The main aim of this semester work is the design of meter of an electrostatic field in the open landscape. The present work is concerned with the problems of measuring the electric field intensityin the earth’s atmosphere. Within the article theoretical principles of circulating charges in theatmosphere leading to the increasing of the electric field strength are discussed. The minimummathematical apparatus for calculating the required quantity is given. The principle of operation ofthe electrostatic flux meter type device is explained. Special attention has been given to subjects asfollows: sensor noise clipping and an example of the project of an active filter for determiningrequired measurement frequency.
