Foster care termination prior to child's legal age

In the Czech Republic, substitutional family care takes several different forms. The most frequent are adoption and foster care. This thesis concentrates primarily on foster care. The most important preconditions for placing a child into foster care are the child?s interest and the guarantee of a proper upbringing. Children in foster care maintain the ties with their biological family, and the parental responsibility remains with the biological parents. Foster care begins with the decision of a court and ends when the child reaches maturity. However, the court may terminate it sooner if there are relevant reasons. The reasons for terminating foster care before the child reaches maturity can originate either on the children?s or the fosters? side. In any case, the subsequent failure of foster care has a tremendous impact on the future lives of the children involved. This thesis aims on discovering reasons why foster care is terminated before the child becomes an adult. The secondary aim is to determine the influence of foster care on further life of children who were placed into it. The strategy used in reaching these aims was the qualitative analysis. The employed methods included the questioning, partially directed interview and document analysis. The first research sample consisted of a female and several males in the age of 20 to 27 who grew up in foster care which had to be terminated before they could reach maturity. The second research sample consisted of foster couples in whose families the members of the first sample had been growing up for some time. The results indicate that the reasons for premature foster care termination can indeed be found on the child?s as well as the foster?s side. On the part of children, problems are often caused by their age, their capabilities in school, genetic predispositions, and their ability to accept the values of the substitutional family. On the part of fosters, the most important factor of foster care success is their ability to accept the child with his/her specific needs and personal limitations which are given by his/her unfavorable family conditions and personal anamnesis. Due to unrealistic expectations of the foster family the children subsequently fall into undesirable behavior, and the combination of these factors endangers the stability of foster care. The motivation of fosters to conduct foster care is highly relevant as well. This research has also concluded that life of young people who spent some time in foster care is most definitely influenced by their stay in substitutional families. A positive influence can be seen in the experiences, opinions and values acquired in the foster families. These values have formed the children?s own view of life. They became aware of differences between normally functioning families including their foster families, and their biological families? way of life. This realization serves them well when building their own independent life. The author of this thesis is convinced of the severity of this topic because it has a direct impact on the lives of young people. The author believes it is necessary to focus on the selection of future foster parents in terms of their suitability to accept a specific type of child. Also, it is of paramount importance to take into account their moral profile. The results of this thesis may support a better selection of suitable fosters, creation of family ties, and better work with foster families. The thesis will be made available to a regional authorities which make decisions about the suitability of fosters, as well as to social workers from institutions that focus on social and legal protection of children with regard to foster care.
Educational attitudes of foster parents.

Foster care is a form of foster care and it regulates family law (Foster care is a form of foster care and it regulates family law). Foster care controls and guarantes the State. Children suitable for foster care are children which are legally free, and therefore can not be entrusted to adoption. To foster care are usually placed older children or children with disabilities. Foster care expires at legal age of the child. If the child prepares for a future job, foster care can take up to 26 years of age. Foster care can be performed in groups or individually. In the first chapters on the topic: educational attitudes of foster parents I deal with family and the atmosphere in it. In the other chapters I describe forms of foster care - custody, guardianship, adoption or foster care and adoption, where I also mention the history of foster care and intermediation of adoption and foster care. One chapter I deal to biological parents of the children because foster children in foster care and biological family have the right to be in contact. In a few chapters I deal to education, where I write in detail about educational resources and of reward and punishment. In addition, in the chapter on education I deal with parental attitudes toward child. In half page I deal chapter titled rules, where I mention the importance of the rules and the various areas in which there are rules. One chapter I devote to conflicts and their solutions, where I write about the different ways to solve the conflict. Because they are placed in foster care the children with disabilities, at the end of the theoretical part of the thesis I deal with chapter named: the children with disabilities in foster families, and specifically down syndrome and autism. I choosed a qualitative method for the research project and I performed interviews with respondents with half structured interview. The respondents were six foster families. I recorded interviews on the recorder with the consent of the respondents and then transcribed . The only criterion to decide on the respondents was that the respondents must be currently foster parents and be in foster care for at least one foster child. In the research section I have chosen the following objectives: 1. The objective is to establish a conscious and unexplored educational attitudes of foster parents 2. The operational objective is to capture the context changes and the development of educational attitudes of foster parents. To achieve these objectives, I formulated the following research questions: 1.Which styles of education do foster parents use in the upbringing of the children? Half of the respondents agreed that in education are important rules and boundaries that should be respected. In the education of children with foster parents attempt to a democratic approach. 2. Which rewards or punishments do foster parents use? Foster parents report that violations of the rules are punished by a ban on popular activities, such as television or computers. Foster parents agreed that physical punishment don´t use, except for an occasional slap. 3. Do exist differences in education of biological children and conferred on the children in foster care? All foster families have agreed that they don´t make differences in education, biological and conferred on the children. But also the majority of foster parents think that generally foster parents make the differences between biological children and the children entrusted, for example, as clothes, and that for some it is a lot to see. Two guardians indicated that there should be a difference in approach, in the sense that not everything should be entrusted children to say straight. The conclusion of my bachelor thesis I finish discussion, where I return again to the results of the research part of the thesis. This thesis provides an authentic experience of foster parents
Protection of the foster Family in the Czech Law

