Organization of American States in the 21st century and its future perspectives

Organization of American States is world´s oldest regional organization. It was founded after the second world war and it was traditionally perceived as an instrument of the United States to pursue their interests and as means to prevent communism. Therefore many doubted the organization´s credibility and significance. Nevertheless, after the end of the Cold War reforms were adopted and the organization entered its process of transformation which continues to this day. In the context of Latin America´s emancipation, the decrease of influence of the United States and current rise of leftist governments in the region, the thesis aims to analyse how has the Organisation of American States changed since the turn of millenium, how have the said trends been reflected and in which direction is the organization evolving. The thesis also evauates the significance of the organization in the current world and outlines its future perspectives.

Studentské hnutí v Chile: Původ, vývoj a vliv

Latin America cannot be conceived without acknowledging the social movements, which are often the engines of political and social changes on the continent. Until recently, Chile appeared to be the country where the social order was perceived as the most accomplished in relation to its politically unstable neighbouring countries, as well as in relation to its proper history. The 2011 student movement, which is the most significant social movement within the last twenty years of the Chilean history, can be completely understood only from a broader perspective of the 20th century. In order to understand the recent changes, the thesis deals with the phenomenon of the Chilean student movement studying its origins, historical trajectory and impact. The aim of the thesis is to explore the continuities and changes of the student movement and question why the 2011 protests are treated as a separate collective action in relation to the cycles of contention experienced in the 20th century.

Public access to information about the salaries of senior officials in selected countries: Study 5.324

Práce se zabývá otázkou přístupu veřejnosti k platům vysokých úředníků. Jedná se o komparativní studii, která porovnává míru přístupu veřejnosti k platům vysokých úředníků ve vybraných státech. Cílem práce je zjistit jednotlivé právní úpravy a přístupy a vybraných zemí k poskytování údajů o platech vysokých státních úředníků třetím osobám. Jak z komparace vyplývá, většina států dosud považuje údaj o výši vypláceného individuálního platu úředníka (s výjimkou platů ústavních činitelů, které nekolísají, například platů poslanců, ministrů, soudců apod., tedy platů, jejichž celá výše je dána předpisem) za osobní údaj, který je takového charakteru, že je chráněn před povinností poskytovat ho podle zákona o poskytování informací ve veřejné správě. Ze zkoumaných států umožňují získat informaci o specifickém platu včetně jména úředníka především severské země jako Švédsko a Finsko. V žádném z těchto států však nejsou tyto individuální platy souhrnně uveřejňovány ani nejsou souhrnně veřejně přístupné. Nově se k této skupině států připojilo Slovensko. V Itálii byly platy vysokých úředníků uveřejněny v důsledku reformy veřejné správy, která proběhla v roce 2009 a jejímž cílem bylo zvýšení transparentnosti italské veřejné správy. Specifickou právní úpravu má Litva, kde jsou na internetu publikovány průměrné platy zaměstnanců na stejné pracovní pozici v určitém úřadě nebo organizaci. V případě, že na této pozici pracuje v dané organizaci pouze jedna osoba, je vyžadován její souhlas s uveřejněním takovéto informace. Další přístup k této problematice se momentálně vytváří ve Velké Británii, kde se uveřejňují nikoliv vyplacené přesné platy, ale vyplacené roční platy v intervalu 5000 liber. V Nizozemsku jsou úřady a právnické osoby, které jsou z větší části financovány státem, povinny sdělovat výši platů, pokud převyšují hranici odvozenou od průměrného ministerského platu.V některých státech, jako například v Norsku, se uveřejňují jen platy manažerů institucí a firem, navázaných na stát, pokud to vyžadují obchodně právní předpisy upravující transparentnost hospodaření. Práce dále obsahuje shrnutí rozhodnutí Nejvyššího správního soudu ze dne 27. 5. 2011 s komentářem A. Furka k rozsudku a na evropské úrovni shrnutí právního případu řešeného Evropským soudním dvorem ze dne 20. 5. 2003.

Crisis of the representative function of political parties in Chile

Over the last year, Chile has witnessed a large number of anti-governmental protests against the cabinet of Sebastián Piňera, from which the protests of the university students reached the biggest strenght. The bachelor's thesis deals with the phenomenon of student protests in the context of contemporary Chilean party system and its political parties, which are currently undergoing a crisis of representation. The theoretical part of the thesis describes party systems and functions of political parties, especially the representative function. The first chapter of the empirical part of the thesis examines current conditions of the contemporary Chilean party system, into which the anti-governmental student protests, described in the following chapter, are set. The thesis concludes with reactions of both governmental and oposition coalitions to the student protests and to the political parties crisis. The main aim of the thesis is to answer the question why the decreasing support of the government does not lead to a rise of preferences for the oposition.

The Role of The Commercial Register in The Commercial Law

The aim of this diploma thesis is to analyse the substantial and procedural legal regulation of the Commercial Register in the Czech Republic briefly though coherently and to clarify the most important principles, fundamentals and proceedings that are binding for the Commercial Register. Firstly I will introduce the Commercial Register in general and clear up the term "principle of publicity". Further I will focuse on the registered subjects and information and I will look closer on the Collection of Documents. The following chapters present the Commercial Register proceeding and the selected datas that may cause problems during the Commercial Register entry. At the end of my thesis I will try to introduce some proposals that could be helpful for the correction of some failures of the contemporary Commercial Code.
