Title of the thesis: Comparison of the strategies of the Czech Republic and Federal Republic of Germany in the development of public administration in the context of the Digital Agenda for Europe by 2020 Abstract: Bachelor's thesis reflects the differences between the strategies for the development of public administration in the Czech Republic and the Federal Republic of Germany in the Digital Agenda for Europe 2020. The strategy of the European Union - Europe 2020, which began in 2010 and aims primarily to economic growth and lower unemployment, consists of seven elementary pillars. One of them is the crucial Digital Agenda for Europe 2020. Thanks to these seven fundamental initiatives, the European Union and national authorities of member countries can combine their efforts in various areas, such as innovation and modernization of public administration. Czech Republic followed the other EU countries and actively began the process of e-government to facilitate communication in the relationship citizen - state. Vypracovala: Žaneta Stratílková
Project management in selected company
POKORNÝ, Radek
This work deals with project management in chosen company. It has two parts. The first part is theoretical, which is focused to theoretical treatment of the subject. It explains what is the project, management of projects, organizations of projects, processes of project management, what is target of project, communication, control, changes and risks and more. In the practical part I focused to concrete company and project management and than I analyzed concrete project. Name of the mentioned company is OHL ŽS, a.s. It is company from Spain, which acts all over the world. In the Czech Republic has the base in Brno. This company has several divisions and every of them is focused to different professional architecture. I have chosen division of structural engineering. This division builds all kinds of buildings. It could be construction of new buildings or reconstruction. To analysis of chosen project I used various business documents, contracts with investor or suppliers, document which include billing, timetable. I especially used my experience with projects of this company, and I was part of this project. Name of this project is Reconstruction of cladding including replacement windows and insulation. During the analysis of project I found a couple major gaps. If we could avoid these gaps, we could increase profit. These graphs is especially in management. At the beginning there were appointed two temporary construction managers. They doesn't care about result project, because they knew that they will not be to the end of the project. These gaps are because there is missing motivation system. Project manager can´t affect results of employees. It doesn´t depend on performance of employees, they always has the same wages. For elimination of these gaps I proposed several suggestions for improvement. The first suggestion is modification and extension of motivation system. New motivation system include personal evaluation. This evaluation depends on performance of employee. The second part is bonus from over profit. The next suggestion is make a new working position. This position would take care about controlling and project documentation. During the building project, especially at the end is construction manager very busy. It depend of decision of construction 63 manager what kind of activity will have prefer. Project documentation and administration or controlling of building works. If they are doing everything correct and technology are respect. Suggested position would take care about invoices, real work, which is done, project documentation, controlling of budget. The third suggestion is purchase of small machinery such as chipping hammers and drills. At this time they rent all devices. Rent is higher than purchase price. The last suggestion is use credit to restoration of fleet. At this time they have obsolete fleet, because the bought all cars by cash. It is not conveniently.
Reduction proposal of city buses traffic accidents in Prague Integrated Transport
Pokorný, Richard ; Zewdie, Retta (advisor) ; Lachnit, František (referee)
Traffic accident rate has strong influence on traffic on roads. Every traffic accident causes deceleration of traffic, material damage or even threat to life of the drivers or passengers. Due to these reasons, traffic accidents are being monitored and evaluated. The statistics are recorded not only by the Police of the Czech Republic, but as well processed by private subjects to increase efficiency of their business. In this thesis, I have focused on the issue of bus accident rate of city public transport in Prague. I have carried out analysis, which led to detection of problematic locations in traffic in Prague. Based on determination of causes of particular traffic accidents in those problematic locations, I have suggested solutions, which will result in decrease in number of traffic accidents of buses in public transport. Finally, I recommend factual options of arrangement of those concrete locations for the particular bus carrier company.
Analysis of the Economic Indicators of a Kindergarten Using Statistical Methods
Pokorný, Radek ; Jonášová, Daniela (referee) ; Novotná, Veronika (advisor)
In the Bachelor´s thesis was analysed the primary school in Brno. The analysis was made by using time series of statements ten years back. The thesis consists the estimation of the school, which is from view of children, staff and its management. The theoretical part is concerned with methods of statistical analysis. In the second part are the methods practically applied. The statistical data and the prognosis can use by school for the next decision making.
