The Situation of Persons with Rheumatoid Arthritis in the Context of Legislative Changes
KUBALOVÁ, Zuzana
The Diploma thesis entitled Situation of People with Rheumatoid Arthritis in the Context of Legislative Changes deals with a topic which is not sufficiently resolved in the Czech society. Attention paid to the new Act no. 329/2011 Coll., on Provision of Subsidies to People with Disabilities and on Amendment to Related Acts, is not at a sufficient level either. The theoretical part of the Diploma thesis deals, at a general level, with rheumatoid arthritis. This is followed up by a focus on psychosocial aspects of the life of subjects with rheumatoid arthritis, on the social security system in the Czech Republic and on the Act no. 329/2011 Coll. Qualitative research was selected to achieve specified objectives of the practical part of the Diploma thesis. Interviews were used to obtain all necessary data. The technique for acquisition of necessary data was based on semi-controlled interviews. The interviews consisted in a list of questions which were discussed within the framework of the interview. The basic file for data collection was formed of people with rheumatoid arthritis. The selective file consisted of clients of the Rheumatology League of the Southern Bohemia Region. Altogether 20 interviews were made. The main aim of the Diploma thesis was to identify the impacts of changes implying from the Act no. 329/2011 Coll., on Provision of Subsidies to People with Disabilities, on the situation of people with rheumatoid arthritis. This objective was followed up by another three partial objectives, namely to find out how people with rheumatoid arthritis perceive the change in the subsidy payment site for handicapped people; to find out the impacts of the change in concepts of subsidy for mobility on people with rheumatoid arthritis; and to find out how people with rheumatoid arthritis perceive their obligation to provide data on incomes for justification of their entitlement for a special device. Survey questions were formulated on the basis of the Diploma thesis objectives as follows: 1. Did the frequency of transport decrease for people with rheumatoid arthritis in connection with the change in the amount of the subsidy for mobility? 2. Do people with rheumatoid arthritis perceive any benefits in unification of the subsidy payment place at the Labour Office? It implies from the results of the survey that the impacts of changes resulting from the Act no. 329/2011 Coll. did not have any impact on the situation of people with rheumatoid arthritis. During fulfilment of the objective of finding out how people with rheumatoid arthritis perceive the change in the subsidy payment place, two respondents pointed out that the issuing of the cards marking a vehicle transporting a person suffering from heavily impaired mobility pursuant to the Act no. 361/2000 Coll., on Road Traffic, which is closely interrelated with these issues, is performed at the Municipal Authority at the Department of Social Affairs. It has been furthermore found out on the basis of the survey that the change in the concepts of the subsidy for mobility has not had any impact on people with rheumatoid arthritis yet. And finally, the last conclusion of this Diploma thesis is the fact that people with rheumatoid arthritis do not mind the obligation to provide data on incomes while proving their entitlement for a special device. One of the aims of this Diploma thesis is to contribute to understanding of the entire situation of people with rheumatoid arthritis in the context of legislative changes. The results obtained from the survey could be useful for the general scientific public. An Annex to this Diploma thesis is a presentation which can facilitate orientation in the new Act. This presentation will be used as a material accompanying a lecture held in the Rheumatology League Association in České Budějovice.

The reflection of the change in providing of social welfare benefits for persons with disabilities from the perspective of the beneficiary
FRYCOVÁ, Lucie
The bachelor thesis "The reflection of the change in providing of social welfare benefits for persons with disabilities from the perspective of the beneficiary" focuses on persons with disabilities and on the system which helps to reduce the impact of their disabilities and supports them to integrate into society. In the theoretical part of this thesis, the term disability is defined in various ways, especially from the perspective of the legislation in Czech Republic and from the perspective of international legal documents. The classification of disabilities and other related terms are also defined. Additionally this part of the thesis defines the basic necessities of life. Furthermore it describes the social welfare system in Czech Republic and the various ways of classification of the resulting social welfare benefits. Finally, the past and present legal frame that regulates the providing of welfare benefits for persons with disabilities is defined. The practical part is based on the qualitative research. For the purpose of the research the interviewing method was used, namely the in-depth interview. The respondents were chosen by purposive sampling technique. The collected data was evaluated by the method of open coding. The main goal of this thesis was to discover how the beneficiaries of social welfare benefits for persons with disabilities perceive the change in providing of social welfare benefits for persons with disabilities. The goal has been achieved by answering the research question: "Does the new system of social welfare benefits