INFLUENCE OF REGULATION ON THE STRUCTURE OF HIGHER EDUCATION SYSTEM IN CZECH REPUBLIC

Abstract The structure of higher education system in the Czech Republic has changed over the past ten years. Gradual expansion of private universities was the main cause of this change. The importace of investment in human capital, forms of state regulation in higher education and the dangers that the regulatory authority of the Accreditation Committee faced are described in the theoretical part of Diploma thesis. The analytical parts is focused on the number of applicants and the number of gradutes in accordance with educational programs and their emplacement at the labour market. The fuction of Accreditation Committee, as the main regulator of higher education in the Czech Republic, concludes the analytic part of the thesis. My taskis to find out, how did the structure of higher education system change due to its regulation and wether the further development of educational system is efficient enough.
Education and certification of IT workers

This bachelor deals with some possibilities of certification of IT workers, defines the concepts associated with area of certification, includes the list of some training and certification centers in the Czech Republic and the prices at which these centers offer certification exams. The work also contains a relatively long part with detailed information about certificates. It focused on several levels of certification. It is about certifications of general IT knowledge and skills using specific software and hardware products. At the conclusion follows from a comparison of the certificates of several different viewpoints. At the conclusion of the work also contains a selection of several certificates, which are based on selected criteria, identified as the best on the market.
Education of Health Workers

This thesis deals with the issue of educating helath workers. It describes mainly the legal framework of current situation and touches also the aspects of adults' education, humen resources and the educational system. Based on the teoretical knowledges there is built the methodology for creating educational plan in Hospital Pelhrimov followed by recommendations.
The effekt of accreditation on the quality of health care providet in selected medical facilites.

The quality of nursing care is becoming an increasingly important concept in contemporary nursing. The most effective means of achieving quality of nursing care and the means of proof is the accreditation of medical facilities. It is a significant appreciation of professionalism, the work of health professionals and an important signal for the patients. Quality of care, security of supply and preventing potential risks for health care priority. The main aim of the thesis "The influence of accreditation on quality of care in selected health facilities" was to map the set of quality management and impact monitoring and evaluation of quality indicators in hospitals accredited by the Czech Republic. To determine whether accreditation has become an instrument to ensure comparable quality, and time has changed from an unpopular instrument into an instrument for continuous quality improvement. The survey took place from November 2010 to March 2011 in the form of quantitative data collection using an anonymous questionnaire survey in selected hospitals accredited by the Czech Republic. In the research study were asked managers of nursing care, main, upper station and sisters. The thesis has been established 6 goals. The first objective was to determine what indicators of quality nursing care in accredited hospitals pursue. Interested in us as quality indicators that were studied before accreditation, and quality indicators to setting up medical facilities in preparation for accreditation. The second objective was determine how frequently watched indicator of quality is monitored in hospital. The third objective was to determine whether there was in accredited hospitals to reduce adverse events - falls. The fourth objective was to determine whether there was in accredited hospitals to reduce the incidence of nosocomial infections in complying with barrier nursing regime. The fifth objective was to identify the biggest problems arose during the implementation of audits, completeness and comprehensiveness of nursing documentation management into practice. " The sixth objective was to determine whether there was during the preparation of an increase in hospital nursing staff. The thesis then was examined six hypotheses. First hypothesis Accredited hospitals monitor the quality of care provided by at least ten quality indicators - were confirmed. Hypothesis 2 The most frequently monitored indicator of the quality of nursing care, the prevalence of pressure ulcers - was confirmed. All respondents said they monitor the prevalence of pressure ulcers as an indicator of quality nursing care. Hypothesis 3 gaining accreditation to reduce the incidence of falls - was confirmed. Hypothesis 4 obtaining accreditation decreased nosocomial infections - was confirmed. Hypothesis 5 The biggest problem in implementing the audit, management complexity and completeness of nursing documentation in practice "has been an increase in paperwork for nursing staff - were confirmed. Hypothesis 6 During the preparation for accreditation has been an increase in nursing staff - has not been confirmed. Accreditation is perceived by respondents as beneficial for the hospital. Due to accreditation standards and developing quality indicators were identified risk areas in the provision of hospital care and detail can be paid to the prevention of adverse events, nosocomial infections and other risks. The results of work will be to provide medical facilities where the research was conducted investigation, the presentation of the research will be presented at a conference, the South Bohemian nursing days "and also gives the United Accreditation Commission of the Czech Republic as a presentation at the conference to be held early next year (spring ) 2012th Nursing standards were created.
IDENTIFICATION OF THE INPATIENTS USING IDENTIFICATION WRISTBANDS

