Ways how media inform about extraordinary events
WAWREYN, Štěpán
The ways how media inform about extraordinary events have an important influence on determination of people, institutions and organizations. If the state agency is not able to respond on extraordinary events fast enough, the information is published regardless of an institutions{\crq}s opinion. Every in this way established information lives its own life {--} it becomes a source used by other media, it is taken by the broadcast and people discuss it. This status is mostly irreversible. Fast, realistic, pragmatic and complete information means a lot. The real truth of information is the difficult problem and it stands to reason, that all significant subjects should inform their surroundings properly and actively. In this work there are summerized some demands on a press agent, his/her scope of employment, which doesn´t consists only of informing about extraordinary events but also includes the comprehensive long - term cooperation with media. Next there are enumerated sorts of mass media and representatives of individual media applied in the Czech republic There is the description of the possible use of these representatives for information according to ratings, number of printed copies and quantity of people reading newspaper, listening to the radio and watching television. Next there are elaborated possibilities of communication with mass media, which consists of briefings and interview and next there are described principles of communication with media. In this work there are also described sorts of extraordinary events and basic information for population about its origin
The concept, structure, operational forms and methods of rescue units in the Czech Army and their activities within the Integrated rescue system
MRZENA, Pavel
The concept, structure, operational forms and methods of rescue units in the Czech Army and their activities within the Integrated Rescue System Negative aspects such as insensitive or ill-judged human treatment of the nature, worsening climatic conditions, dynamically developing transport and industry cause occurrence of various noxious agents that endanger the health of the human beings as well as animals and they also contaminate their surrounding and living spaces. Their impact on the natural disasters has been scientifically proved. It refers to extraordinary events and crisis situations that people cannot avoid. In present day there is also a new phenomenon which means terrorist attacks. All these facts force countries all over the world to establish certain systems and units that would insure reducing of the possible risks and that would be able to take measures against loss and damages to lives, health and property or would be able to decrease them. For all these reasons the existence of an organizational complex called Integrated Rescue System in the Czech republic is inevitable. It will be used in cases of rescuer actions and liquidation works when a simultaneous cooperation of more units of this system is needed. To reinforce these units in cases when they cannot get the situation under the control the rescue formations of the Czech Army use other forces and resources of the Czech Army. The aim of this work was to confirm and approve a good cooperation of the basic units within Integrated Rescue System with the rescue units of the Czech Army and make a certain survey which would introduce the Czech Army within Integrated Rescue System even to a laic public. We can claim that the functioning and collaboration of these units is developing and improving all the time and the system works as a complex.

To make these problems clear the identification of safety risks leading to emergency event creation there are characterized terms of emergency event and individual groups of possible risks. On the basis of these specifications in this work the attention was aimed at determination of system state bodies and municipality bodies{\crq} fields of activities and authorities, mainly in phase of emergency event preparation and solution. The problems existing in this field mainly occurring in practical usage of individual legal standards are stated in this work on the basis of analysis results. It is essential if legislation terms are unified and cleared and power and responsibilities refilled to some bodies of security system of Czech Republic, mainly villages with widened field of activity and resolved not unified territorial authority of concurring bodies of integrated rescue systems in order to secure the unified procedure of emergency events preparation and solution.
