Anti-Corruption policy gap: The case of Azerbaijan

Systemic corruption remains a challenge to good governance and development in many parts of the world, while anti-corruption policies have largely been failing to prove success, despite increased international efforts. The growing scope of research literature suggests that ineffectiveness of the fight against corruption is caused by the inadequate theoretical ground that anti-corruption activities are developed on. Principal-agent model of anti-corruption interventions, which have been dominant, fall short in targeting the roots of systemic corruption and its informal institutions. As a result, a policy gap emerges between the reality of corruption and practice to curb it. By presenting the main indicators of systemic corruption and features of the anti-corruption policy gap, this thesis probes into the nature of corruption in Azerbaijan and analyzes the anti-corruption policies in place. It concludes that systemic corruption continues to prevail as a norm in Azerbaijan, while measures to fight against corrupt practices remain largely unsuccessful, due to lack of political will of principals, in contrary to the assumptions of the principal-agent framework.
Civil Society and its Agency in the Political Process

(EN) Civil society is made up of committed individuals, non-governmental non-profit organizations, their employees, volunteers, and other supporters, as well as relations among these actors. Civil society activities include community development, advancement of leisure and professional interests, services to vulnerable groups, as well as efforts to intervene in the political process and to support certain legislation and systemic change. This work focuses on the latter, i.e. the ways how civil society actors influence the political process. In the introductory chapter I present an overview of the current research of civil society and political activism in the Czech Republic and other post-communist countries of Central and Eastern Europe. In this chapter, I identify five central propositions that can be formulated on the basis of existing scientific discussion and I subject them to a critical assessment. In addition, I argue that against the backdrop of the discussion, two streams of literature can be distinguished which differ in their assessment of civil society's quality in Central and Eastern Europe. Cooperation of the state and non-governmental non-profit organizations in combating labour exploitation in the Czech Republic

The submitted thesis focuses on the cooperation of the state and non-governmental non-profit organizations in fighting labour exploitation in the Czech Republic. It is one of the most frequent forms of the human trafficking in the CR. The thesis is based on several theories and concepts, such as the actor - network theory, the institutional theory, the Four "C" theory, the NNO theory or the dignified work concept. The thesis analyses the concept of the policy on labour exploitation in the Czech Republic with a focus on the cooperation of main actors from state and non-profit sectors in fighting labour exploitation and proposes how to improve this cooperation. The thesis defines different relevant terms as well as the term "labour exploitation". It also presents statistical data concerning this phenomenon. An analysis of policy documents on a transnational and national level is used to analyse the policy concept. The Nature of Corruption in the Republic of Armenia. Its Impact on Human Behaviour and Human Development

Systemic corruption has fierce impacts on human development. Research indicates that systemic corruption in Armenia has invaded into all the sectors of social life and has transformed society making from it a comfortable environment for existence. Human development, social structure, human resources, public way of thinking, opportunities are constrained by the limitations and restriction put by corrupt system. This paper provides a comprehensive study of the systemic nature of corruption and its consequences, the picture of socio-cultural attitude to the corruption through analysing public perceptions, and analyses the connection between corruption, corrupt behaviour and human development. Civil initiative in the field of animal reproduction

This Diploma Thesis focuses on the issue of reproduction of animals and the non- profit organisations and subjects working in this field. The cat and dog reproduction is a primary cause of their overpopulation in the Czech Republic which becomes an ever- increasing issue as the abandoned animal shelter network fails to provide enough capacity for local demand. The thesis is focused on the activities of such organisations and tools they use for mobilising the necessary resources as well as the issue of animal reproduction itself. The theory basis is in the general theory of resource mobilisation supported with the explanation of the civil initiatives dedicated to this phenomenon as well as the overview of the phenomenon of the animal reproduction as well. The thesis is composed of five qualitative interviews with organisations or movements that are dedicated to effective reduction of animal reproduction. The empiric part of the thesis presents selected organisations and then analyses the collected data. The financial and human resources are mostly utilised by organisations which physically treat animals and the majority of the funds is consumed by providing care for them. Seniors activation strategy: from the perspective of Multiple Streams Framework

The theme of the diploma thesis is the policy-making process, specifically the process of making of the National Action Plan for Positive Ageing for the Period 2013 - 2017. It's about exploring its creation from the viewpoint of active members of the Government Council for Seniors and Population Ageing, who was discussing it at meetings. The theoretical framework - Multiple Streams Framework deals with the aspect of policy entrepreneurs. Using qualitative, semi-structured interviews and then analysis of qualitative data, it was possible to explore the means, used by policy entrepreneurs to promote their ideas at meetings. This diploma thesis does not only study the creation of an action plan, but also the identification of policy entrepreneurs, through document analysis. After that were analysed primary data from interviews with members of the Government Council for Seniors and Population Ageing, who had been appointed by The Ministry of labour and social affairs. The studied, strategic document is the answer to the demographic ageing phenomenon the population of the Czech Republic.
Higher Cicrcles in Defence Sector and Corruption in Defence Materiel Procurement in the Czech Republic

The thesis Higher Cicrcles in Defence Sector and Corruption in Defence Materiel Procurement in the Czech Republic deals with the question of presence of military-industrial complex (MIC) in the Czech society and economy after than more 65 years its constitution in Czechoslovakia by communist defence minister A. Čepička. His effort was initiated by a confidential wish expressed by J. V. Stalin in 1951 within a political meeting with defence ministers newly established people's republics in East Europa. Due to fact that MIC is usually linked with corruption, the thesis deals with the issue of corruption in acquisition of defence materiel; in particular, after 1994 when the first design of building-up the Czech military power was adapted as well as the first acquisition plan of military materiel was introduced for the next 10 years. So, the aim of the thesis is to verify the theory MIC's presence in the Czech Republic and to diagnose the stage of corruption in acquisition of military materiel at the Ministry of Defence. Inclusive Volunteering - The volunteer activity of people with a disability

Volunteering is a phenomenon that appeals to researchers, representatives of international institutions and governments in some countries, as a tool of social policy. Current research shows positive benefits of volunteering for the society but also for volunteers themselves. In this context, a new phenomenon, called inclusive volunteering, is emerging, which emphasizes that volunteering is open to all people in the society. At present, however, this phenomenon is not fully elucidated and researches that examine volunteering from the point of view of volunteers themselves, when considering inklusive volunteering, are very rare. The presented work aims to fill in the missing knowledge and thus contribute to the recognition of the phenomenon of volunteering through research of the previously very little known group of volunteers with a disability. The research sample consists of 27 volunteers with a disability who were interviewed. The interviews were analysed by the Strauss and Corbin's theory. The research has revealed that volunteers with a disability are experiencing a lack of social participation due to the absence of a socially valuable social role.
