Essays in Applied Microeconomics: School Admission Mechanisms and Corporate Bankrupcy

In my dissertation, I address two topics in applied microeconomics. First two chapters deal with the functioning of school admission mechanisms and their affects on student school choice behavior. Third chapter deals with the question of optimal bankruptcy law design. Pupil-school matching mechanisms play a critical role in the schooling system. They affect the behavior of students and-through the information they convey-also the behavior of the schools and the authorities responsible for education policy. In the first chapter (joint with Daniel Münich), using a computational simulation model, we analyze the functioning of an admission scheme used in the Czech Republic as a prototype of decentralized, ability-based admission schemes widely used in the world to assign pupils to upper-secondary schools. Our findings show large incidence of strategic misrepresentation of school preferences among applicants, large differences between revealed and trued demand, and large incidence of justified envy in the resulting matching. We point out several implication this could have for functioning of schooling systems. In the second chapter, I empirically study the behavior of students under the Czech pupil-school matching mechanism. The Road to Efficient Liberalization of EU Energy Markets: Obstacles and Consequences

1 S ohledem na pomalý rozvoj konkurence na českém trhu se zemním plynem po jeho liberalizaci zkoumám dopad omezené konkurence na trhu producentů na trh domácích obchodníků. Rozšiřuji standardní Cournotovy modely konkurence a snažím se pochopit současný a možný budoucí vývoj po liberalizaci trhu v zemi, která má jen minimální vlastní produkci. Docházím k závěru, že producent může využít svoji sílu na trhu, přivlastnit si část přínosu liberalizace a zvýšit velkoobchodní ceny, což vede k nižšímu poklesu koncových cen po liberalizaci. Navíc tento nárůst velkoobchodních cen znesnadňuje vstup nových obchodníků s plynem. Tento problém lze zmírnit či kompletně odstranit, pokud současně s liberalizací domácího trhu dojde i k zvýšení konkurence na úrovni producentů. S důrazem na liberalizaci českého trhu se zemním plynem zkoumám, jak struktura skladování plynu může ovlivnit vývoj konkurence a ceny po liberalizaci trhu. Rozšiřuji standardní Cournotovy modely konkurence a snažím se analyzovat současný a možný budoucí vývoj po liberalizaci trhu v zemi, která má jen minimální vlastní produkci a vykazuje vysokou koncentraci v oblasti uskladňovacích služeb - klíčového vstupu při tvorbě finálního produktu. Ukazuji, že vertikálně integrované uskladňovací služby bez regulace nepřispívají k rozvoji konkurence....

Shifting punishment on minorities: experimental evidence of scapegoating

This paper provides experimental evidence showing that members of a majority group systematically shift punishment on innocent members of an ethnic minority. We develop a new incentivized task, the Punishing the Scapegoat Game, to measure how injustice affecting a member of one’s own group shapes punishment of an unrelated bystander (“a scapegoat”). We manipulate the ethnic identity of the scapegoats and study interactions between the majority group and the Roma minority in Slovakia. We find that when no harm is done, there is no evidence of discrimination against the ethnic minority. In contrast, when a member of one’s own group is harmed, the punishment ”passed” on innocent individuals more than doubles when they are from the minority, as compared to when they are from the dominant group. These results illuminate how individualized tensions can be transformed into a group conflict, dragging minorities into conflicts in a way that is completely unrelated to their behavior.
