Využití pozemní senzorové sítě pro kalibraci družicových dat dálkového průzkumu

Dálkový průzkum Země je disciplína založená na fyzikálních principech. Naměřená data jsou zpracovávána matematicko-fyzikálními a matematickými metodami. Základním fyzikálním jevem, na kterém je dálkový průzkum založen, je interakce elektromagnetického záření se zkoumaným objektem. Informace o tom, jak probíhá tato interakce, nám udává energie, kterou zaznamenává detektor v přesně vymezených intervalech vlnových délek v daném prostorovém úhlu. Takto definovaná interakce je výchozí pro určování hledaných vlastností daných objektů. Každý objekt na zemském povrchu má vliv na naměřené hodnoty energie, a to jak v čase, tak v prostoru. Proto je nutné, aby tato energie byla měřena prostřednictvím kvantitativních fyzikálních veličin.

NIKM – distribuce KM/PKM v SO ORP České republiky

Národní inventarizace kontaminovaných míst (projekt NIKM 2) byla dokončena v prosinci 2021. Představujeme výstup týkající se distribuce inventarizovaných kontaminovaných a potenciálně kontaminovaných míst (KM/PKM)) v 205 správních obvodech obcí s rozšířenou působností (SO ORP). V Hlavním městě Praha, které je krajem i obcí, a tudíž i ORP, má obdobnou působnost jako ORP všech 22 městských částí. Naplněná databáze Systému evidence kontaminovaných míst (SEKM) slouží jako hlavní zdroj pro tzv. územně analytické podklady, tj. pro územní plánování na úrovni ORP. Doposud byly používány neúplné podklady o KM/PKM, takže územní dokumentace nemusela reflektovat reálnou situaci v kontaminaci území. Po dokončení inventarizace mohou být aktualizace územně analytických podkladů v této problematice založeny na relevantních datech.

Výsledky národní inventarizace kontaminovaných míst (NIKM 2019–2021)

Základním cílem NIKM bylo podchycení a základní vyhodnocení co nejúplnějšího počtu kontaminovaných míst/potenciálně kontaminovaných míst (KM/PKM) na území celého státu. 2. etapa NIKM byla dokončena k 31.12.2021. Projekt proběhl v souladu se závaznou metodikou a manuálem. Na projektu spolufinancovaném z FS v rámci OPŽP se podílely týmy CENIA (management projektu a příprava indicií KM/PKM pomocí metod DPZ) a dodavatelů vybraných veřejnou soutěží. Plošnou inventarizaci zajistili členové „Společnosti DEKONTA, VZ Ekomonitor, GEOtest – NIKM 2. Administraci inventarizace (záznamy v SEKM) zajišťovala firma ProGeo Consulting s.r.o. a supervizi Ing. Jiří Tylčer, CSc. Na území České republiky bylo ze dvou základních zdrojů IS SEKM a DPZ prověřováno celkem 30 020 lokalit či indicií, ze kterých bylo jako KM/PKM vyhodnoceno 8 643 míst. Zbývajících 21 377 lokalit či indicií bylo vyloučeno. Z dalších zdrojů bylo evidováno 1491 nových hodnocených lokalit. K 31. 12. 2021 bylo v SEKM evidováno celkem 10 134 KM/PKM (tzv. hodnocených lokalit). Tato KM/PKM mají v databázi SEKM zpracovaný záznam minimálně v rozsahu tzv. souhrnného formuláře včetně vyhodnocené priority dalšího postupu. Vrstva obsahovala 17 011 indicií, které následně inventarizační týmy ověřovaly v terénu. Z výsledků inventarizace byly mimo hlavní výstupy zpracovány i mapy distribucí KM/PKM v SO ORP 14 krajů, a to pro každou ze tří kategorii priorit (A, P, N). Výsledkem NIKM je naplněná databáze SEKM (10 134 záznamů), 14 zpráv o inventarizaci v jednotlivých krajích a Zpráva o inventarizaci na území ČR.

