Assessment of emergency preparedness at the railway station in České Budějovice

Emergency preparedness includes the ability to recognize the occurrence of extraordinary events and, in particular, planning, organizing and management of emergency measures to deal with them. The objective of this thesis is to assess planned measures to avert the consequences of accidents depending on selected extraordinary events in the premises of the railway station in České Budějovice. Another objective is to assess the overall emergency preparedness of the railway station in České Budějovice in this respect. In order to meet the objectives as well as possible I defined the following hypothesis: Planned measures to avert the consequences of accidents in the premises of the railway station in České Budějovice are adequate and in accordance with applicable legislation. The thesis includes basic general information on extraordinary events, emergency planning and the integrated rescue system, and then it describes securing emergency preparedness within the organizational structure of the entities involved. The thesis also includes the issue of rail freight transport and the related transport of dangerous substances. To achieve the objectives of the thesis and to verify the hypothesis, I used interviews with relevant experts from railway companies ČD as, ČD Cargo and SŽDC, and the study of available literature and legislation. Then, I used a document analysis aimed at assessing the adequacy and suitability of planned measures depending on the selected extraordinary events ? both associated with the normal operation of the railway station and the transport of hazardous substances in tanks. The analysis showed that the planned measures to avert the consequences of accidents in the premises of the railway station in České Budějovice are currently to a great extent adequate and in compliance with applicable national and international legislation. In the discussion section, I presented the problems that occurred in dealing with this issue. At the end of the thesis, I tried to propose some measures that would be suitable for adding into the documentation of emergency preparedness of the railway station in České Budějovice. I believe that this thesis will be used as a document monitoring an aggregate of measures to ensure emergency preparedness of the railway station in České Budějovice and, in the light of the thesis results, it will be possible to recommend further improvements in securing the preparation of these measures.
Determining the Number of citizens That Will Be Evacuated in the Case of a Serious, Extraordinary Event or a Crisis Situation

This diploma thesis ``Determining the number of citizens that will be evacuated in the case of a serious, extraordinary event or a crisis situation{\crq}q aims to assess the level of awareness of the residents of the South Bohemia Region about evacuation and those risks in their surroundings, especially to detect just how many people (families) would chose to spontaneous evacuate themselves in the event of an extraordinary event or crisis situation and how many residents would do so with the provision of transport. This information has been obtained by means of questionnaires. In the description of the current situation, there is an overview of the laws and the establishment of the basic concepts related to evacuation. The practical part deals with the evaluation of questionnaires that were distributed to the residents of the South Bohemia Region, and there is also a summary of this information within a comprehensive overview, including the division of the point of view between men and women, and the assessment of these results within the District of South Bohemia Region. Preventative educational work among the population will contribute to the appropriate behaviour during these extraordinary events, which will assist the authorities in providing for the successful accomplishment of this evacuation. These good practices will reduce the health risks of people and will also prevent material and financial loss.
Citizen in Crisis Management

This thesis addresses the status and role of "a citizen in crisis management", because this is a citizen who is heavily affected. The topic selection was inspired mainly by the fact that the issue of a citizen in crisis management has been neglected, only a few people are interested, there is little information available on crisis management, and citizens and their families as basic elements are not specified at all. I would love to modify the access to citizens and their families, and thereby to contribute to the improvement of emergency planning and creation of new approaches to defense, security and protection. The main objective of this thesis was to analyze, describe and define the status of citizens in crisis management. Furthermore, to examine the status of citizenship from the perspective of all parts of crisis management and to modify the view on the issue of crisis management and also to extend it by one area - the personal part of crisis management. In connection with the defined hypothesis it is very important to provide preventive education to citizens to prevent the consequences of emergencies and crisis situations. Using a survey questionnaire and additional questions the current state of preparedness of citizens to the possibility of emergency and crisis situations was investigated. The obtained data confirm the hypothesis that there are significant deficits in citizen´s preparedness for emergency or crisis situations and their knowledge of crisis management is not sufficient. In the final part the findings are described on the basis of which a project how to improve the situation is suggested, which is the proposal of prevention targeting citizens and their families. One of the ways how to achieve this purpose is to implement a wide spectrum of activities to educate the public on emergency management throughout their whole lives.
Specific position of the Czech Republic Police during performing the tasks in the Integrated Rescue System and its activity during the treatment of extraordinary events not achieving the intensity of crisis situation

