Higher Territorial Self-Governing Units in the Czech Republic and Slovakia

This dissertation thesis deals with the establishment and practical functioning of the higher territorial self-governing units in the Czech Republic and in the Slovak Republic. It contains information on the development of the territorial division of former Czechoslovakia between the years 1918 and 1993, with an emphasis on the establishment of a regional system during the communist regime. The dissertation is focused on the process of the establishment of regional level of self-government in the Czech and Slovak Republic in 1990s. Debates over the most appropriate territorial and administrative division took place in parliaments of both countries after 1993. Two models of territorial division were considered in the Czech Republic - a provincial system, based on historical lands, and a regional system. Two alternatives were discussed in Slovakia - a county system and regional system. The territory of the Czech Republic was ultimately divided into 14 higher territorial self-governing units (13 regions and the Capital City of Prague), and the territory of Slovakia into 8 regions. Theory and practices of the system of regional self-government in the Czech Republic - the South Moravian region (a case study)

My graduation thesis deals with the theory and practices of regional self- government units in the Czech Republic. It analyses its functions as they were drawn up at the turn of millennium. The graduation thesis consists of two parts. The first theoretical part deals with the function of regional self-government units in general. After a brief description of the history of these units on the Czech territory - with focus on discussions on the establishment of higher self-governmental units in the Chamber of Deputies of the Parliament of the Czech Republic after 1993 - a theoretical framework of the regional self-government units is described in the chapters and sub-chapters. I discuss the problems of functions and competences of regional bodies (the Regional Assembly, the Regional Committee, the President and the Regional Services) and relations among them. The information resources of the first part were especially the Law No 129/2000 Coll. on regional self-government units and a number of scientific publications of legal and political science literature. In addition, there are discussed tasks of regional elections according to the Law No 130/2000 Coll. on elections to the regional assemblies and in respect of results of regional elections in 2000 and 2004. Tato studie ve stručnosti představuje základní principy public relations v zákonodárných sborech České republiky, Maďarska, Polska a Slovenska. Tyto země k sobě mají v řadě aspektů velmi blízko (kulturně, historicky, politicky aj.). Parlamenty v dnešních evropských ústavních systémech jsou vnímány jako suverénní vrcholné orgány výkonu veřejné moci, které vedle tradičních zákonodárných a kontrolních funkcí plní také velmi důležitou funkci reprezentativní, respektive reprezentativně artikulační. K tomuto účelu slouží čtyři hlavní okruhy činností - dostatečný informační servis pro zástupce tisku a dalších sdělovacích prostředků, vlastní komunikace s občany, aktivní přístup při tvorbě informačních a publikačních materiálů, aktivní i pasivní elektronická komunikace.

Studie představuje přehled radničních koalic, které byly po komunálních volbách 2010 uzavřeny v jednotlivých obcích s rozšířenou působností. Kromě koalic je zmíněna i vítězná strana a starosta obce. Pro informaci je uvedena také radniční koalice z předešlého volebního období, tedy z let 2006 – 2010.