Forestry operations focusing on different types of felling related to carbon and economic efficiencies
Plch, Radek ; Pecháček, O. ; Vala, V. ; Pokorný, Radek ; Cudlín, Pavel
Assessments of carbon and economic efficiencies, completed by an environmental load computation using the Life Cycle Assessment (LCA) method, could be a useful tool for assessing sustainable forest management (e.g. Berg & Lindholm 2005, Michelsen et al. 2008). The purpose of this study was to compare forestry operations focused on manually operated (chainsaw) and fully mechanized (harvester) felling in Norway spruce monocultures and mixed forests within the Novohradské Mts. (Czech Republic) using the methods of carbon efficiency (including LCA) and economic efficiency. In general terms, these methods consist of comparing quantified human inputs (e.g. fossil fuels, electricity, used machinery, and fertilizers, converted into emission units of carbon in t C in CO2 equivalent or EUR) with quantified ecosystem outputs (biomass production in t C or EUR). Forest operations were modelled for one rotation period. The results showed the main differences in carbon emissions and carbon efficiency related to forest operations with different types of felling. In contrast, the economic efficiency results did not differ much with different types of felling. Differences between Norway spruce monocultures and mixed forests using the same type of felling were relatively small for carbon efficiency but large for economic efficiency (Norway spruce monocultures recorded higher economic efficiency).
Fox cryptosporidiosis
POKORNÝ, Radek
Foxes represent a reservoir of zoonotic diseases and it is necessary perform a control of disease situation. Total 111 fecal samples originated form wild foxes were collected in Czech Republic and Poland in two consequence years 2013 - 2014. All fecal samples were screened for presence of Cryptosporidium spp. using both microscopy and molecular methods. Altogether two samples were molecularly positive and phylogenetic analyses reveal presence C. andersoni in both of them. Low prevalence (1.8%) and low infection intensity was observed in this study. Eighteen cases of diarrhea were detected, but no animal was positive for cryptosporidium infection.
Guideline for leaf area index estimation in non-mixed forest tree stands
Pokorný, Radek
This guideline introduces theory and methodological approaches for LAI estimation in forest stands, especially those which are user-friendly in the field as well as sufficiently accurate. These approaches include indirect methods, which use instruments with optical sensors. This guideline fills the gaps in the information given in the instruction manuals to these instruments. It gives a detailed description of how to assess whether the current conditions for LAI measurement are suitable, how to establish a grid of measurement points in a stand and what corrections to apply, etc. in order to obtain the desired value of LAI effectively and accurately.

Analysis of personnel management in selected company
POKORNÝ, Radek
This work focus to analysis of personnel management in chosen company. In the first part I focused to teoretic side of theme. The theory I draw from many czech and foreign authors. Theori is focused on human resource management and managerial functions as mativatin, stimulation, reviews, remuneration. In practical part I focused to building company OHL ŽS a.s. focused to division in České Budějovice-Plzeň. At the begining I introduced company and then I analysis parts of the theoretic section. After the analysis I did survey and then I consulted results with the management. From the survey is obvious that company make a mistakes in motivation of personnel, low efficiently of meetings, burden tasks. Many of personnel is satisfied with a team. In conclusion I proposed changes to improvement.
Society-wide importance of forest from the carbon sequestration point of view
Pokorný, Radek
Global Climate Change (GCC) has been evoked by anthropogenically elevated CO2 concentration in the atmosphere. The final developmental stadium of the most of terrestrial ecosystems is a forest which consists of long-living plants with ability to capture and sequester atmospheric carbon into plant biomass and soil. Therefore, there are two main possibilities how to mitigate GCC impact on biosphere: i) land-use change to advance ecosystems with high ability and capacity to absorb CO2 from air, and ii) change of the management of existing ecosystems. Forests have high societ-wide importance under the above mentioned context.
Energy, carbon and economic balance of Norway spruce moncultures and near-natural forests
Plch, Radek ; Pecháček, O. ; Vala, V. ; Pokorný, Radek ; Bednář, V. ; Cudlín, Pavel
The assessment of energy, carbon and economic balances, completed by environmental load computation using the Life Cycle Assessment method, could be a useful tool for sustainable forest management examination. Th ese methods were used to compare forest stands with diff erent management in the Novohradské Mountains (Czech Republic). For this purpose, one of the main forest management set of stands in the research area was chosen. Th e diff erences between energy and carbon effi ciency were small while the diff erences between economic effi ciency were considerable for all the alternatives. From all the alternatives, higher energy, carbon and economic effi ciency for Norway spruce monoculture were achieved; however, abiotic and biotic disturbances have not been included in the calculation yet. Th e main part of energy inputs and carbon emission consists of silviculture and timber transport.
