Site is situated northwest of existing borders of BVV. This location is based on urban design from last semester. The design focuses on function and sustainable design. Fire station is type P4 (2 firefighting groups) for firefighters of Jihomoravský kraj with direct connection to BVV. Because of need to fast access to BVV. The firestation has grounds for training of fire sports and training with car wrecks. Health and safety center (CZAB) with main building and outside area. This center is focused on training public in area of dangers of everyday life. The center is simulator of these risks and is based on living through the situations in safe space under profesional guidance. Center can be connected with BVV. Both grounds are connected together with humanitary hall which serves as training space for firefighters and learning space for CZAB and in case of humanitary needs can be used as humanitary hall.
The Implementation of the Golden Rule of Morality into Crisis Plans for the Protection of Population

In my diploma thesis entitled Implementing the Gold Rule of Morality in Crisis Planning for Population Protection, I will try to draw on the ideas and conclusions of my bachelor thesis, in which I investigated whether members of the Integrated System Can use the golden rule of morality in an emergency. I have come to the conclusion that the members of the individual components of the integrated rescue system are guided by the valid legislation and orders of the commander of the intervention. Nevertheless, they would welcome in certain situations the possibility of deciding according to the golden rule of morality, which briefly tells us: "I do not want to do the other to you." Translated into situations in the event of an extraordinary event may mean deciding in tedious situations so, as if you were the Rescued and not the savior. The aim of my thesis is to find out whether it is possible to implement this idea in the crisis plans themselves and, above all, whether the intervening members of the integrated rescue system themselves would use this rule in certain situations. The association of two seemingly incompatible worlds seems at first glance absurd, but research and interviews with individual members of the integrated system have convinced me that the philosophical questions and the name of Imanuel Kant can very closely mingle with the world of extraordinary events and the salvation of Human lives, health and property of the population. I would very much like to work with this bachelor thesis together with my previous bachelor thesis, tried to create a unified whole as an idea that can motivate us to think whether it is necessary to change the current state of legislation or whether the legislation itself is set as a form of golden rule of morality .

Objectives of work: The aim of this Bachelor thesis is a description of the emergence and development of police forces after World War II to the present with focus on specialized services - Protective Service Police of the Czech Republic. Method: In the Bachelor thesis is descriptive method in combination with the method analytical and method analytical-comparative where work is mainly based on the laws of the Police Czech Republic and the intergrated Rescue system. The topic of this thesis Risks assessment of performing service for policemen who are employed at District Department of the Regional Police Directorate of South Bohemian Region, the Territorial Department Český Krumlov was chosen so that it could be found out and assessed what legislation solves safety at work and type activities of the Integrated Rescue System at Police of the Czech Republic and futhermore, whether risks which could threaten directly policemen employed at district departments of the Regional Police Directorate of South Bohemian Region while performing their service are defined correctly and well. Futhermore in the thesis, there are specified individual protective means which are available for policemen employed at district departments in connection with type activities of the Integrated Rescue System and Police of the Czech Republic is described as a whole and also its activities. The thesis, concretely its theoretical part is divided into seven subchapters whereas in the chapter one the Integrated Rescue System is described in a simple way, the chapter two deals with Police of the Czech Republic as a whole and further it integrates Police of the Czech Republic into the Integrated Rescue System. The chapter three describes organization and activities of the Regional Police Directorate of South Bohemian Region and district departments situated within the territory of Český Krumlov Department. The chapters four and five characterize the District Department of the Police, Territorial Department Český Krumlov in more detailed way and describes activities of these district departments. The chapter six deals with safety itself and protection of health while performing service at Police of the Czech Republic there are stated legal regulations and internal management acts relating to safety at work, and content and frequency of trainings. The chapter seven describes the expression risk, how to define this expression, the procedure of risk assessment and there are stated chosen risks which could threaten policemen most while performing service. The goal of the thesis was to assess legislation of the Czech Republic and internal management acts at Police of the Czech Republic which deal with search, definition and evaluation of risks which threaten policemen most while performing service in connection with safety at work, whether this legislation and internal management acts solve risks and safety at work at Police of the Czech Republic in a sufficient way. The second goal was finding and evaluation of awareness and knowledge of policemen and police chiefs employed at district departments within Territorial Department Český Krumlov, the Regional Police Directorate of South Bohemian Region and to assess whether policemen and police chiefs are trained sufficiently and whether their knowledge regarding risks, safety of health protection at work and fire protection is sufficient enough. Finding of awareness and knowledge of policemen employed at district departments of the Regional Police Directorate of South Bohemian Region, Territorial Department Český Krumlov and police chiefs employed at district departments of the Regional Police Directorate of South Bohemian Region, Territorial Department Český Krumlov was performed by means of quantitative research and that in form of questionnaires. It was found out within the questionnaire research, that knowledge of police chiefs at district departments of Police is on very good level because the total success rate was 81,25% of correct answers. On the other hand, knowledge of policemen employed at district departments was not on such level because the total success rate was 52,39%. A terrorist attack with use of chosen CBRN agent and activity of the integrated rescue system in the chosen city.

