New legislation on waste management

1 Abstract The topic of the thesis is the issue of the new legislation on waste management. The main objective of the thesis is to analyse and critically examine the changes that have taken place in the permitting of waste management facilities following the adoption of the waste management legislative package that came into force on 1st January 2021. After an introduction, the thesis provides an overview of the basic legal concepts of the Act on Waste with a description of their relevance to the waste management industry. The main part of the thesis is devoted to the permitting acts, the issuance of which is a condition for the operation of waste management facilities. To describe this issue in detail, the thesis first discusses the different types of waste management facilities. The thesis compares the rights and obligations of the operators of these facilities under the "old" and "new" Waste Act. This is followed by a discussion of the various permits issued under the Waste Act. In this part, the methods of their issuance, their content and the related implementation problems brought by the new waste management legislation in the permitting of facilities are discussed.
