Role of the Czech Export Bank in a small and medium enterprise support

Main theoretical definition of small and medium enterprise (SME) and its significant role in the economy are presented in the introduction of this thesis. Next chapter focuses on forms of state support of SME export, international rules for state export support and application of the state export support in the Czech Republic. The Czech export bank (CEB) is presented in the practice part of this thesis as one of the state export support's pillars. Since 2009, based on The Government National Anti-Crisis Plan's request, CEB services more SME's then in the past, although such function is not the main focus of its activities. Bank created specialized SME department and devoted exceptional resources for SME support in an amount of 2 milliards CZE. Newly created department started offering newly created Programs of SME support (specifically Program of SME support - exporter, Program of SME - subcontractor, export-supporting guarantee), closer cooperation with factoring agencies and The Export Guarantee and Insurance Corporation EGAP. Conclusion part concerns future of SME support in CEB and resources, which SME department uses to obtain relevant information about their current and potential SME customer needs. This part includes outcomes of CEB's researches focused on exporting SMEs as well.
Administrative costingness of public procurement in Slovak republic.

Aim of this thesis is mainly focused on subject of public procurement in Slovak republic. First chapter deals with initial description of legislative with short characteristics of relevant terms, procedures and constructive elements in the process of public purchasing and its administrative costingness. The topic of administrative costs is deeply described in next two chap-ters. Second chapter is focused on identifying theoretical concept of these costs with respect to its attributes, measurement methods, structure and origin of these costs. Analysis of subjects that have participated in survey is subject of last chapter. It is aimed at providing a rea-der with real view into problematic of Slovak Public Purchasing during year 2009 along with specification of value of administrative costs incurred in several public sector organizations and theirs relation to amount of costs that have been incurred in public purchasing and to compare these types of costs. Ending chapter serves as conclusion in accordance with observed trends and its main part drafts specific proceedings in order to improve efficiency of pub-lic purchasing and its administrative costs.
Efektívnosť kontrolného systému verejných zákaziek na príklade Slovenskej republiky

Práca je zameraná na oblasť verejného obstarávania v podmienkach Slovenskej republiky. V úvodných častiach je pojednávané o legislatíve so stručnou charakteristikou účinných právnych noriem. Problematika kontroly jestvujúceho systému verejných zákaziek je analyzovaná prostredníctvom konkretizácie pôsobnosti dohľadového orgánu Úradu pre verejné obstarávanie. S ohľadom na stanovené ciele práce prebieha snaha o determináciu miery efektívnosti jeho pôsobenia. Poslaním práce je priblížiť čitateľovi nie len systém kontroly dodržiavania zákona o verejnom obstarávaní, ale hlavne na základe situácií z praxe poukázať na jeho účinnosť.
