Senior volunteerism in the context of active aging

At present, the issue of population aging is discussed. In the framework of public policies is becoming increasingly important concept of active aging, which emphasizes human development and social participation in old age. They created the societal conditions for its implementation, but which takes place at the individual level. One of the activities, which is also supported under the National Strategy to support positive aging is volunteering. In the Czech Republic, however, in this activity relatively few seniors are involved. I examined the obstacles and possible solutions perceived by different types of stakeholders. I have conducted dozen expert interviews with representatives of senior and non-profit organizations and ministries and I have also analyzed the relevant documents. Actors saw some gaps in funding, the creation of a National Action Plan, the activities of the Working Group to support education and volunteerism, but also in terms of awareness and the overall interests of seniors in volunteering. Continuing Professional Development of Nurses: a public policy perspective.

This diploma thesis deals with a topic of continuing professional development of nurses in the Czech Republic. The text is divided into two mutually connected dimensions. The first one focuses on a nurse as a stakeholder with certain motivations, strategies, and attitudes. The second dimension discusses the existing system of continuing professional development for nurses in terms of its implementation, form, as well as dysfunctional elements, and future challenges. The thesis shows a connection between the above dimensions. The formalised system of continuing professional development is supposed to affect nursing profession. At the same time, nurses are expected to be involved in the decision-making process. These assumptions are faced with the reality in the thesis. A qualitative study among nurses and experts leads to a conclusion that the current system does not fulfil nurses' both professional (in terms of quality and relevance of the education provided) and personal (financial and time burden) needs. Human rights for persons with cognitive impairment in the social services

In modern European society, there is not the slightest doubt that all people, regardless of gender, age, race, and health status have the same rights as guaranteed, which are called human rights. According to the existing laws and agreements (referred to in the work) and according to the generally accepted rules, the human rights are inalienable, with the exception of serious and precisely specified reasons. This work deals with the problem of how to balance this elementary right with the fact that for people with cognitive impairment it is sometimes necessary to carefully consider some form of restriction of their rights. The aim of this work is to find a definition of the human rights for the elderly with cognitive impairment. Secondary objectives are to describe the social services standards in relation to human rights and the subjects who are involved in supervising the observance of the rights, and the current status. The selected issues were viewed through the implementation theory, the concept of street-level bureaucracy, and the quality of life. Development of policies for reconciling work and family life for mothers with children under four years

The submitted text examines the relation between work-family balance policies and social construction of mothers with children under four years of age. The first part of the thesis outlines the context of work family balance. The research is positioned in the perspective of the theory of social construction of target population by Ingram and Schneider. The following chapter is devoted to the research methodology used throughout the analytical part of the thesis. The analytical part presents answers to questions regarding policy design, framing of the work family balance, stereotypes and social construction of mothers with children under the age of four.
Implementation of Family Policy in Relation to Young Adults in the Czech Republic and Sweden. Focus on Students with Children

The objective of this thesis is to introduce the current generation of university students within the system of family policy of the Czech Republic and Sweden. The main focus is on a group of students, who got pregnant during their studies. It also points out to up to which point family policy engages in this period of their lives. The thesis' objective is also to introduce and provide with a detail view on not a particularly large group of mothers who are studying, on how they are perceived by family policies of both countries and what measures exist in the context of their situation. Both countries provide with a unique approach towards the presented situation which follows from a different evolution of family policies which are being compared. The application of tools of family policy towards student mothers in the Czech Republic and Sweden are presented on a case study. The conclusion of this thesis considers the measures which improve the situation of student mothers in Sweden and could be implemented in the Czech Republic as well.
The situation of low-educated mothers on the labor market after the parental leave