The health service faces one of the risks, namely a case of patients mistaking and therewith connected fatal failure of the medical personnel. The current trend is to find methods and process adjustment to minimize such risks. A possible solution is a patient identification by means of an identifying wristband. The present work tries just to answer whether this assumption is right. The theoretical part defines basic concepts. It describes history of providing a safe health care for patient and above all adverts to development and importance of patient identification in the health service. Furthermore it deals with division of identifying wristbands, including comparing studies. The aim of work was to find out, whether nurses make use of identifying wristband for proper patient identification. Furthermore it was a view of patients and nurses on application of identifying wristbands.

Accreditation of a health care facility means "recognition that the facility is capable of providing quality health care and has developed The main goal of the research was to map whether nurses in the České Budějovice Hospital are duly prepared for the accreditation audit by the United Accreditation Board of the CR. Although the nurses succeeded attention has still to be paid to the individual partial topics contained in the UAB audits to eliminate possible mistakes or failure.
Fulfillment of the qualification requirements for the social settlement´s staff members in the South Bohemian region.

The Bachelor Thesis is concentrated on the fulfilment of the qualification requirements of the personnel of social departments of the municipalities in the South-Bohemian Region. Its theoretical part deals with the professional profile of a social worker, their roles and competences, the possibilities of social and further education of social workers. Its practical part contains the analysis of professional qualification of social workers before the accession to employment, analysis of their current education degree achieved, analysis of their current studies and the possibilities of further professional development. The aim of the thesis was to find out how the social workers meet the qualification requirements prescribed by the act on social services. Partial aim was to analyze the situation in the possibilities of further development of social workers.
Verification of glucose assessment analytical method

The topic of laboratory accreditation as well as validation and verification of analytical methods has been very current in recent years. Because of the serious impact of analytical results of the measurement on practice, it is required that the results of the analytical measurements were as accurate as possible. This paper deals with the verification of the analytical method determination of glucose, as proof of achieving optimum measurement uncertainties. The verification of spectrofotometric glucose determination was performed using the Cobas Integra 800 analyzer by enzymatic hexokinase method. For the measurement in time the control materials of internal quality control were used and for the measurement in series the control materials of external quality control were used. From the measured values we specified the necessary statistical data (the arithmetic mean, standard deviation, the coefficient of variation, bias, yield) and using these we specified the values of combined and extended uncertainty. The combined uncertainties of both samples shouldn't be higher than 10 %, according to the SEKK association. The combined uncertainty of our first sample was 6.81 % and the second one had 6.45 %. The extended uncertainty of the first sample was 13.62 % and the second one had 12.90 %. From these data, we can conclude that the verification of analytical methods for the determination of glucose succeeded.
Level of Quality Management and Safety Survey in Selected Hospitals in the Czech Republic.