I was brought to the topic of the thesis by the present state of the Police of the Czech Republic as one of the basic components of the Integrated Rescue System, carrying the largest part of the responsibility while securing the public order and the internal safety of the state. The target of the thesis was defining the changes concerning its activity while treating extraordinary events in connection with the effectiveness of the Act No. 273/2008 Coll., of Czech Republic Police and proposing own legislative changes which would define its additional necessary powers. In the theoretical part of the thesis, the basic characterization of the Integrated Rescue System is given, the basic concepts of crisis management and legislation in the field of internal safety and public order are defined and the activity of the Czech Republic Police during the usual service performance and treatment of the extraordinary events not achieving the intensity of crisis situation in connection with taking extraordinary safety measures during large-scale social interventions in connection with the issue of extremism, terrorism and civic disorders is described. In the practical part of the thesis, the changes in the organization of the Police of the Czech Republic and in its activity during securing extraordinary safety events, particularly Order Unites and Permanent Order Unites in connection with its reform and effectiveness of the above mentioned law were described. Utilizing the results of this thesis was directed on suggesting the changes of legal regulation which could contribute to the more effective utilization of sources and means of Integrated Rescue System and protection of its employees. The results of the thesis could be one of further sources providing summarizing information for the issue of crisis management in the Czech Republic Police with focus on performing the tasks during extraordinary events while elaborating new methodic instructions or they could be used during the teaching at the Faculty of Health and Social Studies of the South Bohemian University in České Budějovice.
Characteristics of the territory in relation to the possibilities of occurrence of extraordinary events and crisis situations and the way to solve them.

The goal of my thesis was to provide a basic and comprehensive picture of the territory of the town of Tábor, and to describe how the characteristics influence the possibility of occurrence of extraordinary events and crisis situations, including the follow-up ways to solve these situations. Another goal of my thesis was to present a picture of the possibilities of occurrence of selected and particular extraordinary events and crisis situations, including the identification of the readiness level of the crisis management authorities of the town of Tábor for these events. In the final part there are findings and information based on which we can state that the hypotheses were confirmed. Based on the characteristics of the town of Tábor, which influence the occurrence of unfavourable events and their solutions, the level of readiness of the town for these events is considered to be good, and currently additional new measures are taken to stabilise and improve this readiness.
Addressing the mass of animal diseases within the scope of municipalities with extended powers and the district.

Mass infections in animals are presently a very common occurrence, as the society faces up to these extraordinary situations more and more frequently. Direct hazards to life, health and property can take place in the case of animal mass infections, mostly however secondary impacts upon the management, economy and psyche of the stock farmers, who can even lose large numbers of animals in a relatively short period, temporarily taking the stock-farming equipment out of service. My thesis deals with solving the issue of the disposal of animal mass infections within the area of municipalities with extended scope of powers. Such activities for particular areas have already been processed in the emergency and crisis plans of the region. Furthermore, I look into various possibilities of animal disposal, as well as the activities of the Integrated Rescue System{\crq}s individual bodies, federal agencies, self-government bodies and legal entities when dealing with such events. One of the possibilities to dispose of infected animals is using the unit for production of non-combustible gas. First designed to put out fires of hay stacks, this unit can be also used to dispose of infected animals, e.g. breeding poultry and piglets. The principle of this method lies in forcing out the oxygen from a closed area by the use of carbon dioxide, or possibly developing carbon monoxide, resulting in the death of the animals. As far as the economic point of view is concerned, this procedure is less demanding, it however requires a thorough sealing off of the area.
Crisis Management in the Field of Cross-Border Cooperation in the Schengen-Space between the Czech Republic and Austrian Republic Upper Austria).

The bachelor{\crq}s thesis deals with the topic {\clq}qCrisis Management in the Field of Cross-Border Cooperation in the Schengen-Space between the Czech Republic and Austrian Republic``. This thesis describes the protracted process leading to the establishment of the European Union, but also the process leading to Czech Republic joining the European Union and subsequently joining the Czech Republic to Schengen Space. After Czech Republic had joined the Schengen Space, the possibilities of co-operation between the two countries opened. The thesis is divided into several parts describing the process and development of Schengen system, legislation of the European Union relating to the crisis management, procedure and steps of a member state in case of an extraordinary event, co-operation between the Czech Republic and Austrian Republic in cross-border co-operation in the Schengen space. The legislation of the European Union relating to the crisis management is stated here, and also the partial agreements and contracts of individual regions concerning the mutual co-operation on the given level of the cross-border co-operation in the Schengen space as e.g. the Contract between the Czech Republic and Austrian Republic of mutual aid during the catastrophes or serious accidents, Co-operation between the South-Moravian, South-Bohemian Regions, Vysočina, Lower Austria, Contract of Framework Program of Co-operation between South Bohemia and Upper Austria. It may be followed on the example of the scenario of the crisis situation treatment (extensive wild fires) in what way the crisis situation would be treated. In the annex, the possible survey of co-operating subjects of the South-Bohemian Region while handling the occurred extraordinary situation is stated. The target of the thesis is the information of the legislative regulation of the crisis management of the European Union, Schengen space, between the Czech Republic and Austria, performing the evaluation of the critical spots while handling the extraordinary events on the territory of both states.
Position and Tasks of Population Protection included in the Integrated Rescue System

