Study of sediment transport, flood protection and outline of flood plan in chosen part of the river Thaya

Bachalor's thesis „Study of Sediment Transport, Flood Protection and Outline of Flood Plan in Chosen Part of the River Thaya“ is divided into four parts. In the first one, I describe chosen part of the river Thaya from the Nové Mlýny to the Břeclav weir with focus on geographic, geological and hydrogeological conditions, hydrotechnical structures and river adjustments, biota and protected areas, demography and Lednice-Valtice Cultural Landscape. In the second part, I determine, by bed load samples granulometric analysis, the source of sediments, which appeard under the Břeclav weir. In the third part, I describe chosen area from the view of flood protection, I describe historical floods and I assess capacity of chosen problematic profiles using HEC-RAS program. In the last part, I focus on flood protection of the village Lednice and of the part of Lednice-Valtice Cultural Landscape, I describe problems of this area in context of flood protection and I suggest outline of the Flood Plan of the Village Lednice.
Splaveninová study of a selected flow

The bachelor thesis focuses on determination of sediments amount in Svitava river and Křtinský potok, which flows into Svitava river in Adamov. Elements are sedimented at the riverbed bottom if the resulting force caused by the water stream on particles is smaller than the gravitational force. Elements can get into the stream both by washing from surrounding terrain and by material erosion of the riverbed which happens more frequently. Therefore another part of this thesis is suggesting of suitable stabilization measures and flood protection of selected objects. The capacity of riverbeds becomes smaller due to their sedimentation. Particle-size characteristics of sediment runoffs have been prepared and thus the amount of sediment runoffs has been calculated and critically evaluated.
Protection of the population from the perspective of the medical security during the flood 2010, focusing on the situation in Raspenava

The thesis deals with general concepts of the flood in the introduction. Flood is natural phenomena which presents the largest threat of natural calamity in our country. It gives rise to crisis situation with natural and material damages and death residents in the affected area. In this area, country is devastated and ecological damage is generated. We cannot stop floods but we can limit consequences with suitable natural, technological or organizational measures. Flood presents the need to build a supplement of flood control precaution in floodplains. Flood is natural phenomena which it is impossible prevent. It occurred in history, it occurs in the present day and in future. It is reaction between Earth´s surface and rainfall. Intensity and duration of rainfall, afflicted area by rainfall, slant and characterization of Earth´s surface have important role in flood. Locations of built-up area induce necessity of flood control measure. In the context of history, buildings are built nearby watercourses which are need for recreation, fish farming, water's energy, drain rainwater and wastewater. Buildings of roads and railways have better condition in valley alongside watercourse. Expansions of buildings reduce area for fluent outflow of flood. River has water meadow in valley in uninhabited landscape where flow of watercourse isn´t limit. It develops riverbed-forming process without limited in this area. There isn´t need develop flood control measure. These uninhabited landscapes are scarce in central Europe. The second part of this thesis is focused on the protection of population in floodplains. The applicable legislation and available documents provided by the following municipalities: Raspenava, Hejnice, Bilý Potok, ORP Frýdlant and the regional office of Liberec region are studied. The municipality of Raspenava dealt with flood control precautions in the affected areas, reconstruction of destroyed bridges and roads, infrastructure renewal after the flood in the august 2010. During the flood, 11 footbridges, 4 bridges, 13 houses and kindergarten were destroyed and 1 person died. The municipality of Raspenava solved the complaint about a course of the tender within the renovation of the town. ÚOHS must dealt with this complaint In the third part of this thesis, hypothesis was determined. It is shown that the protection is focused on evacuated people. Precautions to protect of the population are not focused on population which stays in the affected area. In this area, basic infrastructure and services are not available. Medical care is limited or impossible. One of flood control measure is evacuation. Evacuation is relocation people, property, animal, technical facilities and substances hazardous to health from flood area to area where there are ensured evacuated people and animals substitute housing, meals and storage. It is extraordinary measure which is used in case of none effective protection. Comprehensive measures for emergency survival of the population during the floods

