The Optimalization of Municipal and State Taxes in Municipality Budget Revenues

The master´s thesis on the theme Optimalization local fees and taxes of municipal budget deals with the local fees, the budgetary allocation of taxes and tax revenues of practicular municipality. The entire thesis is concentrating on the village as basic level of the local authority. Within literature search, this thesis treats of basic concepts such as local fees, fee elements, theory public finance, the budgetary allocation of taxes, fikal federalism and tax autonomy. In the firs part I deal with the essentials characteristic of the village corresponding to the municipal low. The second part is devoted to the issue of municipalities. The practical part is focused on an analysis of revenues of municipalities and is application to a particular municipality. I chose the town called a Kardašova Řečice. In this town I was born and now I live there.
Measure of fiscal decentralization

The aim of this thesis was to quantify and asset the degree of fiscal decentralization and its development in the Czech Republic. We managed to quantify the measure of fiscal decentralization and its development in the Czech Republic from 2000 to 2006 through indicators of tax decentralization, expenditure decentralization, revenue decentralization, financial and tax autonomy. The figures for ČR were compared with other countries.
Property tax revenue in local governments

This thesis deals with the property tax revenue in local governments, the progress of revenues from this tax in the Czech Republic, the evaluation of the current state and comparison with selected European countries. The aim of this thesis is the evaluation of present progress, current state and outlined potential perspectives of the property tax revenues of municipalities in the Czech Republic. The partial objective of this thesis is comparing the current state with the progress of the EU countries and using of this comparison to suggest possible trends of local government revenue.
Subsidies for Regional Budgets in the Czech Republic after 1993. Theoretical and Empirical Analysis.

The objective of the diploma paper was to assess the role, structure and development of subsidies within the system of financing of municipalities of the Czech Republic after 1993; to find out how the public administration reform was reflected in the system of municipal financing and whether it supported a higher financial self-sufficiency. The analysis of subsidy development was carried by means of comparing the total amount of subsidies and own revenues in relation to the total revenue in the period 1994 - 2007. In addition, the analysis of subsidy structure and the analysis of average volume of subsidies per unit in the period 2001 - 2007 were used in order to reach the intended objective. The paper is focused in particular on the municipalities of South Bohemia Region. Out of the total number of 662 municipalities, a representative sample of 179 municipalities was selected where the analysis was performed. The analysis also included all municipalities of the Czech Republic with population higher than 40,001. The total number of municipalities in the representative sample amounted to 203. The municipalities were classified into eight size categories by population. The public self-administration reform resulted in the fact that revenues from shares and assigned taxes started to flow into the municipal budgets, which contributed to a higher financial and decision-making self-sufficiency of the municipalities. Despite the public administration reform, the volume of subsidies still represents a considerable portion of sources of regional budgets. By means of analysing the structure of subsidies, it was ascertained that the share of the claimed subsidies in the total revenues from subsidies was growing with the growing number of population and on the other hand, the share of subsidies that may not be claimed in the total revenues from subsidies has been declining with the growing population. By means of analysing an average volume of subsidies per unit, it was ascertained that the amount of provided claimed subsidies as well as subsidies that may not be claimed grows with the number of population. In the same time, a considerable variability in revenues from subsidies was ascertained within municipalities in individual size categories. On the contrary, the variability was declining with the growing population.
Local fees in budgetes of communities in the Czech Republic

Local fees are the revenue of communities. Communities can influence the height of this revenue. Local fees are modified the Act No. 565/1990 Coll., concerning local charges. Nowadays communities can get revenues from nine local fees. Community can make a decision which fees will use on its territory. In a theoretical part are described notions like fiscal federalism, its history, forms and fundamentals; fiscal decentralization, the revenue of communities and their dividing; local fees and other notions serving to introduce into existing problems. A practical part is focus on local fees. The point of the work is to find which local fees communities use, in which height, what is the percent occurrence of utilize of existing fees in the year 2007, which fees are saving most often, that fees produce the highest yields and how local fees develop. The object of the study is communities of South Bohemia region. They are segmented into five size groups. The study is completed by tables and graphs and relevant conclusions.
Budget system and budget process

The bachelor thesis describes current budget system and budget process in conditions of the Czech Republic. The thesis deals with the characteristic of the budget system, its structure and process on the central and local level. It also deals with principles and rules. The attention is focused on budget of local government in whole thesis. The thesis uses the analysis that compiles in the practical part concrete data of financing of public domains on the regional level. The budget of the South Bohemia region and other incidental budgets are analyzed. For this purpose are monitored budget years 2007, 2008 and 2009 from the data of the South Bohemian Regional Authority. The classes of revenues and expenses of budgets are compared for these years. The purpose of using of financial instruments and assessment of the management of South Bohemia region is also analyzed. The topic of the bachelor thesis solves the issue of public budgets that is - not for the first look - touching each of us. Each citizen pays taxes, administrative charges or local taxes, etc., that are revenues of local budgets. It is important to understand how significant the principal of the fiscal decentralization is and when competences are delegated from the central level to the level of regions and municipalities - on this level, they are closer to the citizen. This stands even for local budgets that the citizen can control, influence by elected representatives or he can go to meetings of the representative board on the regional and even on the municipal (local) level because of the decentralization.
Models of the Budgetary Allocation of Taxes and the Tax Autonomy of Territorial Budgets in OECD Countries {--} Possible Implications for Czech Republic

The master´s thesis on the theme Models of the Budgetary Allocation of Taxes and the Tax Autonomy of Territorial Budgets in OECD Countries {--} Possible Implications for Czech Republic deals with the budgetary allocation of taxes in the Czech Republic and OECD countries. Within the literature search, this thesis treats of basic concepts such as fiscal federalism, the budgetary allocation of taxes, tax autonomy and also appropriate recommendations in respect of tax decentralization. The practical part is focused on an analysis of models of the budgetary allocation of taxes in OECD countries and an analysis of models of the budgetary allocation of taxes in the Czech Republic in the years 1993 to 2008. In the analysis, this thesis deals with changes in a model of the budgetary allocation of taxes and the evaluation of these models in respect of theoretical knowledge and recommendations. In the conclusion of the master´s thesis, there is a summary of knowledge obtained and proposed measures to improve the current situation.
The Variability of municipal revenues in Czech republic and causes

The topic of this bachelor final project is "Variability of municipal revenues in Czech republic and causes". The goal of the project was to analyze revenues of communities of the chosen region, to find differences in these revenues, and to specify the cause of their origin. The introductory part consists of the theory of fiscal federalism, decentralization and functions of public finance. The main part talks about municipal authority, her fiscal system, position of tax revenues and factors that cause differences in tax revenues.
Theoretical and empirical analysis of municipal tax revenues in Czech Republic

The aim of thesis is to analyze the concept of tax revenue of municipalities in the Czech Republic from the perspective of the existing recommendations of the theory of fiscal federalism and fiscal decentralization. Based on the information gathered to assess the budget destination tax, its development, the status quo. This work analyzes how it was in the period observed eight selected theoretical recommendations. Selected recommendations relating to tax benefits from mobile tax bases, non-equivalent tax and non-mobile tax bases, tax collection for the decentralization of economic assumptions and the efficient operation of local authorities. The analysis is a finding that was not complied with all of these theoretical recommendations in full.