The present bachelor's thesis aims at finding out the state of knowledge of the general public, various age groups or obtained training of the Czech inhabitants in what to do in an emergency situation when lives, health or property of people is in threat or the environment, and it does so using a questionnaire survey. It also aims at making the general public familiar with the position of the population protection, tasks and measures of the Integrated Rescue System corpses, general recommendations when we find ourselves in any emergency situation, or an extraordinary situation The results of the bachelor's thesis will be used by the Fire and Rescue Brigade of the South-Bohemian Region, presenting and introducing population protection and the Integrated Rescue System to the general public. For meeting the objectives and proving the hypothesis I used an anonymous questionnaire which makes up a part of the bachelor's thesis and the aim of which was to find out and to question knowledge of the general public in the area of population protection. At present, the population protection in the Czech Republic is at a good European level, but we still need to speak with our neighbours, we live in a hectic way and we lack energy for a friendly neighbourly relationship, or even organizing and solving problems despite the fact that there are still few emergency situations, but we cannot exclude that it will not change in the future. That is why it is very important that if an emergency situation happens, the general public learn about it in time and they get professional or practical training rather than depending on decisions made at the place of intervention.
The knowledge of work with a traumatological plan by workers of the medical rescue service

I have chosen the topic ``Knowledge of Work with a Traumatological Plan by Workers of the Medical Rescue Service{\crqq} due to topicality its content. Nowadays so called extraordinary events are still more frequent. The most frequent ones in the Czech Republic are floods, windstorms and traffic accidents, both on railways and roads. Also danger of terrorist attacks is still more frequent, not only in the world, but also in our territory. The extraordinary event is practically always connected with higher number of wounded people. Therefore it is necessary for us to be better prepared for these situations (events), especially as far as providing timely and effective pre-hospital immediate care is concerned, i.e. providing expert medical first aid in the spot of the extraordinary event. For these reasons the traumatological plan of the medical rescue service has been developed, which is updated twice a year in compliance with the latest pieces of knowledge. The objective of my thesis was to map knowledge of work with the traumatological plan in pre-hospital immediate care at workers of the Medical Rescue Service of the South Bohemian Region. There have been established two hypotheses for research. The hypothesis 1, i.e. that workers of the Medical Rescue Service of the South Bohemian Region have theoretical knowledge of the traumatological plan, have been confirmed by the total share of 71 % of all correct responses provided by all respondents. In my opinion this number is in the low limit of capacity in order to confirm this hypothesis. However I consider this value sufficient for confirmation of theoretical knowledge of the traumatological plan, and consequently also of the hypothesis 1. The hypothesis 2, i.e. that workers of the Medical Rescue Service of the South Bohemian Region can use theoretical knowledge of the traumatological plan in practice, has not been confirmed based on the 52% share of respondent, who during their work in the medical rescue service participated in practical exercises in the framework of the traumatological plan. However I do not consider the share of 52 % as sufficient for confirmation of the hypothesis 2. This results in disproving of hypothesis 2. This bachelor thesis could be used as a study material for students in medical specializations in higher educational institutions and colleges.
Risk management of the production plastic company

Nowadays more and more new chemicals are used for numerous technologies and ap-plications by diverse chemical, plastic processing and other companies. Are all such companies fit to manage and solve chemical breakdowns, extraordinary events and critical or even emergency situations? Surely a very interesting question. Therefore I have decided for my study to analyse a crisis management system of a plastic processing company located in the City of Liban, region Hradec Kralove. Current status of coordination of the integrated rescue system (hereinafter referred to as the "IZS"). Classification of hazardous chemical substances. Simulating of extraordinary events using the software tool TerEx with respect to diverse chemicals operated by and within the Company. Evaluation of selected chemical substances according to hazards induced. Risk analysis, Analysis of occurrance of extraordinary events like e. g. windstorm, fire or escape of dangerous chemical substance, disconnecting of supply medium (heat, energy, power, water) and their treatment. Methods of actions at threat of bomb attack. Determination whether the IZS coordination including of the documentation elaborated are satisfactory with respect to the plastic processing company as well as with respect to successful mastering of extraordinary and emergency situations. Crisis management of business economics and economic distress.
