Analysis of forces and means of Integrated Rescue System basic components, emergency scopes

The thesis deals with brief analysis of forces and appliances of Fire rescue service, Police and Emergency medical services. Operations concerning collaboration of IRS bodies in the emergency are also described. The author points out on fire technique, which is outdated and that need restoration. At the end of this work it is dealt with some advantages and disadvantages of using forces and appliances in present conditions including suggestions for improvement. A case study based on a true incident and involved attendance of IRS is presented in the appendix.
Comparison of radiological and chemical weapons in the context of their use in terrorist attacks against civilians

The thesis is focused on radiological and chemical weapons in the context of their use in terrorist attacks against the civilian population in relation to rescue and clean up operations of the Integrated Rescue System (IRS) of the Czech Republic. The objective of the thesis is to specify the terms of radiological and chemical weapons, to assess potential negative consequences of their use with the emphasis on the threat to life and health of the population, to evaluate the economic impact on society and to compare the IRS activities during the immediate intervention carried out after a terrorist attack. The topic is dealt with based on the research and the analysis of rules of law in force regulating activities of the IRS components in these major incidents and also of documents of the IAEA (International Atomic Energy Agency) and other works focused on the misuse of radioactive and chemical agents in terrorist attacks. Severity and complexity of the issue is illustrated by information given on the radiological accident in Goiana in Brazil, sarin attacks of the Japanese sect Óm šinrikjó and consequences of the model example of the use of radionuclide 137Cs. In the thesis the current methodology on which the IRS components operate in such emergencies is analyzed, and some aspects that are subject of the set of type activities, worked out by the Civil Emergency Planning Committee and DG Fire Rescue Service of the CR, which may become weak points during a real action of the IRS, are pointed out. One of major issues analyzed in this study is comparison of radiological and chemical attacks with the focus on the initial phase of the intervention of the IRS components. Presentation of differences in individual activities of the IRS components in such interventions can contribute significantly to understanding and subsequently managing the activities carried out by the IRS components in these major incidents.
Does it reply to preparation of task inposed on voluntary fire brigade?

A lot of emergency situations, when emergency interventions of certain components of the Emergency Response System (ERS) are necessary, occur daily in our country. Fire prevention units belong to the basic components of the ERS. After the transformation of the army system and the disestablishment of emergency corps, the number of interventions when the fire prevention units will be called up will increase. The thesis which deals with the issue {\clq}qDoes the equipment of volunteer firemen comply with requirements of their mission?`` examines if the equipment necessary for firemen interventions meets the needs. In the Jindřichův Hradec area there are 18 fire prevention units of categories FPU II and FPU III (FPU {--} Fire Prevention Unit) which belong to those units that cover the requirements of the area. The equipment of individual volunteer fire units and the equipment of fire prevention units is not the same. The main differencies are due to different missions of the two kinds of units (interventions in vehicle accidents, in fires, or technological interventions). All volunteer fire units are equipped with a cistern fire engine of different age which is used to transport water. The transport vehicle is used also by the fire units to transport the fire squad to the site of intervention. Besides the main equipment such as cistern containers and fire fighting trucks the fire units use auxiliary equipment. In two volunteer fire units a survey of the development of the equipment in the course of its existence is given. It reflects the development of the equipment - at first only the equipment for fire interventions was used. Nowadays, the volunteer fireunits take part in a range of emergency interventions (fires, vehicle accidents, natural disasters, calamities {--} floods, winter storms).