for persons with disabilities saturate with the basic social needs of persons with disabilities?" The intermediate goals of this thesis were the analysis of the social welfare benefits for persons with disabilities, which were implemented in 2011 and 2012 and a survey on the opinion of the beneficiaries of the social welfare benefits for persons with disabilities on the social welfare system in the field of social welfare benefits for persons with disabilities. By evaluating the collected data during the semi-structured, in-depth interviews, it was discovered that the respondents are not satisfied with the amount of the mobility allowance and with the receipt obligation of the "sKarta". Not only the amount of the mobility allowance, which doesn?t cover the whole transport costs, was described as inadequate, but also the unified amount and cancellation of any possible increase of the amount. The research also shows that the previous payment method, via postal order or current account, is preferred by the respondents. The disadvantages of the current system are seen in the insufficient financial support for persons taking care of a person with disabilities in home environment and in the amount of the mobility allowance mentioned above. Although the system is criticized for the insufficient financial support, it offers advantages, the special-requisite allowance for buying a vehicle being one mentioned. In general, it can be said that the respondents don´t have much awareness of the new system of providing social welfare benefits for persons with disabilities. This can be caused on the one hand, that they didn´t apply for welfare benefits since 2012, except for the mobility allowance, and on the other hand by the poor campaign of the responsible authorities. This bachelor thesis looks at a currently much discussed topic and offers a perspective from one of the groups of people for whom the help is intended, namely parents of persons with disabilities. It captures their reactions and opinions on the change that occurred in 2012 and on the help resulting from the system of social welfare. This thesis can be used to reflect upon the current system of providing of social welfare benefits for persons with disabilities and as a basis for potential improvement of this system.
With mental disabilities in institutional Sexual problems of clients facilities
PATEROVÁ, Michaela
Sexuality of persons with mental disability has represented a social taboo until recent times. Issues related to this topic attracted my attention so much, that I decided to obtain further information through my bachelor thesis. Bachelor thesis contains theoretical part and practical part. The theoretical part contains three chapters. In the first chapter, I explore mental disabilities. In this chapter, I also focused on etiology and causes of mental disability. In the next chapter, I focused on dealing with the term the individual with mental retardation. The term disability is described there, and it is understood as a term covering the area of functional disorders, activities and participations of specific individual. In the next section I introduce sexual issues of persons with mental disability. First topic is the education and awareness for persons with mental disabilities. In addition, I dealt with sexual abuse of persons with mental disability. Sexuality is closely linked with partner relationships, which I also mention in my thesis. In conclusion of the theoretical part I dealt with parenthood and possibilities of protection against conception. The practical part of the bachelor thesis consists of the data collection while using qualitative research techniques with the method of unstandardized in-depth interviews. The basic complex was created by parameters of the enshrined theory, when not all parameters were used according to its comprehensiveness. I set the basic research complex according to positions of the staff of the Social Service Center in Jindřichův Hradec. Two research questions were raised. Whether the staff perceives sexual life of persons with mental disability as suitable and whether the information of the professional staff about sexual life of persons with mental disability are sufficient. On the basis of the research it was found that the professional staff has sufficient amount of information, but the sexual education and training in the institution does not take place at all. Interviews showed that employees do not feel being sufficiently competent in matters of sexual education and awareness. The interviews further revealed that the employees agree with partnerships of persons with mental disability. From the interviews it was also found that they agree with the use of contraception in case that the client starts living sexual life with her partner. In addition, I found out that the majority of respondents rather do not agree with the parenthood of persons with mental disability. Regarding the issue of sexual abuse of persons with mental disability, I found out during the interview that this problem was once solved in the institution. Employees aware that these people are an easy victim, but at the same time they do not undertake any prevention in the form of sexual education. These findings show that it would be appropriate to encourage establishing the protocol, in which there would be enshrined sexual issues of users of social services provided by this institution. The protocol could also serve to the purpose of prevention of sexual abuse. Professional training focused on communication between the staff and the user in the field of sexual education would be also appropriate.

