Strategic management of the central government level

The diploma thesis presents analysis of long term governance practices while focusing specifically on the process of creation and implementation of strategies within the central state administration. Two general approaches are distinguished: the instrumental approach is oriented on the improving processes within a public organisation, while paying some attention to long term perspective. The second one is the conceptual approach promoting more responsible and future oriented approach to public governance. Theory background of both approaches is provided. Five examples of securing long term perspective of public policies were assessed with more attention being paid on strategic planning understood as performance management and strengthening strategic dimension of budgeting process. The paper summarises development in this field in the Czech Republic after 1989 revolution including analysis of current possibilities of improvements. It concludes that long term perspective securing mechanisms are not systematically applied while existing efforts are being undermined by a weak political support.
Public transport in the Czech Republic in relation to sustainable development

This thesis is trying to describe and analyze main obstacles in area of decisionmaking on the way to solve the issue of sustainable transport in the Czech Republic, with putting an emphasis on public transport system. In this work are used specific methods which are typical for policy analysis. In general, in transport can be identified a couple of problems like local air pollution, increasing amount of CO2, noise pollution, congestions, traffic accidents or social cohesion negative effects. Public policy has instruments how to solve this problem, which are involved in strategic documents, but in fact the main obstacle is the lack of political will to realize that. It is important that stakeholders should adopt public transport as its priority, which is a concept that is essential for sustainable development to improve the living conditions of society.
