Protection of Citizens against Chemical Terrorism

This thesis describes possible symptoms of chemical terrorist attack and its impact on population and environment followed by the principles and methods of protection of the population against chemical terrorism, its awareness and preparedness to cope it. The conclusion chapter suggests a draft guide to the protection from terrorism and information on it.
Preparedness of the Integrated Rescue System of the Czech Republic during terroristic misuse of nerve agents

Using questionnaire enquiry, this diploma thesis tries to find out the level of knowledge of single members of basic rescue bodies involved in the Integrated Rescue System of the Czech Republic in the area of nerve agents and subsequently compare this knowledge of single basic bodies. Another aim, which is based on literature examination and information available, is to suggest an appropriate procedure for Integrated Rescue System action in case of misuse of nerve agents by terrorists. The suggested procedure of activities of bodies involved in the Integrated Rescue System could serve as an example for establishing a model plan of activities of bodies involved the Integrated Rescue System in case of events with suspicion of terrorist attack performed by nerve agents or other highly toxic chemical agents. A comprehensive overview on nerve agents could be used for deepening and broadening of knowledge of single Integrated Rescue System bodies. Although such a terrorist attack has not happened in the Czech Republic yet, it cannot be excluded that it will occur in the future. Hence it is very important so that the Integrated Rescue System is perfectly equipped both materially and technically, and single Integrated Rescue System bodies are trained and educated systematically. It is better to be theoretically and practically well prepared, and never to use this knowledge and skills than to improvise and rely on decision carried out only on the place of disaster.
Toxikological and health aspects of nonlethal chemical weapons.

ABSTRACT Toxicology and Health Aspects of Non-lethal Chemical Weapons. Non-lethal chemical weapons, which belong among the mass destruction weapons, have been one of the most frequently discussed topics recently. These weapons are able to disbar manpower or combat technology and weapons smartly and temporarily with minimum costs. The range of possible application of chemical weapons as non-lethal is probably wider compared to any other type, and there are a lot of means capable of immediate wide application nowadays. The possibility to produce highly efficient psychotropic substances with controllable action time, human immobilizing substances is particularly pointed out. The main aim of my work is to clarify the importance of non-lethal chemical weapons as possible means of suppressing inner turmoil and to find the extent of knowledge of non-lethal chemical weapons among the informed and the general public by means of obtained answers and follow-up research, then to confirm hypotheses that the informed public consider non-lethal chemical weapons to be combat means and weapon systems intended for temporary putting people out of combat or other intentional activity; that the general public perceive non-lethal chemical weapons as health endangering substances and have only limited information about them, by means of selected statistical methods. I chose questionnaire survey to examine awareness of the general and informed public of this matter. The statistic sets in both the groups consist of a hundred respondents from the city of České Budějovice. Stratified selection was performed for both the examined sets upon consultation with a member of the Fire Brigade in České Budějovice. In terms of threat to the population it is important to ensure its safety, namely upon the knowledge among the units of the Integrated Emergency System intervening in the instance of terroristic attack.
Inhabitants Protection in Case of Release of Dangerous Chemical Substances

In the consciousness of the inhabitans of the Czech Republic, first of all extraordinary natural events of catastrophic character as floods, fires and an important phenomenon today, windstorms, remain. However, in the last decades, as a result of the development of economy, we are surrounded more and more by chemical substances, becoming a part of our lives which can cause the occurrence of extraordinary situations, for example during the storage, transport or their usage. They can influence us first of all by the occurrence of possible accidents. For this reason, the goal of this thesis is to elaborate a comprehensive survey and a more detailed characteristic of the most frequently applied or through chemical terrorism misused dangerous chemical substances. The system of the protection of inhabitants in the Czech Republic, the tasks of citizens as well as bodies of the public administration, the way of protection financing, co-operation on the international level as well as of individual components of protection of inhabitants as e.g. warning and announcing, evacuation system, emergency survival, shelters, decontamination, individual as well as unpremediated protection are described here. The knowledge of the public in that issue as well as differences in knowledge between intentionally selected age categories were established by means of a questionnaire.
Possibilities of the misuse of chemical poisonous substance against civil population

There are numberless possibilities of how to misuse combat poisonous substances against a civilian population. In my bachelor work I dealt with a standard of a civilian population{\crq}s protection after a terrorist attack with a use of one of the chosen nerve paralytic substances (NPS), and an ability of an integrated rescue system (IRS) how to solve this incurred situation. Nerve paralytic substance (NPS) belong to combat poisonous substances and they are characterized by its high toxicity. Their dangerousness attracts a man{\crq}s or group`s attention that can use it as an instrument of promoting their own interests. Misusage of NPS against civilian population would take heavy toll of lives. I drew contemporary stage of people{\crq}s protection in connection with terrorism within the Czech Republic, NATO and EU and information about NPS and chemical weapons from available literature and from the Internet. I dissimulated a terrorist attack in the building of the railway station in České Budějovice. I worked out a plan of solving this action with a help of a fire {--} brigade of a South Bohemian region. I made a survey of firemen{\crq}s and medical rescue members{\crq} knowledge of nerve paralytic substances problems with a help of questionnaires. I evaluated the whole stage of firemen{\crq}s and medical rescue members{\crq} readiness to solve consequences after a terrorist attack with a use of NPS on the basis of questionnaires evaluation and an act solving description. At the conclusion I suggested several possible ways how to minimize heavy tolls of civilian lives when this situation happens.