This bachelor´s work deals with the protection of the alternative family in the Czech law. The aim of the work was to find out whether the legal system of the alternative family care doesn´t show lacks and whether it really protects the interests and rights of minor children and their alternative parents. This work is devided upon two basic parts, the theoretical and the practical part. In the theoretical part the present conditions of the alternative family care in the Czech Republic are described. It especially concentrates on foster care and adoption. The following chapter is dedicated to confirming of the alternative family care in laws. I deal here more with actual questions of the law system of the alternative family care ? the amendment about social-law protection of the children and a new Civil Code. The last chapter of the theoretical part describes the own process of intermediation of the alternative family care and it points on pitfalls and problems connected with this issue. The practical part concentrates on the description of the technique of information collection and result evaluation. The qualitative method of the semi-structured interview. 12 specialtist answered the questions ? 4 judges and 8 social workers. It´s clear from the results that in these days the state ensures sufficient protection for alternative families according to the specialts. The respondents alerted to changes that are brought by law amendment about the social-law children protection, about family even the new Civil Code. These changes which especially concern the support and professional accompanying of the alternative family along with the respect of the children´s rights to know his origin, they can provide the alternative family according to the opinion of the respondents with increased protection and decrease the risks of malfunction. It is safe to say that the contribution of the law changes will be verified in practise in the course of time. Even though the most of the respondents evaluate the new law amendments of the alternative family care positivly, they express their concerns on how it will succeed to bring the changes into practise. According to the respondents the NRP system is not ready enough by the personal, institutional and professional points of view. The practise wil show us if it will be succeeded to remove the obstacles and the current law amendment will ensure for the alternative family in the Czech Republic more suitable conditions for creating and preservation of the functioning family environment. By the social workers and even by the judges evoked questions concerning the foster care for a temporary period and informing the child about the adoption before entering the school rather stormy reactions. During the interviews another question related with this topic has arisen. Almost all of the respondents take for a serious problem the growing number of families with inconvinient property and economical conditions. These questions are more introduced in the discussion. The work has fulfiled its aim. It has pointed on the alternative family care problems and it has also pointed on many points which could be more analyzed in the thesis.
Ethical acceptability of foster care from the perspective of Christian ethics

This thesis is concerned by the problems of foster care from the view of Christian ethics. It presents interpretation of marriage and family in the Bible, in Christian tradition and at present. It deals with the conception of foster care from history to contemporary form and its valid laws of the Czech Republic. It touches on ethical issues related to foster care. It shows the basic Christian principles, which justify the foster care, however the discussion about its specific shape and form is possible.
Specifics of Foster Care of Sibling Groups

The present bachelor thesis is engaged in specifics of foster care of sibling groups, and it is divided into two parts: theoretical and empirical. The theoretical part consists of four basic chapters. The first chapter describes the importance of family for children, the second chapter focuses on substitute family care, the third part explores the issue of children in foster care and relations among them, whereas the fourth chapter delves into the mediation of substitute family care. The empirical part introduces results of the research that was conducted by form of semi-structured interviews with five foster families, selected in advance, which families have a many-year experience in foster care. The objective of the research was to find the answer to the question: What are the specifics of foster care of sibling groups?
Ethical view on abortion and its legalization

