Logistics of Municipalities with Extended Competence of The Highlands Region with Focus on Civil Protection
PAUK, Roman
My thesis deals with the issue of logistics application to civil protection in municipalities with extended competence in The Highlands Region. Logistics in general involves a large number of activities. Their implementation in the individual spheres of civil protection generates a wide topic. As numerous emergency situations might arise in The Highlands Region it is necessary to be ready to cope with them. And this is the subject of civil protection and the related logistic activities. The aim of my thesis is to examine the current state of the logistic provision of civil protection by the local authorities of The Highlands Region, specification of drawbacks in this sphere and suggestion of possibilities to improve these logistic activities of municipalities with extended competence. Identification of the needs of people affected by emergency events and recommendation of possible changes is another point. These issues are dealt with by numerous regulations dealing with civil protection, crisis management and budgeting. Crisis plans of regions are further important documents. Some of the logistic activities are provided on behalf of The Highlands Region by the Regional Fire Brigade upon applicable laws. Nevertheless there are lots of further tasks the communities with extended competence of The Highlands Region themselves are responsible for. Generally speaking most of the logistics is based on collection and distribution of information for creation of various plans and on logistics communication. Most of the logistics activities would become urgent in the instance of emergency situation occurrence or thread.