Complex measures for emergency survival of population in floods Emergency survival ranks among the main measures in the field of population protection, involving a complex of activities carried out to guarantee the survival of population affected by an extraordinary event or a situation of a crisis. It usually builds on an evacuation from the areas affected. This diploma thesis sets out to explain the emergency survival, and evaluate whether the current state of its safeguarding is sufficient, especially during floods. The first chapter contains the basic term, the individual measures and describes the floods including protection against them. Further it provides a brief list of legislation concerning these questions including the Population Protection Concept. The following chapters directly focus on the emergency survival plan as well as the flood plan, in which their individual parts are described. The outcomes compare the entire matter with the measures adopted during the floods in the municipality of Vodňany in 2009. The whole thesis is based on the hypothesis that safeguarding the emergency survival is sufficient.

At the beginning of my thesis, the risk of floods in the territory of the Czech Republic is generally characterized which is followed by basic legal documents governing flood protection. The characteristics of the territory on which this thesis focuses is presented in the next section, which is describes in detail the administrative district of the municipality with extended powers (MEP) of Týn nad Vltavou, the basic description of its hydrological basin and waterways and, of course, the flood profile of the individual municipalities. The following section explains the term of flood, classification of floods and a detailed description of flood risks within detail the administrative district of the MEP of Týn nad Vltavou emphasizing the risk of formation a special flood. This is followed a list of complex activities and measures aimed at preventing and eliminating the threats to the health, lives and property of the citizens, society and the environment during floods. It also discusses planning in the field of flood protection and the classification of flood plans. Emphasis is placed on the documentation of flood protection of the administrative district of the MEP of Týn nad Vltavou that is associated with the activities of flood protection authorities. The section discusses in detail their activities during floods as well as when there are no floods. The function of flood committee of the MEP Týn nad Vltavou is mentioned detailing the description of activities of its individual members. The objectives of this thesis were aimed at finding out about the level of prepared flood protection documentation processed, analysing the activities of flood protection authorities and examining their knowledge about the issue of flooding. All the objectives were directed to the administrative district of the MEP Týn nad Vltavou and its flood protection authorities. Through a sociological survey among the flood protection authorities of the administrative district of the MEP Týn nad Vltavou that was conducted in the form of an anonymous questionnaire testing their knowledge in the field of flood protection. The results obtained were subjected to statistical evaluation, which, together with graphical representation, is of part of the thesis.
Measures to civil protection in flood in selected municipalities of South Bohemian Region and the Pardubice Region.

Floods are now a topic discussed more and more frequently, requiring to be paid appropriate attention. Any activities carried out before floods occur, when they are being coped with, and after they recede, should be aimed above all at minimising the casualties and injuries. The diploma thesis analyses the measures taken to protect the population against floods in a selected sample of communities in the Pardubice Region and the South Bohemian Region. Readiness of the communities has been identified unambiguously under the conditions defined advance with a stress on the parameters observed. The analysis of the selected parts of the flood plans evaluates how the communities are ready to provide the population with protection if a flood occurs. In addition to a theoretical excursion to a specific field of the population protection applied in the environment of floods, the wide connections of its inclusion in the security system are also mentioned. The practical part deals with and analyses selected communities from the viewpoint of their readiness to take measures for protection of the population during the period of floods and from the viewpoint of their overall preparedness under the defined conditions. An index of readiness of the communities formulated with use of the operational analysis has been fixed for the purposes of an unambiguous identification. The index has been defined on the basis of monitoring clearly specified parameters formulated depending on the outputs from the legislative process and relevant standards. After the results have been processed and the conclusions have been made, the readiness of the selected communities to deal with floods, under precisely defined conditions, may be referred to as insufficient. The findings in the diploma thesis should be reflected by relevant flood-protection bodies. Use of the operation analysis methods and their applications also out of the field of the critical infrastructure are an added value of the thesis as well.