This thesis focuses on the low employment of low-educated mothers after maternity leave, which accumulate disadvantages in the form of motherhood and lack of education. I assume that low-educated mothers face special challenges that other groups of mothers do not. These issues cause barriers to returning to the labor market and are the cause of high unemployment of these mothers. In this work I conducted qualitative research - interviews with mothers and street-level bureaucrats. I found that the main problem is that mothers work in the secondary labor market, which are often found working in shifts. Shift work does not allow them to balance work life with institutional childcare. These mothers have low human capital, resulting in difficult negotiations with employers - so often unable to enforce their claims and rights and become unemployed. In this thesis I have identified external and internal causes of unemployment among low-educated mothers and their impacts. I also found out that the labour office is providing quality services differently because of insufficient resources.
Migrants on the labor market in the Czech Republic

The diploma thesis "Migrants on the labour market in Czech Republic" deals with the issue of efficiency of administrative processes in the area of labor migration policy in relation to highly skilled foreigners. This thesis reflects the current setting of labor migration policy, EU program Blue Cards, and trying to find and describe the areas where the implementation of the policy fails. It focuses on specific issues that arise in this process, such as long times for obtaining necessary documents, language barriers, problems of interpretation of laws or qualification level of officials. Key actors in which these facts are analyzed, are especially employers, the NGO sector and foreigners. Methods or methodological bases which are used in thesis are desk research and analysis of data obtained in own semi-structured interviews. The aim of this study is to analyze the settings of labor migration policy with respect to highly skilled foreigners, but also to describe the key issues that arise during this process. As a theoretical base of the whole work is primarily used the theory of implementation of public policy.
Immigration policy of the European union

This thesis deals with a topic of immigration policy of the European Union of the 21st century. One cannot write about this topic regardless of the migration wave and refugee crisis that has sparked the debate about EU's immigration policy function - and EU as a whole - in general. The aim of this thesis is to give a reader profound view on the topic of immigration policy of the EU in the context of the immigration crisis, to present reasons why is this happening as well as the consequences, and last but not least, to give an solution that could help EU to deal with crisis and its origins. The thesis handles with the attitudes and opinions of EU member states and the EU as a whole, discusses the evolution of EU immigration policy and its current state. In a part it is oriented on asylum policy as a part of immigration policy and the question of supra-nationalization of the EU's immigration policy. The last chapter offers following steps which the EU should take, and which lead to solving the crisis or at least alleviation.
Access to healthcare for third countries migrants in the Czech Republic

This Ph.D. thesis discusses the evolution and current situation regarding availability of healthcare for third countries migrants in the Czech Republic. In terms of methodology, the author has chosen a qualitative approach. The research design is a historical case study. The thesis uses a combination of "desk research" and empirical survey based on 56 in-depth interviews with migrants, healthcare providers and experts who come into contact with migrants during the course of their work. Based on the approach of historical institutionalism, the author is explaining policy of migrants' health insurance evolution in Czech Republic since 1993 till today. The author identifies the key events and the roles of particular actors within the observed "sub- system" of public policy. From the viewpoint of migrants and healthcare providers, the thesis also presents how the current institutionalised set-up of migrants' health policy transfers into the real access to healthcare for migrants. It also identifies the main barriers to health care accessibility and the consequences of possible health care unavailability. Role of Self-help Organizations in Health and Social Care Services for People with Disabilities

This thesis is discussing about function and issues of self-help organizations which are helping people with disabilities from different points of view. The number of disabled people living at home care is rapidly increasing in recent years. A disabled member in the household brings many difficulties. In order to overcome them many of these families associate together and establish self-help organizations. The author of this thesis legislatively and institutionally anchored this issue, inform about its development and its current functioning. The current system is not without problems and causes significant barriers in running of the organizations and everyday life of its members. By using semi-structured interviews with the stakeholders (founder, contact person, advisor, disabled member and coordinator of the self-help organization) the author is identifying problem areas which are subsequently interpreted individually for each person involved as well as for the whole group and describes the main problems mentioned by more than one party. The author is resolving problems with establishment of the self-help organization, financing, attitude of the interested institutions and health care.