The choice of this theme is narrowly connected with my job, where I work with disabled people on everyday bases and I try to return them into active life by physical exercising. Sport is recommended to those who are physically stronger as a medical treatment and I can see that this activity can make these people smile despite the difficult situation they are facing. In the introduction there is briefly compared past and present attitude to sport activities of physically disabled people. Whole work is divided into a theory part and research part. The theory part is divided into 4 chapters. The first charter explains the general term of disability, about disability from the health and social point of view. The integration of disabled pupils in primary education at primary schools in the districts České Budějovice and Prachatice
NĚMCOVÁ, Hana
Thesis topic deals with the integration of disabled pupils in primary education at primary schools in the districts of České Budějovice and Prachatice. The theoretical part of the thesis deals with fundamental concepts of the integration, legislation and the factors and resources which affect success of the integration process. The main aim of the practical part of the thesis was to find out if the primary schools from the research sample are ready to integrate students with disabilities. The objective was to determine what are the attitudes of teachers towards the integration. I set three research questions to meet the main aim. The first research question is concerned with how the schools are ready to integrate students with disabilities, or whether the schools removed architectural barriers and were built for wheelchair access. The second research question is concerned with the experience of primary schools with the integration of students with disabilities. The third research question examines the opinions of teachers on inclusion. The qualitative research strategy was used in this thesis. 22 elementary schools were addressed and 8 schools were willing to participate in the research. The research was conducted through structured interviews with school headmasters or their representatives, classroom teachers and educational consultants. It depended on who I was asked to interview in a particular school. In schools where pupils with disabilities are not integrated the awareness of teachers about the integration process was investigated. At schools where they currently integrate students with disabilities their experiences were examined. The research showed that 7 schools out of 8 have some experience with integration of disabled pupils. 3 schools integrate the students with disabilities, and 2 out of these 3 do that at elementary school level. None of the schools, which currently do not educate any disabled student is not ready to integrate pupils with this type of disability. The architectural barriers are not removed. When it comes to the awareness of the process of integration of students with disabilities, the research showed that the awareness of teachers of this issue is not sufficient. Schools which already have experience with the integration of students with disabilities at the first stage (elementary school), evaluate financing integration as insufficient. Both schools use the possibility of cooperation with special educational centres and educational conditions for these pupils had been adjusted. Both schools use some supportive measures. Pupils are taught according to their individual education plans. The schools provided the teaching assistant and bought educational and assistive devices for them. In one of these two schools there are 3 children with physical disabilities educated in the first instance. The teachers do not reject the idea of inclusion. Some, however, are aware of the limits of the integration process and therefore they find the concept of the current educational system satisfactory. In the Czech Republic the school integration is supported by legislation. Efforts to include students with special educational needs into mainstream education have been appearing for more than ten years. Despite this, in daily life the schools still struggle with a lack of financial support and other practical difficulties.
Hypertension as a cause of temporary disability and its disabiliting consequences
DVOŘÁKOVÁ, Olga
One of the most common diseases of the circulatory system is hypertension. Its high prevalence in the adult population represents a serious health but also a social problem. Untreated hypertension leads to serious organ complications which fundamentally affect the quality of life of the patient. However, before hypertension starts to be treated, prevention should precede. Preventive measures can be divided into primary and secondary. Among the primary preventive measures belong stop smoking, weight reduction, sufficient physical activity, salt reduction in food, reduction of alcohol intake. To the secondary prevention, early revelations of patients with already existing hypertension are added. Prevention would lower the cost of treatment for both, the patient and the state, especially in the case of complications of hypertension and hospitalization. The more effective the treatment is, and the sooner it is started, the emergence of complications are more delayed and prolongs the full phase of life. Acute worsening of hypertension or complications are a common cause of temporary inability to work. During a period of temporary inability to work state of health should improve and it should lead to its cure or stabilization, in order to be allowed to return to original employment. If there is no cure or stabilization of the state of health and this state lasts for at least one year, disability can be taken into consideration. In our concept of disability, it is perceived not only as a restriction of ability to work causing loss of earnings and the possibility of economic activities, but other aspects such as health, social, labor-legal are also often included. Until 31. 12. 2009 disability was divided into full and partial (full and partial disability pensions). From 1. 1. 2010, dividing into the full and partial disability was abandonned and it was replaced with the three degrees of disability (disability pension). The aim of my bachelor´s thesis was to determine what proportion of hypertension and its complications on temporary disability and long-term follow-up rate of decline in ability to work in 2007 - 2011. Two hypotheses were set. The first hypothesis - the number of cases of temporary inability to work due to hypertension and its complications has an increasing tendency and the second hypothesis ? the number of cases of assessed disability due to hypertension and its complications is increasing. In order to obtain the necessary information I used a quantitative research. Within this quantitative research, I chose the method of secondary and content analysis of data of documents relating to the assessment of the health status of citizens for social security purposes. The first basic group consisted of policyholders who were exposed to temporary inability to work in 2007 - 2011 in the district of České Budějovice. The second group consisted of people who were granted with disability in 2007 - 2011 in the district of České Budějovice. The selection of respondents was purpose-built according to diagnoses. After the analysis and comparison of data, the first hypothesis was not confirmed because the insured people having a temporary inability to work due to hypertension and its complications in 2007 - 2011 did not have an increasing tendency. Also, the second hypothesis was not confirmed by when I found out that the number of cases of assessed disability due to hypertension and its complications is not increasing. As the proposal of further procedure, it would be interesting to focus on age, sex, education and career of the insured people and also whether the reason for submitting a request for a disability pension is actually state of health of the applicant or their socio-economic situation.