Performance of hospital emergency team mass take in of patients separation for small, medium and big hospitals (local, district, faculty)
TOMÁŠKOVÁ, Lucie
The main objective of my work was to summarize entire information available about performance efficiency of rescue teams (hospitals) at massive reception of patients to hospitals. As a sample, the hospitals in South Bohemia were chosen, and that local, district and teaching hospitals as well. Even that each of the hospitals has their own traumatology emergency plan, you can hardly think of readiness without knowledge of the contents of the plan on the side of the individual administrators involved. In addition, the hospitals do not know accurate or theoretical numbers that would evaluate the performance efficiency of their rescue teams. I have collected the data from current operation of the hospital; from scheduled operation of the hospital under the conditions of massive reception of the likely affected; and from professional literature. Firstly, I focused on various causes of emergency or crisis situations, on classification of those, considering the place of origin, and on their sorting that is used as a base in order to activate the traumatology plan and the rescue team in the hospital. Secondly, I described the pre-hospital medical care at emergency and crisis situations that is covered by the medical rescue service within the Integrated Rescue System-i.e. the time before the traumatology is activated, and the people affected are received into the hospital. Thirdly, I worked with traumatology plans in the hospitals, explaining why they should exist in every hospital. After that, I described the traumatology plans of the individual hospitals that had been chosen as samples. (The Hospital České Budějovice a.s. is a teaching (big) hospital; the Hospital Tábor a.s. is a district hospital (medium type); the Nemocnice Prachatice a. s. is a local (i.e. small) hospital). Then, I processed the responses by head physicians in the trauma centres in the sample hospitals: I had asked questions related to their orientation and knowledge of the performance efficiency of their rescue teams and to activation of the traumatology plan of the hospital at massive reception of the affected. Finally, I confronted my results with the information in professional publications, especially in the article written by MUDr. Pavel Urbánek ``The Link-Up between the Pre-Hospital and Hospital Care in Case of Massive Disaster{\crqq}; then, I compared my results with the hospital medical care and capacity of hospitals in the Netherlands. In conclusion, I present my evaluation of the existing situation, following from the data and knowledge collected; there are proposals of my solutions as well.
Possibility of being an exceptional incident in South Bohemia Paper mill in Větřní
SAMKOVÁ, Jaroslava
Possibility of being an exceptional incident in south Bohemia Paper mill in Větřní This paper is drawn up to cover key events included within comprehensive system of emergency safety measures in JIP a.s., Větřní operations. Based on current knowledge, human safety is defined as the safety of human system, which considers the following protected interests:  People, their life, health and safety  Environment  Property and public welfare  Technology and infrastructure Today, many different classifications have been so far produced to describe phenomenon, where in various areas of humankind activities occur situations that are not regarded as of ordinary conditions. Unifying terminology employed in this respect uses the phrase ``emergency event{\crqq}. This can be defined as ``destructive effects of powers and events caused by human activity or nature{\crqq}, but it also includes break downs (caused again by human activity). These can all put in risk people, their health, property or environment and require salvage or cleanup activities. This paper focuses on selected areas of potential emergency events response. Its aim is to establish a document which summarizes information on emergency events potential risks and launches the emergency event recovery system to be employed under an actual emergency. This paper refers to current applicable legislation in force, which I believe covers all needs in respect to major emergencies as well as the salvage and cleanup issues.
The history of the gendarmerie and the police, their role in the society and the integration of this consituent into the integral rescue and emergency control
NOVÁK, Petr
In my bachelor paper I pointed at the evolution of the police and the gendarmerie and part work of the police at the time of solving an emergency situation, including the necessity of coordination with other components, which ended in the establishment of the integrated rescue system and the crises management. The Police of the Czech Republic are controlled by the law no. 283/1991 Sb., about the Police of the Czech Republic as an armed security brigade of the Czech Republic. As the executive body of the state power it fulfils its specific function at order protection, safety of citizens and safety of either private or public possession. In respect of its structure and organization and continuous emergency it is fated to fulfilling its responsible tasks of the safety part also at the time of emergency situations. The preparation and the way of security of the public order and the safety from the side of the Police of the Czech Republic during an emergency situation are one of the important tasks. It is possible to manage it preferably thanks to a responsible attitude, the region orientation, foreknowledge of the emergency situation, right interpretation, perfect cooperation, quick monitoring of the situation, a well-timed and purposeful start-up of strength and resource to prevent a public order and safety nuisance. In the bachelor paper there was documented the process of the Police during a tactic training ``Winter stadium 2006{\crqq}, during a training convocation of policemen and a survey among policemen was made in a form of a questionnaire. Among the interfering men, it means also among policemen, there must be created reasonable law environment in the sphere of the crises management as well as IZS and there must be a modern and effective technique available. Due to the bachelor paper it was proved that the assessed hypothesis was confirmed, since the establishment of IZS and the crises management and incorporation of the Police into the system is a unique contribution for its function during the preparation for emergency situations and during the implementation of rescue and cleanup work.
