The Bulgarian Ethnic Model

The term Bulgarian ethnic model has been used to describe the minority situation in Bulgaria after 1989. We can distinguish between two separate meanings of this term. The first meaning emphasizes the absence of an ethnic conflict in Bulgaria; the second meaning describes the way in which Bulgaria accommodates its minorities. In this thesis, we analyze the second meaning, hence the characteristics of the minority politics in Bulgaria. Based on a comparison with contemporary Western models of dealing with minority issues we conclude that the Bulgarian case could be best described as nation-building. However, there has been a profound change in the way the Bulgarian state deals with minorities since 1989, which using the terminology proposed by Kymlicka could be characterized as a change from illiberal to liberal nationalism. Western trends such as multiculturalism, granting collective rights or autonomies are currently out of the question in Bulgaria.
