The Educational Policy of the European Union and the Open Method of Coordination

The diploma thesis deals with the use of the open method of coordination in education policy of the European Union. It views the open method of coordination as a tool based on exchanges of good practice and on mutual learning processes. The aim of this thesis is to determine whether the European Union managed to create an effective coordination mechanism through the open method of coordination in the field where the EU can only intervene to support the action of Member States. Research focuses on the Education and Training 2010/2020 work programme whose origin and implementation is connected to the use of the open method of coordination in education policy. The effectiveness of the open method of coordination in the field of education and training is assessed through two criteria. The thesis examines whether the method contributes to achieving greater convergence towards the main EU goals in education and training and whether it support spreading of good practice between Member States. Contemporary education in international perspective Abstract The thesis addresses the topic of contemporary education in European countries with a focus on tertiary education. The first part is devoted to a general overview of education in Europe, the International Classification of Education ISCED, organizations dealing with education and their activities in the form of programs, collection of internationally comparable data or publications. It includes a description of education policies in European countries and a description of education systems in selected countries. The second part analyses data for 2020 provided by the OECD on tertiary graduates, which are considered in terms of international classifications, age or gender. A cluster analysis of bachelor and master graduates, divided by gender, is carried out in order to identify the presence of regions with similar characteristics and to further analyse them to show different trends depending on the gender of the graduates, level or fields of study. Policy Design of the Unified National Examinations to Higher Education Institutions in Georgia

The Unified National Examination (UNE) is a policy, which regulates the students' admission procedure to higher education institutions in Georgia. The UNE is a special policy in terms of its design, which manages admission procedure with a centralized and standardized approach. The main goal of this thesis is to study the 'side-effects' and challenges of UNE policy, explore its organizational structure and understand the main design patterns in the policy process to find the optimal solutions for current challenges. The research problem is studied through policy design conceptual framework in order to understand how a specific instrument mix was chosen by the policy-makers and how particular redesigns of the system were made in the previous years. The thesis discusses the design process of UNE, its design types and spaces and identifies the levels of government capacities in this process and its impact on tool choices. The thesis highlights the following challenges of UNE policy: contested testing model, controversial design of reforms, 'black holes' for corruption, inequality of access to higher education and restricted autonomy of higher education institutions, which need to be addressed for system sophistication in the future. The response of German school policy to the European migration crisis on the example of four federated states

The bachelor's thesis introduces the reader to the response of the education policy of the Federal Republic of Germany to the issues of migration and school integration. The reader is acquainted with the functioning of the federal republic, the education system in the Federal Republic of Germany and the European migration crisis. The content of legislative documents in the field of education is presented within the selection of four federal states, namely Bavaria, Brandenburg, Saxony and North Rhine-Westphalia. The thesis presents a view of these documents on the school attendance of migrant students, their school integration and the influence of different religion on common subjects offered in public education. Self-awareness and its Development through Public Policy as a Factor in Choice of Upper Secondary School Programme

In recent years, the topic of people's employability on the labour market has become increasingly important in the context of its dynamic transformation due to globalisation and technological progress. The way to prepare young people in education and the adult population for these changes is the subject of career guidance worldwide. Surprisingly, this topic is currently not very resonating among the actors in the Czech Republic and is not considered as a priority of educational policy, even though it is a major focus of European educational strategies. The objective of this dissertation is to gain insight into the beliefs held by the actors in the Czech educational system regarding the topics addressed by career guidance. The dissertation uses data from the 2019 Delphi survey among the actors in education and applies a phenomenographic approach for its secondary analysis. Based on The Advocacy Coalition Framework, this thesis also aims to discover if it is possible to identify certain opinion groups among these actors. The result of this research offers a map of actors' perceptions on this issue. Current Modern Didactic Means used in Management of schools and Education

The topic of the importance of modern didactic tools in the current conditions of pedagogical practice is considered as contemporary and often discussed. The thesis deals with the question whether the application of modern technology can streamline the work of teachers, including school management and also whether it can become one of the criteria for raising the level of education and organization development. The thesis gives an insight into the ability of school management and other education participants to accept, but also induce changes and innovations in education. It also concerns the issue of schools' open-minded thinking and providing lifelong learning to local community. The thesis attempts to find a mutual relationship between effective application of modern technology, collaboration and the impact on results of entire work. The thesis deals with the use of ICT across different types of schools. The survey should also verify the impact of didactic tools on the quality and results of education by type of school, especially those who participated in the project of Ústi nad Labem Region called Community School (elementary, secondary, special), including feedback. The output of the thesis is summarization, interpretation and completion of the data obtained.
Expert knowledge of polical parties in field of education policy

Political parties are no more simply mediators between the civic society and state. It is also expected, that they are capable to product such solutions, that are based on expert knowledge and could be applied responsibly. The educational policy is one of the traditional parts of public policy, which requires complex and long-term solutions. The sources of expertise of political parties play a key role in form of knowledge and information required for such responsible decisions. Many remits same as financing of primary and secondary education were delegated from state control to regional administration due to administrational reform. The increase of power assumes expansion of expertise of political parties on regional level. The paper is focused on sources of expert knowledge of political parties (ČSSD, KSČM, TOP 09) in Prague. It describes mechanisms of generating expert knowledge for educational policy, mostly the character and nature of work of regional expert commissions. Who are the members of these commissions? What is their source of being experts? What kinds of information they work with? How is their work applied in a practice? These are the main questions of this study.
State-administrated secondary schooling leaving examinations (Maturita): stated objectives from the actors perspective

The bachelor's thesis deals with the area of education policy as a subset of public policy. It focuses on the issues associated with the Czech secondary school graduation examination (maturitní zkouška), presenting especially the current thinking in the area of graduation examination from the viewpoint of education policy actors. This thesis utilises the Advocacy Coalition Framework approach to identify belief consensuses within the graduation examination discourse across a segment of selected expert participants. For this purpose, the Q-methodology is applied as it is fundamentally able to reveal consensuses and thus identify the relevant coalitions. The chapter containing the outputs of Q factor analysis constitutes a crucial part of the thesis, clearly revealing two independent schools of thought in this area. Exploratory interviews were conducted during field research and their outputs significantly contributed to the description of the established factors and advocacy coalitions.
The impact of poverty and social exclusion in schooling and education of children and adolescents

The thesis deals with the topic of poverty and social exclusion in the context of education on the theoretical and empirical level. The theoretical part of the thesis concentrates on summary of poverty and social exclusion. It specifies the fundamental definitions, concepts and causes of its formation. Further, the thesis deals with the risks in the context of education, concentrates on government strategies, educational policy and institutions in the Czech Republic. Also, it describes the situation in the Czech Republic and concentrates on the demographic development of the Praha- západ county. The aim of the thesis is to find out how the social workers of Městský Úřad Černošice reflect poverty and social exclusion and whether it has any influence on school results. As far as the empirical part of the thesis is concerned, it contains qualitative research based on interviews with the social workers. The content of the interviews is based on the content analysis of the topics in the theoretical part of the thesis.
