The role of local public administration actors in the process of creating the Metropolitan Plan

The main topic of the master's thesis is a newly emerging spatial plan of the Capital city Prague which is called the Metropolitan Plan. The aim of the thesis is to examine and evaluate the impact of the local actors on a planning process of creating the spatial plan and the extensive documentation that the process requires. The thesis also assesses the real engagement rate of the local actors with the planning process and their actual ability to affect the creation of the planning documentation. The theoretical part of this thesis is based on several concepts that are crucial for further research. The concepts discuss approaches to the spatial planning, the public administration organization and two different approaches to the spatial planning, which are regulatory TOP - DOWN and conceptual BOTTOM - UP. Furthermore, the thesis explains different types of the public administration organization, their influence on the spatial planning and the decision- making process based on the different types of organization. In addition, the study also explains the theory of participation, which is a notably important theory, especially in the spatial planning process. Evaluation of Local Action Groups' Activity

The thesis deals with action of local action groups (LAGs) in the Czech Republic at the beginning of the new programming period. During the last seven years, LAGs proved to be an ideal cooperation platform of local actors, which leads to the integrated development of its home territory. The aim of this work is to evaluate the activity of LAGs, with an emphasis on the process of social networking, sectors cooperation at the local level, promote economic activities LAGs and ensure their operation. Analysis of the functioning of LAGs was based on guided interviews with LAG managers or LAG directors, and representatives of rural development institutions. Selection of interviewed LAG representatives was based on the LAGs evaluation from 2010, 2011 and 2012. Results of guided interviews with LAGs' representatives and experts served to define the barriers that currently impede the development of rural areas through the LEADER method and community planning. Furthermore, the results of field research confirmed that LAGs activity supports the development of social networks in its home territory and breaking down barriers between public, private and non-profit sectors.
Networks of Actors of Regional Development in Local Action Group Pošumaví

The thesis deals with actors'network problems of regional development in the Local Action Group Pošumaví (LAG). The aim is to assess the functioning of networks within the Local Action Group Pošumaví focusing on the existence of networks, their activity and permeability and the way and intensity of involvement of the regional development actors in those networks. In the context of the institutional framework conditions of the local action groups a questionnaire survey together with guided interviews with actors LAG were analyzed. The results show that in the current programming period, the Local Action Group Pošumaví formed the network, but the cooperation is not very intensive. On the other hand, part of the actors of the regional development want to be more involved in LAG in the future, which can lead to extending and deepening of the existing cooperation.
The Problems of developement the region neighbouring the military area Brdy

This diploma paper is about problems, which shepherd the region in proximity the military area Brdy. This region is among others situated in inner periphery, which brings another problems in development this region. The main aim this paper are to find at the first how big influence has attendance military area to development this region, if it is positiv or negativ, and why. Next aims this work are analyze development this region since 1990 till this time, findings if stepwise open border parts of military area is positiv for development this region and how the municipals in surround feel this case. Next aim is findings how municipals and their citizens feel possibly build-up american military base, where should have be situated american radar. Evaluation of the changes of local spatial plan of the town of Sušice in the course of the last 15 years

This diploma thesis focuses on the evaluation of the changes buildable areas and areas of redevelopment in the spatial plan of the city of Sušice, which took place the limit 1999 - 2014. In the first part of the work are these changes evaluated on the basis of the quantitative data from the point of view of development in time, from the point of view of the functional definition and in terms of the fullness of the spatial plan from the perspective of the land coverage of an. In the second part of the work, the changes are evaluated on the basis of the qualitative data obtained from structured interviews with the representatives of the public administration in the city of Sušice and the private designers, who treat changes in the labour office. The results of the work indicate that during the study period were in the town of Sušice defined excess capacity buildable territory, which could not be used. In terms of functional use were in the newly demarcated areas identified features of housing. And as the most common causes the definition of the new buildable areas and areas of redevelopment during the reporting period have been identified the requirements of private land owners. Development potencial of very small municipalities: on the example of very small municipalities in region Domažlice

Residential arrangement of the Czech Republic is typical by a big number of small municipalities. Those municipalities has the same status as bigger municipalities. However those small municipalities manage with limited resources for their development. Some authors discuss about incapability of small municipalities and the possibility of their integration. Factors of instability of local assembly in Czechia

Bachelor thesis deals with conditions influencing stability of local assembly in Czechia in 2014-2018. In this research dissolution of an assembly and following election announcement is considered as an expression of instability. The thesis follows two main goals. First is to find regularities in terms of area, size and demographic. Second is to find actual reasons of local assembly dissolutions. Analytical section aims to characterize municipalities in which extraordinary elections took place in 2014-2018. Regularities relating to the type of countryside, share of non-believers and natives were defined based on sectional quantitative analyses. The second goal was achieved by searching through news in local internet journals. Main reasons of local assembly dissolution were defined based on the found reports. Predominantly the reasons were personal disagreements, low interest in candidacy and disputes about the direction the municipality is heading. Clusters of municipalities where local assembly dissolution occurred and areas of highest occurrence of local assembly instability were also defined. Effectiveness and utilisation of the European Structural funds

Diploma work "Effectiveness and utilisation of the European Structural funds in Czech Republic on case study of Single Programming Document objective 3" is divided into three main parts. I have used comparative method of primary and secondary sources. This thesis should answer the question whether the Czech Republic is prepared for getting money that is offered from the EU. If not, what is the purpose of this status and what are the recommendations? As a conclusion of this work is that Czech Republic, at least in respect of Single Programming document that is used only in Prague, is quite ready and there are some problems that should be solved before the next programming term 2007-2013. Among these problems belong publicity, n+2 rule and monitoring system. At the end of the work is list of recommendation that should be changed for better effectiveness of Single programming document that is transforming into Operation Program Prague Adaptability.
