC and in the Liberec region, on which I focused in the empirical part, has 21 maternity center. Of these 21 parent service center to care for children without parental involvement provides a total of 14 maternity center.
K naplnění cílů byly využity zejména expertní rozhovory, dále obsahová analýza medií a studium a analýza dokumentů.