Quality of care has become an important concept in present nursing. Accreditation is proper evidence and also the most efficient means to achieve high-quality care. Procedure of accreditation in the Czech Republic is most frequently administered at national level by the Joint Commission on Accreditation of the Czech Republic. The main objective of my thesis was to survey the setting of quality management and safety in selected hospitals in the Czech Republic. I used quantitative research and quantitative method {--} interviews and questionnaires in hospitals in České Budějovice, Český Krumlov, Písek, Prachatice, Tábor, Jindřichův Hradec from January to March in 2010. The qualitative part had the form of interviews with staff-nurses from above mentioned hospitals. For this part of work I set seven survey questions that had stemmed from the standards of accreditation of the Joint Commission on Accreditation. These questions referred to implementation of Programme of Quality Improvement and Safety of Provided Services, to the process of auditing, to the quality and safety data collecting, to the process of observing clients/patients´ satisfaction with nursing care, to the setting of report system of unusual and abnormal situations, to the setting of efficient system of complaints solving and to the standardization of health care. On the grounds of these interviews 9 hypotheses were set. These hypotheses were acknowledged in the quantitative survey among head nurses from above mentioned hospitals. 111 questionnaires were handed out, 82 questionnaires returned. The first hypothesis (proved) was: Head nurses play active parts in the Programme of Quality Improvement and Safety of Services Provided. The second hypothesis (not proved) was: Head nurses who perform the function of an auditor, have the certificate of accredited course. The third hypothesis (proved) is: The most frequent indicator of quality of nursing care is observation of patients´ satisfaction with provided care. The fourth hypothesis (proved) is: Head nurses have a form for reporting unusual/abnormal situations available. The fifth hypothesis (proved) is: Patients/clients have questionnaires available to express satisfaction with the care. The sixth hypothesis (proved) is: Corrective measures are taken at wards, on the grounds of patients/clients´ satisfaction with care. The seventh hypothesis (proved): Head nurses participate in preparation of nursing care standards. The eighth hypothesis (not proved) is: Head nurses engage nurses with advanced education in preparation of the standards. The results proved that only those nurses are engaged, who display interest, regardless of their education. The ninth hypothesis (proved) is: Nursing care provided at individual wards has a form of nursing process. Neither nursing process nor nursing documentation is used in one hospital only. The results of the survey will be provided to staff-nurses of the hospitals as a background for continuous quality improvement of provided care.
Standardization of nursing care as an integral part of preparation for the accreditation survey

The Diploma thesis deals with standardisation of nursing care in the context of preparatory work for accreditation survey, i.e. a mutual harmony between standards developed in health care institutions and those developed by the SAK ČR accreditation commission. Standardisation is a process of setting essential rules which should guarantee providing a high quality nursing care. These rules (standards) enable to evaluate the quality of all nursing activities. Nurses should be aware of standardisation process and be actively engaged in it. The theoretical part describes the part of Czech nursing system concept focused on the quality of nursing care, defines the quality itself, maps the systems which help improve the quality of nursing care in health care institutions and refers to the formation of nursing standards. Practical part deals with five aims stated at the beginning: To map the quality of standardisation in nursing care as a preparatory part of accreditation survey. To find out if nursing care in hospitals is carried out through the method of nursing process. To find out if nursing care is supported by properly kept documentation. To find out if the needs of education were considered for all patients. To find out if nurses are aware of the importance of nursing care standardisation. We chose a quantitative research method. To collect the research data we used anonymous questionnaires. Each of the hospitals was given 50 questionnaires, i.e. 250 in total as the research group was made by respondents from the hospitals in Jindřichův Hradec, Pelhřimov, Tábor, Písek a Havlíčkův Brod. 230 completed questionnaires were returned and 204 of them represented then the research group. Within the research, we accomplished the aims stated, and proved these hypotheses: Hypothesis 1 (H1): The hospitals meet all requirements of accreditation survey of nursing care standardisation. H2: Nursing care in the hospitals is carried out through the method of nursing process. H3: Nursing care in the hospitals is supported by properly kept documentation. H4: The needs of education were considered for all patients and recorded in the nursing documentation. H5: The nurses are aware of the importance of nursing care standardisation. The quantitative research resulted into the statement that all hospitals meet the requirements of accreditation survey of nursing care standardisation. Nursing care in the hospitals is carried out through the method of nursing process which is properly recorded in nursing documentation. It was also found out that the needs of education were considered for all patients and properly recorded in the nursing documentation. The nurses are aware of the importance of nursing care standardisation. The facts resulted from the research prove that the quality of nursing care in the chosen hospitals is very high and meets the requirements of accreditation standards. The research findings will be offered to the hospital managements as an educational material for nurses and midwives.