Effectiveness of the use of clues of contaminated sites obtained by remote sensing for the National Inventory of Contaminated Sites

The National Inventory of Contaminated Sites (NIKM) project was aimed to fill the database of the Contaminated Sites Register (SEKM) with approximately 9053 updated and validated records with evaluated priority, taking into account the risk from the point of view of life and health of the population and the environment. We expect the number of records to be approximately 10100. Thousands of contaminated and potentially contaminated sites (KM / PKM) entered in the SEKM register are also waste management sites. The article focuses on the possibility of using information from the inventory for waste management. The initial project task implemented in the years 2018–2019 concerned the mapping of KM / PKM clues by remote sensing (RS) methods. The mapping provided a wealth of insights into the territorial distribution of clues. Using remote sensing methods, a significant part (approx. 18%) was obtained from the total number of approx. 10100 evaluated sites registered in SEKM. 48.5% of all records of evaluated localities arising from clues come from the group of types of clues determined using remote sensing methods and related to municipal waste (types of clues c, p, l, r). The use of remote sensing methods, such as the interpretation of orthophotomaps, can be a significant benefit for the performance of public administration in the field of spatial planning and environmental protection. Today, SEKM is a complete public database of the Ministry of the Environment that can be used by the professional and general public. Many of information contained in it can be used for the issue of waste disposal on the surface.

Old municipal waste landfills inventoried in the Contaminated Sites Registration System

The database of the Contaminated Sites Registration System, filled in at the end of 2021 as part of the National Inventory of Contaminated Sites for the number of 10,134 records of assessed contaminated and potentially contaminated sites, contains, amongst other data, 4,619 sites registered as a “Solid Municipal Waste Landfill” type. This part of the database, together with additional information sources, was analysed in terms of parameters such as landfilling duration, landfill closure date, landfill size (area), location (territorial representativeness), state of knowledge about the landfill, and its risk and time urgency for possible corrective measures. We interpreted the obtained historical and current data on old municipal waste landfills and used them for the preparation of criteria for multi-criteria selection of the main types of old landfills and the selection of specific sites for sampling and technical works, to be done within the subsequent research project. The selection of landfills for sampling will be representative in the case of old municipal waste landfills, which are located in the South Bohemian, South Moravian, Central Bohemian and Vysočina regions. They should have an area of more than 100 m2, be of categories P and A, not having any set corrective measures, with an absence of the financing of remedial measures, be landfilled between 5 to 55 years and their landfilling activities having been terminated in the 1990s.

Best available techniques for construction and demolition waste treatment

Waste prevention is the best approach according to the waste hierarchy, but there are activities which can‘t avoid waste production. Such activities include construction activities, in particular demolition and landscaping. If waste is generated, its recycling is desirable. Recycling installations should be beneficial to the environment and should therefore meet high environmental standards. For this purpose are BAT (Best Available Techniques) widely used. The paper summarizes the possibilities of using BAT for recycling construction and demolition waste.

Status of implementation of the National Inventory of Contaminated Sites project

By mid-April 2021, the inventory of contaminated sites in 52 districts out of the 77 districts of the Czech Republic was completed. 6403 records are already stored in the SEKM, ie 70.7 % of the planned parameter (target number of at least 9053 records). The inventory already covers 68.5 % of the inventory area. The inventory in the regions has already been completed with reports for the Jihočeský, Liberecký, Karlovarský, Královéhradecký and Pardubický regions. Monitoring and control of the “yield” of individual sources (SEKM, indications obtained by remote sensing, new sites) resulted in ongoing methodological guidance of inventory teams (control days, training, consultations, manuals and methodological recommendations). The project management gradually adopted 18 adjustments to the work schedule, ie. without affecting the project completion date. Linear extrapolation of the number of existing approved SEKM records on the entire territory of the Czech Republic makes it possible to assume that the prescribed parameter - 9053 records of contaminated sites with evaluated priority - will be achieved on time. The project will be completed by 31 December 2021.
