Same-sex marriage in the context of the Advocacy Coalition Framework

This diploma thesis focuses on the current situation regarding the coexistence of same-sex couples in the Czech Republic. The thesis deals with a proposal to amend Act No. 89/2012 Coll., with closer attention paid to the stenographic record of the 100th meeting of the Chamber of Deputies of the Parliament of the Czech Republic. The entire issue is viewed through the Advocacy Coalition Framework (ACF) theory, primarily utilizing the concept of advocacy coalitions. The main goal of the thesis is to analyze the process of discussing the proposal to amend the law aimed at legalizing same-sex marriages in the Czech Republic. The work explains how actors perceive the issue, how they influence the policy-making and decision-making process. The use of the concept of advocacy coalitions contributes to clarifying the formation and development of coalitions in public policy and to subsequently identifying how actors collaborate in promoting their interests. The source of data for the thesis was primarily information from the stenographic record, from other political documents such as parliamentary presses or laws, and also the outputs of involved actors on social networks. The Social Housing Act through the lens of the Multiple Stream Framework

The aim of this thesis is to describe and explain the process of advocacy of the Act on Social Housing in two different governmental periods, to find out the reasons for its failure and what strategies the actors used to promote their interests. The Act has been discussed in political discourse since 2007. During the government period of Bohuslav Sobotka, the agenda was pushed through and the substantive plan for the law was subsequently created. In the second government term of Andrej Babiš, work on the substantive plan was abandoned soon after the government was formed, and towards the end of the term there was an effort to push through the part dealing with the Act on Affordable Housing together with the Act on Public Benefit Housing Companies. In both periods, advocacy efforts were unsuccessful. Considering how complex and ambiguous the issue of the housing crisis and the actors involved in it are, I chose the Multiple Stream Framework for research. To analyse the policies, I used thematic analysis to examine secondary data such as public policy documents, strategic documents, expert studies and media outputs. Social policy aspects in Just Transition Plan from the perspective of Multiple Streams Framework

The bachelor's thesis is devoted to the analysis of the process of creation of social policy in the Just Transition Plan (JTP). JTP is the leading document of the Just Transition Fund, which is part of the Operational Programme Just Transition Fund. This program helps the three most affected regions with the transformation of the coal industry. Primary goal of the Just Transition is the end of coal mining and coal energy. However, the fund can also be used for other purposes, and one of them is the involvement of social policy in the form of aiding those who lost their job as a result of the transformation, as well as the long-term unemployed. It is a support from the European Union, however the EU gives the recipients of the subsidy quite a lot of freedom in the creation of Just Transition Plan. The analysis is based on the based on the theoretical concept of the Multiple Streams Framework. The Expertise of Political Parties on the Example of Presidental Elections in the Czech Republic

The Diploma Thesis is based on the Case study of the direct election of the President of the Czech Republic. Due to this Case study it examines expertise of the Czech political parties. Is there any expertise in political parties represented in the Parliament of the Czech Republic? Why analytical capacities have (or not have) influence on policy decisions? In theoretical concept including democracy, policy work, expert capacities, elections etc. the Thesis examines the relationship between the expertise of political parties and enactment of the direct presidential elections.
The Civil Service Act: Monitoring the Process of Making of the Act No. 234/2014 Coll., of the Civil Service

I devote major attention to the Act no. 234/2014 Coll., of the Civil Service, which was accepted despite the veto of the President on 1st October 2014. I briefly characterize the law and in the practical part I analyze and interpret the process of making of this law through a theoretical concept "Multiple Streams Approach". Within the theory I focus on the context of agenda setting to the issue and simultaneously I take into account the role of Policy Entrepreneurs in the legislative process of the Civil Service Act. After reading the reader will have an overview of the process of making the Civil Service Act. The reader will be also familiar with the shortcomings of this Act, for which it was criticized. The theoretical part is used for introducing to the issue. In the theoretical part I outline the historical development of the civil service in Czech Republic and I also briefly characterize the Civil Service Act. Subsequently the reader gets the knowledge about the content of "Multiple Streams Approach" in this part. The practical part of diploma work is enriched by attitudes and opinions of two political actors, who directly attended of discussing the law in Chamber of Deputies. It will be possible to compare the data received from expert survey with the results of the analysis process of making law.
Czech political parties and their policy-related expertise in field of eGovernment

E-government belongs to one of the fastest evolving part of public administration in the whole world. Political parties should have enough quantity of information and materials to make E-government enough efective and friendly for end users - citizens. These kind of informations parties have from expert committees, which are representing policy-related expertise. This paper is focused on czech political parties and their policy-related expertise in field of eGovernment. The paper is based on case study, which explore five political parties: ČSSD, KDU-ČSL, KSČM, ODS and TOP 09. The paper describes creation of expert committees, who are the members of committees, what kind of information they work with and how are the outputs of their work used.
Comparison of the organization systems of state monuments care in the Czech Republic, Poland and Slovakia

The Czech Republic is a country of a great number of historical sights. To protect them, the system of state preservation care has been established, the part of which are the Czech Ministry of culture, the Regional Councils' and Municipalities' with extended scope of authority Branches of Historical Sights Care and the National Historical Sights Institute. Nevertheless, the problem is that despite existing extensive system of state historical sights care there are cases of protection failure and progressive devastation and extinction of many cultural sights. The similar failures occur in Poland and Slovakia as well. The objective of this diploma thesis is to find out whether the present system of the sights care in the Czech Republic and comparable systems in the neighbouring countries - Poland and Slovakia secure the sufficient care of the cultural heritage, or if there are alternatives in organization of this area of the state administration. Expert knowledge of polical parties in field of education policy

Political parties are no more simply mediators between the civic society and state. It is also expected, that they are capable to product such solutions, that are based on expert knowledge and could be applied responsibly. The educational policy is one of the traditional parts of public policy, which requires complex and long-term solutions. The sources of expertise of political parties play a key role in form of knowledge and information required for such responsible decisions. Many remits same as financing of primary and secondary education were delegated from state control to regional administration due to administrational reform. The increase of power assumes expansion of expertise of political parties on regional level. The paper is focused on sources of expert knowledge of political parties (ČSSD, KSČM, TOP 09) in Prague. It describes mechanisms of generating expert knowledge for educational policy, mostly the character and nature of work of regional expert commissions. Who are the members of these commissions? What is their source of being experts? What kinds of information they work with? How is their work applied in a practice? These are the main questions of this study.
Policy-related capacities of Czech political parties in the field of defence policy

Defense policy is not a very liked public policy in general public. However it is one of the most important mechanisms, that allows us to live our lives in peace. Also, it is very important to know, who determines the direction in which defense policy is going. This paper examines which expert capacities are available to political parties in Czech Republic in the field of defense policy. Parties selected for the research are: Social Democrats, TOP 09, and Communists. This paper explains, what defense policy is and then describes the concepts of policy work and policy analytical capacity, which examines expert committees of the mentioned political parties. Data in this paper were obtained by studying documents of political parties and through qualitative interviews with members of expert committees. Policy analytical capacity of expert committees of each political party is examined in this paper. The results describe how expert committees work and what kind of experts work within them.