The thesis deals with the question of abortion. It briefly introduces the history of abortion and definition of basic terms. Further, it describes basic procedures for the implementation of abortion, pontential health problems, and mentions the Hippocratic Oath, too. More attention is then paid to the abortion legislation in the Czech Republic, including the current legislative texts, criminal responsibility, but also facts associated with the restrictions on abortion law. The thesis brings information, which characterizes ethics as a scientific discipline and its view on abortion. Finally, there are also mentioned basic differences between adoption and foster care, as well as other ways how to solve unwanted pregnancies.
Sources of identity creation of adopted children

Regarding the legal act adoption is the highest and the most advantage type of substituted care for a child, as the legal status of an adopted child is the same as of tan own child. Currently children are informed about adoption from a very young age. Applicants for adoption are trained in access courses about the way how to explain the whole situation to an adopted child. The aim of my thesis is to find out what importance adopted children put to the adoption itself and how this fact of adoption influences their identity. What roles play other people around them who know that the child is adopted? I used for my research fact-finding strategy- The method which I obtained data were from semi-structured interviews with adults once adopted as children conducted face to face or by e-mail.the next source of information was internet debate. The research was done on five adopted adults who were adopted as children ranging from 20 to 40 years old including myself. I gained respondents through a method called snowball. Through the biographic research method I worked out the data which means to reconstruction and interpretation of human?s life by somebody else and qualitative conceptual analysis of replies. The result of this is introduced as a biography of adopted children and also as a conclusion of answers in this research. In finalizing of the result comes the fundamental discovery that the effect on identity of adopted children has the foundation of a loving family. I found out that adoption itself did not mean anything noticeable at respondents or the impact of other people around them. The main thing which matters is a functional family, which they have.
The main reasons for removal children from their parents and handover to institutional or different alternative education. The cases dealt with OSPOD in Trhove Sviny from the years of 2001-2011.
PILEČKOVÁ, Jindra
The thesis follows up the concrete reasons that led to the suggestion of SPOD Trhové Sviny to remove a child from their parents and subsequent placement in foster care. The theoretical part describes a family, its functions, family relationships, parenthood and parenting disorders, incomplete family and foster family. Also briefly refers to the needs of children, their mental and emotional deprivation in early childhood and risk factors that have a major impact on children. Finally it follows up legislation, SPOD , institutional care and the types of institutional care facilities, where is a follow-up care after removal of the family. The practical part is focused on individual cases, case studies are divided into three basic groups. The division consists of more detailed specification of the main reasons for taking children from parents in all twelve cases. The thesis also pursues to social work with families realized by SPOD, their possibilities in preventive and advisory activities. Last mentioned activities are very important and indispensable. If they will be cover, there will be no cases described above so often.
What type of children do the applicants of foster care desire

This bachelor thesis deals with a substitute care in the Czech Republic. It shows differences between substitute family and educational care. The substitute family care is divided to adoption and foster care. At the forefront of this work is the process of adoption or foster care in practice, when an integral part of it is a role of regional office. The objective of this work is to identify and evaluate details from questionnaires for those who are interested of foster care at regional offices, how tolerant they are and what children they would ideate for their families. The theoretical part describes family and its importance for child developing, it points to problems of psychological deprivation at children, distribution of substitute educational and foster care including the historic definition. It focuses on the description of all forms of alternative cares with a focus on foster care and finally characterizes the mediation system of foster care in the Czech Republic. The practical part deals with data analysis of applicants for foster care, from which comes the thesis title ?What children the applicants for foster care want? at the regional office in Ceske Budejovice for the year 2011.
Comparison of the Alternative Forms of Family Care in the Czech Republic and in France

This thesis deals with the broad issue of family and institutional care. The aim of this thesis is to compare various forms of alternative family care in the Czech Republic and France and critically evaluate the advantages and disadvantages of this care in both countries. The thesis is divided into three parts, the first one, which is focused on the situation in the Czech Republic, and the second one, which is focused on the situation in France, are mainly interpretational and describe in detail the legal framework of alternative forms of family care. The third part contains the comparison of different forms of care and evaluates and compares their advantages and disadvantages. The thesis includes summary in French and bilingual glossary.
