The theme of this bachelor thesis is the institute of foster care. The thesis is above all focused on the functioning of foster care in Czech Republic. Foster care is controlled, directed and financed by the state. Besides adoption, foster care is one of the most preferred forms of substitute family care, which take precedence over institutional care. The institute of foster care is intended to ensure proper upbringing of the child, which for some reason cannot grow up in his biological family. The primary objective nowadays but also for the future is to reduce the number of children placed in institutional care and to concurrently maximize the number of children placed into the family care. Bachelor thesis initially defines the historical progress, which is in terms of substitute family care very important part in sufficient awareness of the issue of foster care. This thesis also delimits basic concepts related to the structure of substitute family care and succinctly sets legal regulations. The primary source governing substitute family care is nowadays the Act no. 89/2012 Coll., the civil code and the Law no. 359/1999 Coll., on social and legal protection of children, as amended. Another topic of this bachelor thesis is to define various models of foster care abroad, particularly in European countries. Fundamental part of the thesis is a description of the mediation of foster care. In this part is thesis focused on the conditions of commencement of foster care, rights and responsibilities of foster parent, financial support of foster care, duration and termination of foster care. This bachelor thesis also deals with dilemmas arising mainly by foster parents after confiding child in their custody.
