Analysis of the use of the potential of brownfields in the social area using the example of the South Bohemian Region

The diploma thesis examines the use of the potential of brownfields in the social area on the example of the South Bohemia Region. The theoretical background of brownfields and the emergence of social innovation is presented and the approach to brownfields in the Czech Republic and abroad is compared. These theoretical findings are further applied in the practical part, which examines the former factory site in Jindřichův Hradec. An em-pirical survey with the public and interviews with stakeholders were conducted to propose a new use of the identified brownfield. The results of the empirical investigation show that the residents of Radouňka positively evaluate the change of ownership of the identified brownfield to a non-profit organization, which will lead to the regeneration of the area. The thesis proposes a concept of use in the context of helix models that promotes social inclusion and empowerment of the disabled in society through an unusual employment for the disabled in a sheltered garden center that would be established on the brownfield site. The new proposal deepens cooperation with the town of Jindřichův Hradec, universities and secondary schools and presents new forms of cooperation with local businesses. Fur-thermore, the financing options are examined, which show that the project will have to be financed primarily by external sources. The last part of the thesis deals with the feasibility study. Based on a cost-benefit analysis, the project to build sheltered workshops, shel-tered gardens and social therapy workshops was determined to be acceptable.
The effect of the SMART Village concept on the budget formation of the rural municipality

The bachelor thesis explores the effect of the SMART Village concept on the budget formation of rural municipalities. The thesis presents the concept of SMART Village and theoretical basis of budgeting. These theoretical findings are further applied in the practical part, which examines the financing of projects and their benefits from the perspective of citizens and councilors. The results of the empirical survey show that 90 % of respondents perceive at least one benefit in all smart Strmilov projects. The thesis also presents a budget application as a smart tool in budgeting. Three simulations are performed and compared in this work. The simulations show that the key to an attractive municipality is the coherence of investing in different areas, but also the neglect of operational matters. The practical part monitors the development of the budget over a period of five years. The impact of the SMART concept has been identified in budgetary measures. Since 2018, when Strmilov became interested in the concept, 11 out of 64 budget measures have involved smart projects. The thesis also compares the budget formation of two rural municipalities, one of them uses the SMART approach, the other does not.
