Diplomová práce se zaměřuje na komparativní analýzu přístupů Miloše Zemana a Petra Pavla k výkonu prezidentské funkce. Cílem práce je zjistit, zda přímá volba hlavy státu představuje sama o sobě zdroj silnější politické legitimity a jaké jsou skutečné zdroje politické síly přímo volených prezidentů v parlamentních systémech. Tématu se práce věnuje jak v širším kontextu, kdy přibližuje roli přímé volby hlavy státu v parlamentních a poloprezidentských systémech, charakterizuje úřad českého prezidenta či specifika přímé volby, tak i zejména v kontextu užším, kdy se soustředí na detailní analýzu přístupů Miloše Zemana a Petra Pavla k prezidentství z pohledu sedmi témat a potenciálních faktorů. Výsledky práce potvrzují hypotézu, že přímá volba představuje v českém parlamentním systému pouze potenciální zdroj silnější legitimity, který se dynamicky proměňuje ve spojení s dalšími faktory, jako jsou např. osobní přístup k výkonu funkce, schopnost nastolovat politickou agendu a tvořit si politické sítě nebo aktuální politická situace. Práce tak přináší detailní zmapování neformálních zdrojů síly, které zkoumaní prezidenti v rámci politického systému využívali. This thesis focuses on a comparative analysis of Miloš Zeman's and Petr Pavel's approaches to the exercise of the presidential office. The aim of the thesis is to determine whether the direct election of the head of state in itself constitutes a source of greater political legitimacy and what the actual sources of political power are for directly elected presidents in parliamentary systems. The thesis addresses the topic both in a broader context, where it examines the role of direct election of the head of state in parliamentary and semi-presidential systems, characterizing the office of the Czech president and the specifics of direct election, as well as, in particular, in a narrower context, where it focuses on a detailed analysis of Miloš Zeman's and Petr Pavel's approaches to the presidency from the perspective of seven themes and potential factors. The findings confirm the hypothesis that, in the Czech parliamentary system, a direct mandate represents only a potential source of power. Its actual influence is dynamically determined by several other factors, such as the personal approach to the exercise of the office, the ability to set a political agenda and build political networks, or the current political situation.