The thesis is focused on the issue of terrorist attacks using chosen CBRN agents. It primarily deals with the readiness of the basic compounds of the integrated rescue system (IZS) in South Bohemian region on these situations. This thesis is focused on the assessment of the readiness of the compounds of the IZS against terrorist CBRN agents abuse. The first part of the thesis marginally deals with the philosophy of terrorism and the chosen terrorist organizations, which are substantially identified in the modern history of mankind. Terrorist organizations are divided according to continents from East to West. In the thesis there are not included terrorist organizations of Africa and South America. The next part of the thesis deals with selected CBRN agents, which I chose on the basis of their effectivity and the relative availability for terrorist organizations and also it is focused on the basic effects on the human organism. In the last part the principle of dispersion of single agents is included. In the research part of the thesis I deal with readiness of the basic compounds of the IZS in the South Bohemia region on terrorist attack using CBRN agents. For the realization of the research I chose the method of questionnaire research. I created a different questionnaire for each of the basic compounds of IZS with specifically selected questions, relating to the area of their competence in the incident with CBRN agents. The questions were drawn up according to competences set in Katalogový soubor typových činností při společném zásahu složek IZS. For their evaluation, I set a percentage limit for the each compound, to correspond with their scale of work and responsibilities made on the place of incident with the appearance of CBRN agents. Another factor of the classification was focused on the level of individual protection against CBRN agents at Hasičský záchranný sbor Jihočeského kraje, Policie České republiky v Jihočeském kraji a Zdravotnická záchranná služba Jihočeského kraje. On the basis of these criteria I have decided to answer the research question. In the next part of the chapter of discussion I have focused on the results of the questionnaires when I took every basic compound of the IZS, which has been investigated, and chose three of the most problematic questions from every questionnaire and I tried to explain the cause of nonsuccess with warranty of correct answer. In the relation on unsatisfactory negative result of the research, I have made a SWOT analyze of basic compounds of IZS, focused on readiness against CBRN agents. With the SWOT analyze, I have specified the strategy for next improvements. The last part of the chapter is devoted to solution of this problem, where I made a scenario of the common exercises for all compounds of IZS. The topic of exercises is focused on terrorist attack with using of the CBRN agents in Dopravně obchodním centru Mercury v Českých Budějovicích. The basic specification of the exercise is synchronized attack with dispersion of nerve gas sarin, placed on the bus station and improvised explosive device used in combination with the ionizating radiation source. At the end of the thesis I have focused on recapitulation of the results and made some recomended methods for improvement of actual status.
The influence of economic security unit of the volunteer firemen of the village on a budget selected municipalities in South County.

Civil Defence was in the Czechoslovak Socialist Republic in 1990, defined as a set of measures that are intended to prepare the state and the society it lives to defend before the war. Armed conflict in the then bipolar world could occur within a few days because of preparation for such a conflict took place on both sides for decades. Quitting called. Cold War, a period in which to minimize the possibility of a global military confrontation. However, the newly defined and continue to occur, often difficult to predict, security threats and risks. Protection of lives, health and property values, along with sovereignty, territorial integrity and protection of the democratic foundations of the newly formed Czech Republic, the basic duty of the state. Responsibility for the protection of the population in the newly constructed system of protection of the population in the Czech Republic, partially transferred and distributed to all levels of government, including municipalities and small towns. Newly constructed Integrated rescue system became progressively a linchpin in the coordination of activities and procedures in preparing for emergencies in rescue and clean up operations and to protect against the crisis states, and after the state of emergency. This thesis is aimed to carry out data collection from ten cities of the reporting period with extended powers, which is based in the South Region. File data collected will be evaluated and the evaluation in order to determine the economic performance of the financing protection of the population in a particular city. The assessment will be done in relation to the basic element of civil protection units which are voluntary municipal fire brigade. The thesis will be evaluated the impact of funding fire protection budget of the municipality. Work wonders, what is the trend in financing those units while trying to answer the question, what is the impact on the budget funding specific community. Both responses will be made a conclusion that communicate, whether financing is adequate fire protection units or not. Investigations will be carried out at one of the village extended powers, therefore, from a global perspective, this will not result in a valid conclusion about the crucial work. Wider research on the topic, with a similar focus, however, may, if the interests of society, such data can bring.
Užití a funkce GIS pro složky integrovaného záchranného systému

This diploma thesis deals with using GIS in the integrated rescue system. By using the GIS-tools the parameters are calculated. These parameters could be used by different units of the integrated rescue system (such as police, firemen, ambulance) for the improvement of their activities. Especially the places with long driving distances and the minimisation of the time loss are considered to be found. The foundation of the new centres or the change of the districts beyond the purview of the current centres is suggested.
Irregular working hours members of the IZS and their impact on quality of life

This bachelor paper describes influence of irregular working time on human organism and psychic as well as on the quality of life as such. This work focuses on the members of the integrated rescue system. Such people are exposed to enormous mental as well as physical ballast during their shifts. Therefore, this thesis deals with basic, topic related terms such as ballast and stress, biorhythms, sleep, sleeping disorders and specifics of work of integrated rescue system members. This paper sets its goal in finding out if and how the irregular working time, especially in case of the night shifts, effects members of the integrated rescue system with regard to some of their life spheres and whether such disbalance affects quality of life. A questionnaire served as the key data collecting method.
